The carnival will be conducted in accordance with the 32nd Edition of the Surf Sports Manual including amendments. 2. Officials – All Clubs must provide officials at the required ratio of 1 accredited official per 10 competitors. 3. Water Safety – All Clubs must provide Water Safety Officers at the required ratio of 1 Water Safety Officer per 10 competitors. Water Safety Officers must hold an SRC or Bronze Medallion. Each person must provide a board and/or tube which must be marked with their name and/or Club name and wear the orange lycra water safety shirts and caps. 4. As per the SLSQ Policy please be reminded that all volunteers and paid employees over the age of 18 who work with children or young people must apply for a “Blue Card”. All volunteers must hold a “Blue Card” before they start volunteering in any area of regulated employment, regardless of how often they come into contact with children and young people. Therefore, Officials, Team Managers & Water Safety Personnel must have received their positive notice card and must be able to present this on the day of the carnival (not simply have “lodged” their application). 5. Uniforms - Clubs are reminded that registered Club caps must be worn. 6. Substitutions - A competitor substituting for another member in team events must have previously been entered into the carnival for another event. Team changes must be done with the Marshall on the beach relevant to each section. 7. Protests Only Team Managers are permitted to discuss protests with the Sectional Referees. Protests must be submitted on the authorised form. Clubs are to provide their protest forms for completion in accordance with the 32nd edition of the Surf Sports Manual. 8. Appeals Clubs may appeal dismissed protests to the Appeals Committee and lodge a fee of $110.00 per appeal. If the appeal is upheld the fee is returned – if the appeal is dismissed the fee is retained by Branch. 8. Warm up areas - board to the North of competition area and swim to the South. 9. Shade Tents - All Clubs are required to supply one shade tent. These are to be taken to the administration van no later than 6.30am on carnival day. 10. The Australian Council has resolved that each Team Manager be notified by special notice of his obligations and responsibilities to his Club, and to Surf Life Saving Australia. It is an express condition of acceptance of Club entries for the U11 - U14 North Burleigh Carnival that the Club's Team Manager signs this certificate, verifying that he has read and will do everything in his power to comply with this notice. Each Club is now requested to ensure the following items and conditions are implemented:1. Each Club travelling to the U11 - U14 North Burleigh Carnival shall have a Team Manager duly appointed by the Club in resolution or action. 2. The Team Manager shall be held responsible to the Club and to the SLSA for the conduct of all his team members in travelling to, during, and returning home from the U11 - U14 North Burleigh Carnival 3. Any group of two of more members who depart the main body of the team (for purposes of travel or any other reason), shall have a Sub-Manager appointed by the Team Manager for the duration of their departure. 4. Team Managers shall, at all times, exercise control over their teams and ensure member's conduct and appearance does not have an adverse bearing upon the good name of his Club nor the Association. 5. Special care is to be exercised at high density congregation points, especially air or bus terminals and during the trip. Air Navigation orders lay down procedures as regards intoxication, interference to air crews, disorderly or offensive behaviour, and any act that threatens the safety of the aircraft. Any person contravening this order is guilty of an offence. 6. Before departing your accommodation point - the Team Manager shall conduct an inspection of the rooms accompanied by the Manager, and preferably a senior member of the team. It shall be confirmed that no complaints are being made, nor will be made re the team's conduct or conditions of accommodation fixtures. 7. A report shall be furnished to the Club by the Team Manager immediately following the completion of the Championships (within 14 days) and report any misconduct or complaint. 8. Team Managers should be cautious of the exchange of team uniforms during or at the Carnival, as misreporting of incidents may occur. 9. Remember that the venue of the U11 - U14 North Burleigh Carnival is the traditional support base for local Clubs and any misconduct will certainly be noticed and jeopardise future activities of those Clubs. You can readily imagine the situation applied in reverse. 10. The Host Branch has been instructed to form a Judiciary Committee which will hold itself ready for a meeting in the event of any complaint. Such Committee shall have the power to also act at the time and shall have jurisdiction over any Lifesaver attending the State Titles or associated Carnivals held at that time. 11. Club Photographers will be guided by Officials as to where they can and can not stand within the competition. Club Photographers are to ensure they do not in any way interfere with competition. The Club Photographer must be the person who’s name appears on the accreditation. Passes are not interchangeable between Club members. Club Photographers are asked to carry other ID on them in event that an Official needs to check the pass. Any discrepancies will be reported to senior Officials and may result in the Club’s Photographers pass/es being revoked for the rest of the season. Members of the public are permitted to take photos from the grandstands and other publicly accessible areas. Spectators who become concerned about the behaviours of photographers in publicly accessible areas are asked to contact Sectional or Carnival Referees. Use of Images All Clubs and Club Photographers are reminded of SLSQ trademark licensing of Surf Life Saving imagery. Any photographs taken of competitors during or in connection with any Queensland Surf sports event may only be used for Club activities. Photographs taken may only used for Club promotions and use including websites, reports and publications – no on-selling of images is permitted. 9/9
