It was supposed to be a three year pilot. However in April a proposal was put to the RFU Community Game Board, which was duly accepted. The proposal is “That those CBs who wished to adopt the new rules for Under 7, Under 8 and Under 9 could do so in September 2012, and that these rules would be mandatory from September 2013. In addition to this, CBs could also adopt the new Under 10 rules from September 2013 if they wished and these rules would be mandatory from September 2014.” The Leicestershire Position There are really only two options with the rules becoming mandatory in 2013 and 2014. (1) Adopt Under 7, Under 8 and Under 9 Shaping the Game rules in September 2012 Or (2) Adopt Under 7 and Under 8 in September 2012, and then Under 9 in September 2013. At the recent Management Meeting a discussion and vote took place following a proposal from the CBRDP and it was agreed that option (1) was the best and most suited to Leicestershire, and therefore will be the one we adopt. If we did not do likewise it would be very difficult for clubs to attract cross border fixtures, (2) we do not want Leicestershire Clubs playing “catch up”, (3) as we have said before “Shaping the Game” becomes mandatory from 2013 onwards, and we feel that by introducing it at the three age groups in 2012 this will smooth the way forward and help with the implementation and understanding of the new rules and regulations. Please note that as we have agreed to adopt the new rules and regulations, it is important for all Leicestershire Clubs to play to the new rules and regulations from September 2012 onwards. Please consider that playing outside of the “Shaping the Game” rules, could have an effect on your club playing insurance cover. Details of the new rules for these Age Grades can be found on the RFU Website using the search facility and typing in “Shaping the Game – New Rules”. There will be opportunities for coaches to be trained on the new rules in the next few weeks if they have not already received training.
