• Due to the nature of transient workforce, recruiters & their
clients can be targeted by the exploiters to facilitate their
activities
• We need to be more vigilant at spotting signs of exploitation

worldwide - £32 billion
• Thousands of people in UK are affected – increased 67% 2010-12
• Due to the nature of transient 7 migrant workforce, recruiters &
their clients can be targeted by the exploiters to facilitate their
activities
• We need to be more vigilant at spotting signs of human trafficking
& exploitation

Human trafficking:
“the movement or recruitment of persons by deception or force for
exploitation”
Stronger Together – Third Party Exploitation
• What is it? Occurs when one person holds a position of power over
another and abuses that position for personal gain. Often well
hidden with victims reluctant or too frightened to come forward
• Largely workers are introduced to agencies and employers without
organisations knowing that workers are being controlled

Stronger Together – What to look out for
• Bank accounts – not in name of candidate (internal check)
• Temps acting on behalf of other temps with or without their
permission
• Temps or other third parties who introduce workers regularly.
Why? Where do they source them?
• Multiple temps living at individual addresses (internal check)
• Temps offering to help get workers for you / act as an interpreter /
help with paperwork for migrant workers
Stronger Together – What to look out for
• The same name appearing as Emergency Contact / main contact /
telephone number repeatedly being given (internal check)
• Temps / family members accepting work on behalf of others
• Temps regularly come in accompanied by others when looking for
work
Stronger Together – Prevention Process
• Do not register workers that you cannot communicate with and
would require an external interpreter
• Bank accounts should be in workers name – application form
change & letter (1 month amnesty)
• Emergency contact = NOK (change on form)
• Work history on reg form must be complete
• Book temps yourself – do not allow others to accept bookings on
behalf of your temp or casual arrangements with clients

• One indicator in isolation may mean nothing untoward
• When multiple indicators are found, more evidence points to
exploitation

• Multiple temps in individual addresses
• Multiple workers paid into same bank account
• Telephone numbers replicated in multiple records
• Contact names / emergency contact replicated in multiple records
• Temps paid into employees bank accounts
