OVERALL OBJECTIVES
Act as Local Authority Designated Lead Officer for Child Protection in
Children's Services or schools and the wider learning environment;
To promote compliance with the Cwm Taf Safeguarding Children Board (CT
SCB) Child Protection Procedures;
To contribute within Children’s Services and/or Education Services to multiagency work to best safeguard children and promote their welfare;
To ensure Children’s Services and/or Schools plus Education Services Child
Protection Procedures and local policies and procedures are kept under
regular review, and amended when appropriate;

To ensure an appropriate child protection training programme is developed
and implemented for Children’s Services and/or schools and the wider
learning environment;
To ensure a monitoring system is in place in respect of the child protection
system;
To assist in the development of the referral, assessment ,planning and review
processes;
To take personal responsibility for keeping up to date with legislation,
research findings and practice knowledge;
To provide a service which is anti-discriminatory on grounds of race, sex, age,
marital status, sexual orientation, disability, religion or nationality.
CORE RESPONSIBILITIES
To attend and play an active part as a representative of Children’s Services in the
Cwm Taf Safeguarding Children Board and its Sub-committees as appropriate;
To identify significant issues arising from the handling of individual children’s cases
and inform the Service Director of Children’s Services/Head of Schools and line
manager as appropriate;
To identify significant issues arising from research, reports from inquiries, WG
guidance etc relevant to Children’s Services, Education Services and Cwm Taf SCB;
To co-ordinate the response in respect of child protection allegations against
professionals and volunteers, including convening and chairing strategy meetings;
To chair other meetings within the child protection system as deemed appropriate;
To be available for consultation and provide professional advice in relation to child
protection matters;
To provide a regular quality assurance report for managers in respect of the child
protection system, including the key responsibilities related to this post regarding
allegations against professionals, carers and volunteers;
To ensure that lessons learnt from Child Practice Reviews, any recommendations
made and resulting actions are shared with managers and staff and participate as
appropriate in implementation of such actions and training;
To advise and respond to multi agency concerns in respect of child protection
referrals, in consultation with appropriate managers and school representatives;

To attend relevant Child Protection Forums as a representative of Education and /or
Children’s Services;
To participate in and provide regular supervision and appraisal in accordance with
departmental guidelines;
To develop effective multi agency working relationships and contribute to the work
of: strategic statutory partnerships
 plus non LEA educational establishments and organisation including the
independent sector, Further Education and Careers Wales;
To assist in establishing safe and positive environments for practice and learning by
contributing to policy development and implementation for example safe recruitment,
whistle blowing, curriculum advice, record keeping;
To participate in and provide training;
To maintain a pool of-:
 independent trainers capable of delivering appropriate safeguarding and child
protection training to schools; or
 relief independent child protection conference chairs
To carry out health and safety responsibilities in accordance with the Division’s
Health & Safety Responsibilities document;
To undertake such other duties and responsibilities commensurate with the grade,
as may be reasonably required by the Service Director, or as a mutually agreed
development opportunity.
SPECIFIC RESPONSIBILITIES (within Children’s Services)
To manage the Independent Reviewing Officers (Child Protection);
To be custodian of the child protections register; ensuring the register is effectively
and efficiently maintained;
To attend the All Wales Child Protection Procedures Review group as a
representative of the CTSCB and Children’s Services;
To represent Children’s

To co-ordinate the delivery of the Education Safeguarding and Child Protection
Training Strategy; thus ensuring child protection, safeguarding and promoting the
welfare of children is embedded in the LEA/ schools/governors training programmes;
To maintain a database of training provided to schools and staff within the wider
learning environment;
To take responsibility for managing the work of the assistant responsible for
organising training events and collating data;
To make arrangements for supporting and monitoring: the arrangements for designated child protection teachers and governors;
 school compliance with “Safeguarding Children in Education”, including child
protection policy and procedure;
To contribute to the arrangements for representation of schools and Education at
the Domestic Abuse Multi Agency Risk Assessment Conference processes;

Protecting Children and Vulnerable Adults is a core responsibility of all staff.
