Terms of References (TORs) For “Training Consultant for Intellectual Disabled Persons and Self Help Care Groups” For the project “Community Based Inclusion of Children and Adults with Intellectual (mental) and Physical Disabilities in UC Nawabshah-VI, District Shaheed Benazir Abad” 1. About NDF: Nawabshah Disability Forum (NDF) is non-profit organization of Pakistan. The main purpose of this DPO is, to promote of rights of people with disabilities especially living in remote & rural areas in Pakistan. People with disabilities are not considered as human being. We have to ensure the dignity of people with disabilities in the society. We have to promote hidden skills of people with disabilities. 2. Project Background: Recent years have witnessed emergence of International movements for the empowerment of Persons with Disabilities through a number of international conventions and agreements, which make Government of Pakistan a partner in the global movement for the betterment of this segment of society. The provision of a comprehensive range of facilities for persons with disabilities from pre-natal care through education, vocational training, employment and support during adult life cannot be a matter for a single government department or agency. The provision and growth of services of real quality will require the active co-operation of a large number of relevant organizations at federal, provincial, local and NGO level, along with involvement of family, professionals and communities at large. The policy is formulated with a background of information about the number of disabled children and adults in Pakistan based upon the WHO estimates of 10% of the population and upon more detailed information provided by Pakistan-based studies including the National Census, 1998. The National Census Report of 1998 however indicates a low estimate of 2.49% of the total population, based on the reported cases of persons with disabilities. Grouping of the 2.49% figure into age specific groups indicates the following estimated maximum level of need: i) ii) iii) Children under five who require some form of support, as will their families. 10.34% Children aged 5-14 who require some form of special education 23.09% Young people up to the age of 29 who will need further education, training and employment opportunities. 23.98% iv) v) Disabled Adults requiring other welfare support and assistance The disabled senior citizens requiring more special facilities. 25.15% 16.56% The distribution of different disabilities within the defined population of disabled persons, as indicated by the 1998 census, provides a useful guide for planning programmes as under:i) Physically Handicapped 19% ii) Mentally Handicapped & Insane 14% iii) Multiple disability 8.21% iv) Visually Impaired 8.6% v) Hearing Impaired 7.40% vi) Others 43.33%1 3. Overall Objective of the Project: The main aim of the proposed project is “To empower the people with intellectual (mental) and physical disabilities and their families for Self Help Care (SHC) techniques”. 4. Objective of the Assignment: To provide technical trainings to intellectual disabled persons and their families for Self-Help care in UC VI, Tehsil Nawabshah and District Shaheed Benazirabad. 5. Short Methodology: The training consultant will review the baseline report and project proposal and propose the appropriate methodology for conducting one 3-day training session for NDF Staff at NDF Office Nawabshah, Two 3day trainings session for 42 Intellectual Disabled person and their family members male and female separately and monitor and evaluate four 3-day training sessions conducted by NDF staff in 3 month time duration which includes Training design, Training Manual in Sindhi Language, Training Presentations mostly pictorial due to most of the population is not so literate at UC VI, Taluka Nawabshah and District Shaheed Benazirabad, Sindh and final report at the completion of the project trainings. The training will be focused on the independent living, utilization of mobility aids, simple household activities at their own. All the logistics arrangements (travel to community, refreshment, training material (stationary, multimedia etc. will be responsibility of NDF). The consultant will be made responsible to monitor the activities and provide its feedback on regular basis. All events separate reports will be documented and evaluate time to time and then compile one final report, whereas the impacts of training sessions will also be included in the final report. During the training sessions, Social Realization and advocacy techniques will be applied for the parents to handle their disable children / family members. In addition to this, it is proposed to organize separate sessions for female disable persons where and if required. 6. Geographic Scale of the Assignment. The Trainings will be organized in NDF Office Nawabshah and UC VI areas of Nawabshah Tehsil. 1 National Policy for Persons with Disabilities Pakistan, 2002 7. Deliverables [Some standard documents are enlisted below, however you can add more into it as per requirement.] The following deliverables are expected: Submission of Training Agenda (Staff and Beneficiaries) Simple methodology to carry out the study Training Manual(s) A draft report of the study. A final report after incorporating comments from NDF team in Ms word (page size A4) with font Size 11 or 12 Times New Roman. All materials produced by the study including hard copy of the report and raw data either in word, power point and any software. 8. Final report format should have as minimum includes: Standard cover sheet; having data on (title, date, programme) Executive Summary: (Having contents; Objectives, Methods, results & conclusion) Acknowledgment: 1. Background [literature review] 2. Literature review 3. Methodology (having below mentioned components) a. Objectives of the Assignment b. Operational definitions c. Assignment design d. Training Procedure and process e. Significance / Importance of the study, 4. Limitations 5. Findings 6. Conclusions 7. Recommendations 8. References 9. Timeframe The suggested time frame for the consultancy is from 05th January, 2015 to 05th April, 2015. The final report must be submitted before or on 05 April, 2015. 10. Required Competencies of the Consultants The Consultant should have a proven record of conducting trainings for intellectual disabled persons, strong knowledge and experience of disabilities and writing excellent training reports and must be prepared to share previously authored reports during the selection process. The consultant should be skilled in the areas of trainings design and delivery. Content of the Proposal: We invite interested candidates to submit the following application documents: a) Expression of interest addressing relevant expertise and track record – max 2 pages; b) proposed methodology, budget and timeline; c) CV of Lead Trainer d) One example of previous similar work. The financial proposal must be submitted in Pak Rupees with a detailed break up of all activities budgeted for, showing unit, unit cost and duration. Note: NDF will prefer the training consultant to provide services for three months continuously on monthly charges as well. 11.
