INTRODUCTION The partners’ open days have become a yearly activity of the Joint Action Development Forum of Gisagara District, after the unanimous approval of all partners from 2011. Four partners’ open days have been realized up-to-date. The first was realized on 12-13 0ctober 2011, the second was held for 3 days from 10-12 December 2012, the third on 27-29 August 2013 and the fourth on 02-04 September 2014. All these open days were attended at an average of 96% by International and Local NGOs, Private and public institutions, Cooperatives and interested individuals. High authorities from the central and local governments have appreciated the open day, as it is the best way of being responsive accountable to and the beneficiaries and learning from each other among all 2014-2015 The Deputy CEO of RGB in charge of Research, the ES of the district partners Southern Province, the District Executive Committee, Army and beneficiaries. and Police have visited all stands during 2014-2015 open day 2013-2014 -1- Different leaders from Rwanda Governance Board, Southern Province, District, Army and Police visiting different stands during the 3rd Open day in the fiscal year 2013-2014. GISAGARA DISTRICT Joint Action Development Forum (JADF) 2. CONTEXT AND JUSTIFICATION The Joint Action Development Forum (JADF) is a consultative platform of multi stakeholders established for information and experience sharing, promotion of cooperation and partnership among various people or actors involved in the socio-economic development at District and Sector level. The vision of the forum is set as "Active Rwandan Communities Participating in Sustainable and Inclusive Local Development, Driven by Mutual Accountability“, and The mission of the forum is to “ensure sustainable socio-economic development and improved service delivery through the dialogue, active participation, accountability, information sharing and coordination of stakeholders’ interventions in decentralized entities”. It is this mission that impelled the district authorities and its development partners to prepare the open days, in order improve the accountability among service providers and beneficiaries, promoting the culture of learning from each other, knowing each other, and consequently avoiding duplication of interventions. The term of the open day for the fiscal year 2014-2015 was “UBUFATANYE BUNOZE, ISOKO Y’ITERAMBERE NYARYO” meaning that the ‘strong partnership is the source of sustainable development”, and has brought a clear idea of what is being done by development partners of Gisagara District. It has revealed that District Partners, i.e. Non-Governmental Organizations (International and Local), Private Institutions (Private Banks, co-operatives), Public Institutions (Hospitals, Social Security board), other CSOs (Churches and other Faith based organization) etc., are only effective if they know each other, know what is differently being done where and by who, pulling them together, in order to build a true partnership based on confidence, complementarities and mutual respect and consequently, work for a sustainable development. Indeed, it has been also the occasion for the population to appreciate the various activities which are being done in their favor. -2- GISAGARA DISTRICT Joint Action Development Forum (JADF) 3. OBJECTIVES The overall objective of this open day was to establish ways of enhancing accountability and responsiveness spirit, and promoting a culture of the good service delivery among service providers and beneficiaries. A set of Specific objectives were also developed as follow: – To engage district partners in the sustainable socio-economic development of Gisagara’s community; – To explain to the population the contribution of the partners in the development of the District and respectively their role in building sustainability; – To reinforce the sharing and exchanges of best practices between partners; – To reinforce the connection/link between the population and the development partners working in Gisagara District; – To receive recommendations from beneficiaries and improve practices accordingly. 4. THE OPEN DAY ACTIVITIES This open day has last for 3 days, and was characterized by different key activities: the exhibitions, the opening ceremonies with key messages from partners and authorities, the event of signing the performance contracts between the Mayor and different partners, the closing ceremony with awarding and conclusion and recommendations. An important number of 63 Partners of different categories has actively participated in this 4th open day. The Exhibition The exhibition has been characterized by the demonstration or presentation of different intervention activities of the partners. The opening ceremony The opening ceremony has been attended by different leaders from Central and Local government. Authorities in this event were the Mrs. Jeanne IZABIRIZA the Executive Secretary of the Southern Province, Dr. Felicien USENGUMUKIZA the Deputy CEO of Rwanda Governance Board, Mr Leandre KAREKEZI the Mayor of Gisagara District and all other members of the District Executive Committee, representatives of Army and Police, country Directors, directors and coordinators of different International and local organizations and public and private institutions, as well as the JADF committee members. Leaders during the opening ceremony. -5- GISAGARA DISTRICT Joint Action Development Forum (JADF) In his speech during the opening ceremony, Mr. Leandre KAREKEZI the Mayor of the District highlighted that the partnership between the partners and Gisagara district is helping to build a concrete foundation which is the basis of sustainable development of the District. He added that “that is why we take The Mayor of the District talking to the participants this time to meet here for the exhibition of our innovative achievements, our interventions for showing how we are helping our community to develop and share our best practices for the better improvement”. In past days, none knew that we can produce a banana of more than 100kg; however we have them! Most of people thought that such bananas are from Eastern region which is not true. He acknowledged the partnership between the District and its partners. “We had the time to visit, monitor and evaluate together these activities on field before undertaking this open day, and we all recognized efforts made for the improvement in the implementation of activities. He saluted the way of partnering in planning of activities, especially the culture of “signing performance contract”, as this helps to work towards a number of set targets to achieve a certain goal. Talking to “Imihigo” of partners, he underlined that “Umuhigo from any partner is a set of key actions from his routine activities to be emphasized on and to be performed within a year that respond to the needs of community or aligned with the District or national priorities, rather than being a forced or an obligation from the District” said the Mayor. He then recognized the JADF Model Village, a village where district partners have decided to develop with all components of IDP Model village. He concluded by promising good collaboration between the District and all partners. -6- GISAGARA DISTRICT Joint Action Development Forum (JADF) Speaking on behalf of partners, Mr. Augustin GAHAMANYI (AEE Coordinator) has emphasized on the role of JADF in Gisagara. He stressed that “we were miss-organized, each of us was doing what he wanted to do and where he wanted to do it, we were duplicating our interventions in same areas to the same beneficiaries, because nobody knew there is another partner in that area, and as an end result, no impact to the beneficiaries and to the entire community as well”. Mr. GAHAMANYI said that “Today partners are fruitful because they are organized, district authorities orient them where there is a need, we know each other because we take the time in our meetings, to explain to others what we are doing, the beneficiaries, approaches and the roles to beneficiaries, etc… we share our experiences and this help us to learn from others’ best practices. …. JADF helps to join efforts like the theme of this year highlights “UBUFATANYE BUNOZE, ISOKO Y’ITERAMBERE NYARYO” and this open day looks like a tangible example as we have shared the cost. He highlighted that a clear collaboration has been a source of commitments to sign the performance contracts, and emphasized that signing those performance contracts has become a culture for them, and their performance contracts have a strong link with the government policies, national programs and strategies like EDPRS and district priorities. He has requested all partners who have not yet built this culture in their organizations to do so, and invited them to come and develop together the JADF Model Village as this can shape their image of what they are doing in the District, instead of climbing foothills searching where their activities are. -7- GISAGARA DISTRICT Joint Action Development Forum (JADF) Speaking in the name of RGB, DCEO in charge of research Dr. Felicien USENGUMUKIZA applauded has Gisagara District for not missing any year in doing the Partners’ open day. “This is an extra event we don’t have to take it for granted, Gisagara Community should be enjoying it, and it shows the level of Good governance of Rwanda, and I congratulate again Gisagara District for holding first place in Good Governance in southern Province as that has been proven by different researches” said the DCEO. Talking to the act of signing the Performance Contract, Dr. Felicien has appreciated such commitments of district Leaders and its partners, as it is also the standing of our top leadership. He noted that “that is why foreigners are always requesting themselves why Rwanda is developing at faster and rapid pace; they don’t understand the Rwandan secret. We all know, we are a small country, without natural resources, that passed through tragedy history of genocide, but when they look how it is developing faster, the way it is well governed, it is surprising not possible form them to be where we are within only twenty years”. He highlighted that during the meeting of African Presidents with US President Obama in America; JADF has been discussed on, and was seen as an innovation from Rwanda that helped to develop the country and those Presidents resolve to bring this forum in their respective countries. He concluded by said that “the district can’t achieve its goals, if they don’t work together with its partners. Strong partnership brings the great successes; even different researches have revealed that”. He also announced that as we are approaching the end of MDGs in 2015, UN has selected only Rwanda among all other African countries due its good governance development indicators , to be a referential baseline to set the new millennium targets for the other 15 years, those will be called “Sustainable Development Goals”. He ended by promising the good collaboration from the Rwanda Governance Board. -8- GISAGARA DISTRICT Joint Action Development Forum (JADF) The Executive Secretary of Southern Province Mrs. IZABILIZA Jeanne, who was re guest of honor of the event, has congratulated the District for linking the two important and interdependent activities respectively OPEN DAY PERFORMANCE and SIGNING CONTRACTS between the district and its partners. She acknowledged the improvement in the preparation of Partners’ open days year by year, and the perfection in exhibiting partners’ activities. She also commended the action of signing performance contracts between the leaders of different organizations and the Mayor of the District. He argued that “this shows how much you are committed to support the district to develop its population, it show the ties between your organizations and the district in achieving its goals. At the beginning, some partners were frightened by the performance contracts; however, this is not the way of imposing you, nonetheless an obligation of copying the government actions, BUT: the way of improving, cooperation, and learning how to work together as all those increase the intimacy collaboration between the partners and the district”. She thanked how partners have exhibited their interventions and their clear interactions and explanations, and the way Gisagara partners’ open day is inclusive, due to the fact that even weak cooperatives and individuals have been supported to participate in the open day. She concluded by reminding that, even though they have signed the performance contract at the end of the first quarter, those who signed have to harry up in the implementation to meet the target within the timeframe. -9- GISAGARA DISTRICT Joint Action Development Forum (JADF) 4.3. Signing the performance contracts Leaders of different organizations have attended and signed the performance contracts with the Mayor of the District as their commitments to perform selected key activities with clear target indicators among other activities. They select themselves those activities, after consultation of different documents and key persons leading those program, strategies and priorities. In the closing ceremonies, 3 partners have been awarded of acknowledgement certificates, as representing others due to their tremendous efforts made during the 3 days of open day. GVEP International Has brought new energy technologies compatible with rural areas, i.e. phone charging services by supporting solar phone charging enterprises in off-grid areas 3. CONCLUSION AND RECOMMENDATIONS During the 3 days of the 4th partners’ open day from 02 to 04 September 2014, it has been revealed that partners are playing an important role in the development of Gisagara community, as this was shown by the exhibitions of their interventions in the District. This open day has been an opportunity to know each other and to reinforce the intimacy between the partners’ organizations and the district leaders. The community today is aware of what is being done by district partners, and are so involved, therefore the sustainability is built. All partners were requested to adopt this culture of being accountable and responsible to the citizens through the open day and in their daily businesses as it is an important way to involve citizens and increase their participation in different actions; Partners also have been requested to increase their efforts in the development of JADF Model Village. - 12 - GISAGARA DISTRICT Joint Action Development Forum (JADF) 6.
