June 2, 2017 (X) (X) Action Required Informational BULLETIN NO. 034-17-17 EDUCATOR EFFECTIVENESS TO: Educational Service District Superintendents School District Superintendents School District Business Managers School Building Principals Assistant Superintendents for Teaching and Learning School District Personnel Directors School Public Relations Professionals FROM: Chris Reykdal, Superintendent of Public Instruction RE: Teacher and Principal Program Evaluation Update CONTACT: Sue Anderson, Director, Educator Effectiveness [email protected], 360-725-6116 Agency TTY 360-664-3631 PURPOSE/ BACKGROUND This bulletin provides school districts current information to support statewide educator evaluation implementation, including: Changes in the Washington Administrative Code (WAC) 392-191A Implementation of the CEL 5D+ version 3.0 Procedures/deadlines for spending iGrant 664 and 773 funds TPEP training and training reports CHANGES IN THE WASHINGTON ADMINISTRATIVE CODE 392-191A Several changes in WAC 392-191A were finalized in August, 2016. These changes include: Carrying the score from the Comprehensive evaluation through the Focused evaluation period for teachers and principals who have completed the Comprehensive evaluation, have received a Level 3 (proficient) or Level 4 (distinguished), and have been moved to the Focused evaluation. This change is BULLETIN NO. 034-17EE Page 2 June 2, 2017 proposed to encourage teachers and principals to address areas of challenge during the Focused evaluation process. (WAC 392-191A-120(5) and WAC 392191A-210(5)) Establishing a December 15 deadline for a teacher or principal on a Focused evaluation to be moved to a Comprehensive evaluation for that school year. (WAC 392-191A120(6) and WAC 392-191A-210(6)) Expanding the definition of “observation” to include activities that may take place outside the classroom or school day. (WAC 392-191A-030) The rules went into effect before the start of the 2016–17 school year; however, districts had the option to implement the changes to the Focused evaluation in either the 2016– 2017 or the 2017–18 school year. Districts that did not implement this change in the current school year will need to do so in 2017–18. See the “News to Know” section of the TPEP website for answers to questions about the rule changes. IMPLEMENTATION OF CEL 5D+ VERSION 3.0 The TPEP Steering Committee approved the use of CEL 5D+ version 3.0 for evaluation purposes beginning in the 2017–18 school year. Click the following link to register for A webinar explaining the CEL Version 3.0 changes. The Rationale for Revisions document is posted in the TPEP News to Know location. The scoring document that aligns CEL 5D+ 3.0 to the Washington State 8 Teacher Evaluation Criteria will be available late in June. Upon the recommendation of the authors, evaluators who have received Stage I and Stage II training in CEL 2.0 do not need to be re-trained; simply understanding the changes will suffice. CLAIMING iGRANT 664 and 773 FUNDS Districts should claim reimbursement for TPEP teacher training expenses via the iGrants claiming system, in accordance with OSPI’s current grants management process. Documentation for expenses should remain in district files for audit purposes.
