JOB PURPOSE:
To oversee projects within a variety of differnet educational and training settings that
offer early intervention support in line with Welsh Government and European advice.
To ensure work is undertaken in a collaborative manner working closely with
stautory, voluntary and third sector services. To ensure that set outcomes are
achieved and reported appropriately to relevant funding streams by offering quality
line management and supervision.
PRINCIPAL RESPONSIBILITIES AND ACTIVITIES:

To line manage and supervise staff within the Local Authority Families First/ESF
funded projects (Inspire to Achieve and Inspire 2 Work) ensuring assessments,
care plans and interventions are completed effectively and appropriately and in a
timely manner in line with Early Intervention support.

Oversee the development of training for parents, school staff and other relevant
professionals to develop a consistent approach to working with young people with
severe and complex needs including learning disabilities and ASD

To ensure set outcomes locally and nationally are reported accurately and timely
to relevant funding streams.

Provide feedback on the progress of the young people engaged with ESF funded
projects to the Youth Development Co-ordinator. Enabling an assessment of
whether interventions and worker activity is delivering against agreed project
outcomes.

To support staff in their delivery of preventative evidenced based interventions to
children, young people and families that enhance their opportunities in the future.

To administer, develop and ensure adherence to the quality frameworks, policies
and procedures associated with holding operating licences on behalf of the LA,
including Duke of Edinburgh, Agored Cymru, and A.A.L.A.

To provide support and guidance to Third Sector organisations to facilitate
successful funding applications, and in the case of Local Authority administered
grants ensure grant compliance and accurate and effective outcome reporting.

To develop comprehensive and fit for purpose commissioning arrangements in
line with BCBC Procurement and Commissioning regulations for the delivery of
services for young people.

To research and audit the needs of young people to inform service delivery,
including undertaking consultation with young people and other key stakeholders.

Hold, when appropriate, a small complex caseload of young people requiring
bespoke programmes to address particular issues.
GENERAL DUTIES
To understand the Health and Safety responsibilities which fall within a
manager’s role and the personal Health and Safety responsibilities within the
HASAWA 1974.
To ensure that all activities are operated in accordance with Equal
Opportunities legislation and Best Practice.
