PURPOSE OF THE ISAT
The purpose of the ISAT for the programme: Safety in Society is to do a summative
assessment of students’ integrated knowledge and skills in the three core subjects of the
Safety in Society programme on Level 3, i.e.
 Governance
 Criminal Law
 Criminal Justice Structures and Mandates

PURPOSE OF THE TASK
The purpose of this ISAT is an integrated approach project on community policing; to apply
knowledge regarding inter-governmental relations within the criminal justice system and
utilise structures that are in place to determine the need for a safe and secure environment.

PROJECT SUMMARY
The ISAT is divided into four tasks:

PROJECT OUTPUTS
By doing this activity the student will be able to understand and apply the role of all
stakeholders in the criminal justice system by making recommendations on improvement as
well as the role of volunteers in the process to ensure a safe and secure environment.

7.
INSTRUCTIONS TO LECTURERS
1.
This ISAT consists of a practical assignment on which the student will be assessed.
2.
All evidence must be filed in the student’s ISAT report and authenticity must be
assured.
3.
The task and/or evidence of completion of the task will be moderated externally.
4.
Tasks and assessment can be conducted in a classroom, workplace or simulated
environment.
5.
Ensure that relevant materials are available.
6.
Monitor and evaluate the tasks during all processes and adhere to the suggested time
frames.
7.
The tasks must be assessed within the framework of Safety in Society, where all ethics
and code of conduct must be upheld.
8.
See “Instructions to students” for evidence required.
8.
INSTRUCTIONS TO STUDENTS
1.
The practical assignment must be completed on an individual basis or in groups not
larger than 3 and a clear division of roles must be indicated for each team member.
2.
Comply with all the ISAT requirements.
3.
Adhere to the time allocation of 6 days and suggested time frames.
4.
Instruction for conducting interviews:
 Two interview sheets must be completed.
 Appointments must be made and the interview sheet must be used and filled in with
the information gained.
 Additional documentation should be attached to the interview sheets.
5.
Guidelines regarding analysis of information:
 The information gained must be analysed and a 2 page report must be compiled
for both analyses. Additional information gained and documentation must be added
to the reports.
6.
Instructions for completion of the presentation:
 Slides, posters, flow charts, flip charts or any other suitable medium can be used to
present the purpose, findings and recommendations of the ISAT.
7.
Set a date for the presentation to the CPF at a meeting (It can be a simulated structured
meeting).
8.
You are invited and encouraged to be creative.

BRIEF / SCENARIO
Visit the local police station and interview the station commissioner regarding the
Community Policing Forum (CPF) at the station. Your interview must include
questions related to the involvement of stakeholders and crime related matters in
the station area. After interviewing the station commissioner, study all relevant
information.
Then set up an interview with a member of the Community Policing Forum, who is
not a police member, on the same questions. Attend a CPF meeting and observe
the activities at that meeting. After the meeting, compile a presentation on your
findings and do a 10-minute presentation to the Community Policing Forum.
Request the CPF chairperson to do a presentation at a meeting regarding your
findings and recommendation to improve the functioning of the Community
Policing Forum.
STAGES IN THE PROCESS
1.
Visit the local Police Station and interview the Station Commissioner.
2.
Study the information and compile an analysis report.
3.
Attend the CPF meeting and interview a CPF member.
4.
Study the information and compile an analysis report.
5.
Use findings from the analysis reports and prepare a presentation for a CPF meeting.
6.
Present the presentation to the CPF (simulated structured) meeting.
7.
Submit all evidence as the ISAT report.

TASK 1: INTERVIEW WITH A POLICE STATION COMMISIONER (50 marks)
Visit the local police station and interview the station commissioner regarding the following
aspects:
1)
Confirm that a CPF exists in the area of the police station.
2)
Determine the current problems regarding crime.
3)
Determine the role and functions of the stakeholders in the CPF:

police agencies

business communities

function of voluntarism within the CPF

crime as discussion point at the CPF
4)
Obtain the minutes of the previous meeting and the agenda for the next meeting.
5)
Complete the attached interview sheet (Annexure A) and submit it as Task 1.
TASK 2: ANALYSIS REPORT ON THE INTERVIEW (50 marks)
Study the minutes and agenda of the last CPF meeting to determine the following:
1)
The role of police agencies
2)
The role of business communities
3)
The role of voluntarism
4)
The role of crime in the community
5)
Recommendations on all aspects above.
6)
Write the analysis report and attach copies of the minutes and agenda and submit it as
Task 2.
7)
Assessment should be done against the rubric on Annexure B.
TASK 3: INTERVIEW WITH A CPF MEMBER (50 marks)
Attend the CPF meeting and interview a member of the CPF with regard to the following
aspects:
1)
The nature and role of police agencies
2)
The nature and role of business communities
3)
The nature and role of voluntarism
4)
The nature and role of crime in the community
5)
Complete the attached interview sheet Annexure C.
6)
Submit the analysis report on the CPF interview as Task 3.
7)
The analysis report of the interview should be assessed against Annexure D.
TASK 4: FINDINGS REPORT AND PRESENTATION (50 marks)
After attending the meeting and interviewing the relevant people and making findings, prepare
a presentation to present at the CPF (simulated structured) meeting. The findings report and
presentation must be submitted as Task 4 and should include the following:
