REPORTS: President – Mike Sarai My report begins with attending the Baseball B.C.’s annual general and board meeting on June 17. The A.G.M. went well with all Provincial members in attendance. The election of the new board was increased by one more person who is Tim Clarke. Tim brings both a baseball and legal (lawyer) back ground to the board. The total number of voting directors on the board is now twelve (12). B.C. Minor has three (3) elected directors on the board. Mike Sarai, Orville Germaine and Mike Kelly. Ray Wearing will continue to participate in Baseball B.C. finance related meetings as the B.C. Minor treasurer. I participated in the annual “Challenger Baseball” golf fundraiser on June 18. Grant Butler, Dan Williams (Mission Baseball) and Tony Deane (North Delta Baseball) also attended as guests of B.C. Minor. The event went well and B.C. Minor will continue to support and further develop Challenger Baseball within our community associations. The summer All-Star season is well under way and as of the date of writing this report, I cannot stipulate on our total numbers with respect to teams and players. As usual our board has been very busy with common issues related to the summer programs. I look forward to all Provincial Championships. 1st Vice President – Stuart Drysdale It was an extremely busy month, as Associations and the Board of Directors were getting ready for the 2013 Summer Season. Several Associations seems to be having ongoing internal matters within their own Associations, which is seeing an increase of emails to BC Minor requesting that we intervene and assist in resolving these disputes. BC Minor has been taking the stance that we do not get involved in the various internal matters (i.e. Coach Selection and Player Selection) and are responding by sending the matter back to the Local Association. At the last Annual General Meeting, it was passed that every association is required to have a dispute resolution policy to deal with various matters within the association. While this rule has great intentions, I do not believe that all associations actually have such policies and procedures, instead they are dealing with items on a case by case matter; which leaves its participants unsure where to go for assistance. Moving forward, BC Minor may request its member associations to submit a Constitution and By-Laws, as well as a Dispute Resolution Policy. Further, BC Minor will need to review its procedure and determine what matter it will deal with from its Local Associations. I attended the Baseball BC Annual General Meeting and Board of Director’s Meeting on June 17, which saw its Board of Directors increase to twelve (12) members. BC Minor saw Mike Sarai, Orville Germaine and Mike Kelly re-elected to its Board of Directors. The Island Regional Tadpole tournament is set and ready to go this weekend. We will need to give the Medallions and championship Banner to Fraser for delivery. There will be new presidents in both Lake Cowichan and Comox Valley with both current presidents stepping down. Thx to Bryan (Lake Cowichan) and Stephen (Comox Valley) for all of their time and efforts in organizing and directing their associations as well as promoting baseball and BC Minor within their communities. Provincial hosts are preparing for the Provincials. Thx to Roop Kooner for his assistance in acquiring accommodations for incoming teams. I have been in constant communication with the three provincial hosts guiding them through the initial preparations and ensuring communications with the assigned division directors responsible for the Provincial. A few problems (as usual) with associations attempting to enter teams after the extended deadline and some teams dropping out or changing divisions (Mosquito A to AA). It seems to happen every year and this year we held firm to confirmation dates. Great communication up and down the Island with associations in full exhibition schedules. Maybe next year we should discuss a Summer schedule towards provincials and eliminate Zone play. We will be discussing this as a topic at the Fall Island Workshop in September in Port Alberni. We have 15 teams declared and one that missed declaration and meeting and was late with roster As usual Brian cleaned up the mess – he is amazing The provincials in Duncan are getting closer to being done. Two (2) Island, one (1) from Prince George, one (1) from Interior and 6 out of 15 from the Lower Mainland There were less ejections this year than last and scores reflected a fairly level playing field the use of over age did get plenty of attention as most teams were unaware of the purpose to give people with physical and mental disabilities the rule has evolved to completing a roster to 14. The associations are using the rule to help their teams with overaged players. They ARE following the interlock rules from the Surrey west which is no pitching, or summer ball. All provincials are preparing for the influx of "Squitoes" from all over the province. Summer schedules for the lower mainland went out June 19th and provincial berth allotments followed shortly thereafter. All Summer schedules and Zones have been posted on the web site thx to Grant Butler and Lyle. We have teams in the following regions North.......... 1 Mosquito AAA tier 1 and two single A Interior........ 2 Mosquito AAA tier 1, one AAA tier 2 and two single A Island.......... 2 Mosquito AAA tier 1, five AAA tier 2, five AA and four single A Lower Main..7 Mosquito AAA tier 1, 8 AAA tier 2, 7 AA and 8 single A Provincial berths will be as follows AAA tier 1.... 1 North, 2 Interior, 2 Island and 5 Lower Mainland AAA tier 2.... 0 North, 2 Interior, 3 Island and 5 Lower Mainland AA................ 0 North, 0 Interior, 4 Island and 6 Lower Mainland A................... 1 North, 1 Central Interior, 1 Interior, 2 Island and 5 Lower Mainland Numbers in Tier I and Tier II are up, AA/A are down compared to last year A few problems with late commitments from the Interior(as every year) and some teams asking to play down (refused). It's very difficult for the Interior and North to commit by June 15th as they have such a late start and acknowledging the difficulty in parents committing to Summer play. Coaching certification seems to be an ongoing concern as some associations have to wait a little longer to see if there are enough players and then trying to get qualified coaches. Associations feel the situation warrants a few initiation and regional clinics around the province somewhere in late June/early July. Problems may arise in getting instructors at such a late date. Teams have info on provincials (location, accommodation, tournament directors) and are getting team pictures to provincial sites as this report is being done. Thanks to Ray Wearing for looking after AAA tier 1, Janice Wright AAA tier 2 and Mike Pheasey single A. I'm sure they will all do a great job and have fun at the provincial sites 7. COMMITTEES: Girl’s Baseball – Val Greenwood / Wayne Bampton The girls have been practicing since mid - January and in that time both Pee Wees and Bantams have been practicing and playing in spring tournaments. There has been much success but more importantly they have been improving. The selection camps were very successful with over 20 bantams and 30 peewees The rosters were posted mid-June and Baseball BC has allowed two teams to go to the Westerns in Alberta. They each have rosters of 13 one is Island and mainland based the other is Kelowna and area based (Halo program) The coaches have also been involved in some self-driven “clinics” focusing on tadpoles and mosquitos (1 in Cloverdale 12 participants in the rain 1 in Kelowna – 19 participants) Girls from 7 – 17 participated at Nat Bailey Stadium in a “Girl’s Day” with the Toronto Blue Jays. We had approximately 80 girls in attendance to work with Sandy Alomar Sr., Roberto Alomar and Candy Moldonado (not sure who was more excited by the lineup, the girls or the parents who attended). The summer has the girls in a July long weekend tournament, Bantams were runner up Pee Wees were very competitive. The summer season has begun and the schedule is out – both teams looking to being involved in the summer season. Both the Bantams, Pee Wees and Halos will be in the Burnaby Minor “Summer Fun” tournament the weekend of July 19 – 21. Question came up regarding a player who was also playing on one of the Association’s All-Star teams. As she cannot play on two (2) rosters, she will be given the choice as to which team she will continue with. Eligibility – Pat Weatherill Eligibility—I have received 75 - 80 releases for Summer, I know there are a number that have been mailed, and have not seen them yet. --I hope to have them broken down by Saturday. --There were only 30 try out requests, so there is something that needs to be addressed Rules/Protests – Stuart Drysdale / Brian Davis The Rules Committee continues to continuous emails from Local Association Executive, Coordinators, Managers and Parents surrounding the rules governing Summer Baseball. The Rules Committee handled one (1) protest stemming from a baseball game in the Junior Division. The decision was rendered and distributed to everyone involved. The Rules Committee issued a Rule Interpretation to Rule 26.04 – Fair Play, which has been distributed to all the 18U (Midget) AA teams, all Associations and have been posted on our website. Discipline – Stuart Drysdale / Pat Weatherill / Wayne Bampton As the Regular Season comes to an end, the Discipline Committee handled fifty-four (54) ejections and various incidents requiring disciplinary action. Majority of our ejections occurred in the 18U (Midget) AA division, which saw seventeen (17) ejections – accounting for 1/3 of the ejection. Majority, of the ejections are showing verbal dissent towards umpire’s decisions. It needs to be made very clear, BC Minor will NOT tolerate such behavior. Many players, coaches and parents seem to think that arguing with umpires is part of the game, but this is absolutely FALSE. Many of these ejections have been re-directed back to the Local Associations to investigate and issue the necessary disciplinary action. All Associations have handled properly and in a very timely manner. A couple Associations definitely stand out and should be recognized. Good Job to Greater Victoria Baseball Association and Cloverdale Minor Baseball Association. The Summer Season is in full swing, with several ejections being filed, already. BC Minor will be reviewing each ejection as they are submitted and it will hopefully be done and a quick and timely manner. Committee to review draft documents from Quebec, Alberta and Ontario Umpire Liaison – Stuart Drysdale/Pat Weatherill BC Minor is still working with BC Umpires to finalized the number of Travelling Umpires for each of the Provincial Championships and the single Western Championships. Problems are still occurring in getting umpires in Rutland, Duncan and Prince George. While BC Umpires are working hard to get umpires out of these regions, many umpires just do not want to work Provincial Championships, which is a cause of concern, as these associations will be responsible for ensuring that the tournaments are properly staffed, which includes brining umpires from outside their region. Moving forward, BC Minor really needs to consider the availability of umpires in regions prior to awarding Provincial Championships, either that or Associations are going to have to anticipate higher costs for hosting these tournaments. BC Minor continues to work with BC Umpires ensuring that ejections reports are being submitted for all ejections and the quality of reports are sufficient enough for the Discipline Committee to make sense of and determine what happened on the field.
