gritter treating the A171 Whitby to Scaling continues into the Castleton area and it would
not be efficient to access Castleton by alternative routes. It would be inappropriate to travel
the C21 without treating given its current ‘first run’ treatment. The County Council also has
a longstanding arrangement with Redcar & Cleveland Authority to treat their section of the
