The Government of Sierra Leone is addressing teenage pregnancy through the development of appropriate
policies and strengthening coordination among ministries and development partners. The National
Strategy for the Reduction of Teenage Pregnancy was developed as policy guidance to the reduction of
teenage pregnancy in Sierra Leone. The strategy is implemented under the leadership of His Excellency the
President and operationalized through existing inter-ministerial structures. The ministries that are part of
this strategy include the Ministry of Finance and Economic Development, Ministry of Health and Sanitation;
Ministry of Social Welfare, Gender and Children’s Affairs; Ministry of Education, Science and Technology;
Ministry of Youth Affairs and the Ministry of Local Government and Rural Development. Key players to the
strategy include UNICEF, UNFPA, UNAIDS, UN-Women, UNDP and other local and international
development partners.
The strategy expected outcome is to reduce Teenage Pregnancy in Sierra Leone through integrated and
coordinated interventions of all partners (Government, UN agencies, NGOs, Civil Society and Youth
Organizations). The strategy intends to have reduced teenage fertility rate from 122/1000 1to 110/1000
and the number of girls who had a birth before 19 to be reduced from 34%2 to 30% by 2015.
Main tasks for the M&E Officer
Oversee the monitoring and evaluation function of the National Strategy for the Reduction of Teenage
Pregnancy
Monitoring and Evaluation:
 Manage the implementation of the Monitoring and Evaluation Plan with the 5 key ministries, the
UN and other implementing partners
 Coordinate data collection activities for the Secretariat as outlined in the M&E Plan
 Working with existing key ministries Monitoring and Evaluation Plans and Management Information
Systems to strengthen the information management capacity for existing structures such as Health
Information Management Systems (HIMS) Develop a robust Management Information System that
complements the existing management information structures
 Ensure up to date information on the developed mapping system for partners implementing the

Work closely with the 5 key ministries, the UN and implementing partners in the collection of all
necessary data to produce the bi-annual report and Multi-sectoral Technical Committee (MTC)
briefings.
Contribute to the production of the bi-annual and annual reports, Multisectoral Coordinating
Committee (MCC) and Multisectoral Technical Coordinating Committee (MTC) briefings. Collaborate
with the Directors of Planning and Information from the key ministries; inter agency M&E focal
persons in commissioning data quality assessments and implementing data quality improvement
plans.
Commission the strategy annual review and end of strategy evaluation. This includes liaising with
the METWG and partners in the development of the ToRs; taking leadership in oversight and quality
assurance for the annual review and end of strategy evaluation implementation.
Strengthen and Mentor the capacities of M&E focal persons from the Key ministries and
counterparts
Collaborate with partners in commissioning of teenage pregnancy related research studies to
strengthen evidence based programming and accountability for results in the reduction of teenage
pregnancy
Serve as a key contact person for the Monitoring and Evaluation Technical Working Group for
NSRTP partners.
Qualifications required of the Successful Candidate
 Post graduate qualification social sciences and related fields.
 Relevant work experience in program development and implementation including monitoring and
evaluation
 Eight (8) years plus of relevant work experience in a developing country work experience or field
work experience.
 Analytical and conceptual ability; ability to generate and interpret qualitative and quantitative data.
 A good mastery of written English is essential and familiarity with working with government
ministries, national NGOs, the civil society and international organizations would be an advantage.
 Proven experience in program management and leading M&E functions in a consortium
