Below is a brief record of my understanding and notes from the above mentioned meeting. If a
discrepancy is found upon your review of these minutes, please send clarification to me at your
earliest convenience. Action items have been shown in Italic font for ease of locating.
1.
Mr. Ayers, the TxDOT project manager (PM) called the meeting and requested AECOM to
describe the project.
2.
AECOM provided the project background and described the scope of work.
3.
TxDOT provided a brief history of the project and the I-69 Program. This project will deliver
the first environmental document for I-69 Program and the Beaumont District will set
precedence for other segments of I-69 Program.
4.
TxDOT recommended to keep Need and Purpose simple (Bring the US 59 highway to
interstate standards).
5.
TxDOT recommended eliminating TSM/TDM improvements as well as Transit.
6.
TxDOT recommended addressing pedestrian and bicycling needs by providing these facilities
along frontage roads only.
7.
For Planning and Programming purposes, TxDOT recommended traffic analysis to be
performed for Year 2015 (PS&E completion year, not the letting) plus 20 years.

It was agreed upon that the schematic design would be for 6-mainlanes, which could be
constructed in phases.
9.
The current TIP contains schematic and environmental document for a 4-lane facility and
needs to be revised to include 6-lanes.
10.
TxDOT recommended including a No-Build and a Build alternative consisting of widening to
the west side because of the railroad constraints on the east side. A brief description of
alternatives to be included in the environmental document.
11.
US 59 schematic to be designed based on interstate design standards (follow AASHTO
standards). No design exceptions will be accepted. AECOM will update the design criteria
based on AASHTO guidelines.
12.
AECOM stated that field surveying to be completed in March, 2013.
13.
AECOM requested traffic data for the traffic analysis. TxDOT requested AECOM to provide a
line diagram. AECOM to provide line diagram exhibit for traffic.
14.
It was agreed upon that Kelly Krenz would coordinate with Leanna Sheppard regarding
environmental document preparation and will copy Scott Ayers.
