Observations: The total quantity of codes assigned in 2015 was the highest over the past seven years. 85% of the codes assigned were for pool replenishment (consistent with 2014). 2015 returns were the lowest over past seven years. In 2015, 98% of all code assignment requests were in pooling areas. Central Office Code Reports NANPA makes available a number of central office code reports via its website (www.nanpa.com). These reports provide real-time as well as daily and monthly reports on central office code assignment activity. These reports can be found under Reports, Central Office Codes or “Fast Track” on the NANPA home page. Central Office Code Availability Report - Up-to-date list of all central office codes available for assignment by area code. Central Office Code Utilized Report - Up-to-date list of central office codes assigned or unavailable for assignment by NPA. Central Office Code Assignment Records - Listings of assigned, available and unavailable central office codes by NPA in a downloadable format (text and ExcelTM). These reports are updated each day. Central Office Code Assignment Activity Records - Central office code assignment activity for each area code on a monthly basis. The report provides the total number of central office codes assigned each month in each NPA as well as the quantity of codes returned that month and for the year. Part 3 Disconnect Report - Daily listing of central office codes with a pending disconnect date. Mandatory 10/1+10-digit dialing started January 30, 2016. The effective date for the new 380 NPA is February 27, 2016. (See PL-477). Alberta, Canada 403/587/780 – The 825 NPA will be added to this overlay complex effective April 9, 2016. (See PL-488). NC 336 NPA – On August 13, 2014, the North Carolina Utilities Commission approved an all-services overlay of the 336 NPA. The new 743 NPA will serve the same geographic area currently served by the existing 336 NPA. Permissive 10-digit dialing started October 24, 2015 with mandatory 10-digit dialing starting April 23, 2016. The effective date for the new 743 NPA is May 23, 2016. (See PL-475). Southwestern Ontario, Canada 226/519 – The 548 NPA will be added to this overlay complex effective June 4, 2016. (See PL-472). NY 631 NPA – On December 17, 2014 the New York State Public Service Commission approved an all-services overlay of the 631 NPA. The new 934 NPA will serve the same geographic area currently served by the existing 631 NPA. Permissive 10-digit dialing started July 18, 2015. Mandatory 10-digit dialing will begin June 18, 2016. The effective date for the new 934 NPA is July 16, 2016. (See PL-476R1). IN 317 NPA – On April 8, 2015, the Indiana Utility Regulatory Commission approved an allservices overlay of the 317 NPA. The new 463 NPA will serve the same geographic area currently served by the existing 317 NPA. Permissive 10-digit dialing started March 19, 2016 with mandatory 10-digit dialing starting September 17, 2016. The effective date for the new 463 NPA is October 17, 2016. (See PL-482). NY 315 NPA – On July 16, 2015, the New York State Public Service Commission approved an all-services overlay of the 315 NPA. The new 680 NPA will serve the same geographic area currently served by the existing 315 NPA. Permissive 10-digit dialing started March 12, 2016, with mandatory 10-digit dialing starting February 11, 2017. The effective date for the new 680 NPA is March 11, 2017. (See PL-485). 4 NY 212/646/917 – On November 19, 2015, the New York State Public Service Commission approved the addition of a new area code to the 212/646/917 overlay complex. The 332 NPA will be added to the overlay complex effective June 10, 2017. (See PL-489) CA 323 NPA – On April 22, 2015, NANPA conducted a relief planning meeting for the 323 NPA and consensus was reached to recommend an NPA boundary elimination overlay between 213 and 323 NPAs. The recommendation proposed the 213 and 323 area codes collectively serve the same geographic area currently served separately by the two NPAs. Public meetings were conducted in September (two local jurisdiction and four public meetings). An application for relief was filed with the California Public Utilities Commission on November 24, 2015. TX 210 NPA – On October 6, 2015, NANPA filed a petition on behalf of the industry with the Public Utility Commission of Texas recommending an all-services overlay of the 210 area code. CA 805 NPA – On October 21, 2015, NANPA conducted a relief planning meeting for the 805 NPA. The industry reached consensus to recommend an all-services overlay. Public and local jurisdiction meetings are planned for August 2016. CA 916 NPA – On October 22, 2015, NANPA conducted a relief planning meeting for the 916 NPA. The industry reached consensus to recommend an all-services overlay. Public and local jurisdiction meetings are planned for August 2016. PA 717 NPA – On October 23, 2015, NANPA filed a petition on behalf of the industry with the Pennsylvania Public Utility Commission recommending an all-services overlay of the 717 NPA. ID 208 NPA – On November 2, 2015, the Idaho Public Utilities Commission approved an allservices overlay of the 208 NPA. The new 986 NPA will serve the same geographic area currently served by the existing 208 NPA. Permissive 10-digit dialing is scheduled to begin November 5, 2016 with mandatory 10-digit dialing starting August 5, 2017. The effective date for the new 986 NPA is September 5, 2017. (See PL-490). CA 619 NPA – On January 20, 2016, NANPA conducted a relief planning meeting for the 619 NPA. Industry consensus was reached to recommend an NPA boundary elimination overlay between 619 and 858 NPAs. The recommendation proposes the 619 and 858 area codes collectively serve the same geographic area currently served separately by the two NPAs. Public and local jurisdiction meetings are planned for October 2016. 5 2015 Year-End Resource Update Feature Group (FG) B Carrier Identification Codes (CICs) During 2015, no FG B CICs were assigned and three FG B CIC was returned/ reclaimed. At the end of 2015, 260 FG B CICs were assigned in total. The potential exhaust of the FG B CIC resource is not a concern based on the current rate of assignment. US/Canadian switchless resellers received two of these assignments. A total of 42 FG D CICs were returned or reclaimed in 2015. At the end of 2015, 1,973 FG D CICs were assigned in total, leaving 7,804 FG D CICs available for assignment. The potential exhaust of the FG D CIC resource is not a concern based on the current rate of assignment. In 2015, no new 555 line numbers were assigned. 7 Starting June 19, 2015, a moratorium on the assignment of 555 line numbers (see PL-483) was instituted. During the year, NANPA attempted to reach the assignees of over 5,600 assignments. As a result, nearly 5,000 555 line numbers were returned or reclaimed. At the end of 2015, a total of 2,667 national assignments and 230 non-national line number assignments (196 actual line numbers, assigned to one or more assignees in one or more NPAs) were in effect. In addition, 116 line numbers remained in “dispute” status and 100 line numbers were reserved for the entertainment/advertising industries. At year end, 6,921 555 line numbers were unassigned. No 800-855 number assignments were made in 2015. One number was returned. There were a total of 93 800-855 line numbers assigned at the end of 2015. NPA 456-NXX codes The purpose of NPA 456 and its associated NXXs is to enable the routing of inbound international calls for carrier-specific services, particular to that service provider’s network, to and between countries served by the NANP. No new 456-NXX assignments were requested during 2015. A total of three 456-NXXs assigned at the end of 2015. Vertical Service Codes Vertical Service Codes (VSCs) are customer-dialed codes in the *XX or *2XX dialing format for touch-tone and the 11XX or 112XX dialing format for rotary phones. They are used to provide customer access to features and services (e.g., call forwarding, automatic callback, etc.) provided by network service providers such as local exchange carriers, interexchange carriers or commercial mobile radio service (CMRS) providers. NANPA made no VSC assignments in 2015. 8 Automatic Number Identification “II” digits Automatic Number Identification (ANI) Information Integers (“II”) digits are digit pairs sent with the originating telephone number. The digit pair identifies the type of originating station; e.g., plain old telephone service (POTS) or hotel/motel. No ANI II digit assignments were made in 2015. NANPA Change Orders NANPA Change Order 2 - Moratorium on 555 Line Number Assignments - Upon completion of NANPA’s outreach efforts to 555 line number assignees, NANPA intends to submit a proposal to INC concerning the future of the 555 line number resource. NANPA Change Order 3 - NAS NRUF Updates - This change order proposed modifications to the NRUF reporting process in order to account for the FCC’s Report and Order concerning Direct Access to Numbers by Interconnected Voice over Internet Protocol (VoIP) providers. Also included were other general updates to the NRUF reporting forms (e.g., inclusion of “Interconnected VoIP” as a service type on the NRUF Form 502 for both geographic and nongeographic resources for all submission methods, elimination of NAS NRUF reports in .xls format and implementation of the ExcelTM Form 502 in an .xlsm format). Since the 502 Form is scheduled for renewal in June 2016, it is expected this change order will be approved as part of the renewal process. NANPA Change Order - 4 - INC Issue 497: Identify Changes to INC Guidelines Based on NANC’s Report and Recommendation, VoIP Service Providers’ Access Requirements for NANP Resource Assignments (July 19, 2005), and FCC Order 15-70 (June 22, 2015) and INC Issue 797: Updates to the INC Guidelines Forms - This change order proposed modifications to the resource application forms found in the NANP Administration System (NAS) for Central Office Codes, Carrier Identification Codes (CICs), the 5XX NPA and the 9YY NPA. These changes include the following: Updating references to the Code of Federal Regulations (CFR) that appear on the various number resource forms. Modifications to the iconectiv trademark for ‘CLLI’ found on various resource forms. Removal of unnecessary CIC and ACNA fields on the CIC Part A, B, and C forms. Addition of new instructions for interconnected VoIP service providers on the CIC Part A application form. Various changes to the 9YY application forms, including: o Deletion of the option to provide certification on the Part A assignment form; o Addition of the Months-To-Exhaust on the Part A assignment form; and o Addition of code information confirmation to the Part B disposition form. Reference to January 4, 2016 as the correct version date for the above resource forms. Work is currently underway to include the above modifications on all appropriate resource forms in NAS. 9 Other NANP and NANPA News To assist in gathering input from states and service providers, a link to the 2015 NANPA Performance Survey, along with the associated cover letter, was posted to the NANPA website on December 31, 2015. Notices concerning the survey were distributed via NAS NANP Notification System (NNS) reminding recipients to complete and submit the survey. The 2015 NANPA Annual Report will be available on the NANPA website (under Publications, NANPA Annual Report) at the end of March. The 4Q15 NANPA Newsletter was published the first week of January 2016 and is available on the NANPA website (www.nanpa.com). The 1Q16 NANPA Newsletter will be published the first week of April. The 2015 NANPA Annual Operations Review took place on March 8-9, 2016. NANPA provided a review of 2015, to include a summary of activities and events as well as NANPA’s performance measurements. A copy of NANPA’s 2015 Highlights is attached to this report. In addition, worked with the 26 other states on 164 central office codes (compared to 184 in 2014) appearing on state delinquent lists in 2015. One code was reclaimed. Identified 386 codes (compared to 500 in 2014) to be treated as abandoned. Coordinated the recovery or transfer of 228 codes with the FCC as well as regulators in 11 states. As of 12/31/15 – Two NPAs in jeopardy: 217 (Illinois) and 618 (Illinois). Jeopardy rescinded for Florida NPA 305 (Keys Rate Center). Ongoing education/enhancements Worked with 15-20 new entrant service providers to ensure they understood requirements for requesting numbering resources, the timelines involved, the databases to update and the general processes contained in industry guidelines. Provided reminders (260 new codes, 212 transfers, 43 disconnects) of the requirement to build new codes in industry databases, perform work necessary to transfer codes and return codes not in use. Resulted in resolving discrepancies on over 500 codes (compared to 80 in 2014). 1 Code exchanges initiated by the service provider are not included in this count. 11 Coordinated with regulators, PA and service providers in an attempt to transfer 20 codes in five states, where possible, to avoid opening new codes for LRN purposes. Code Assignment Practices Kept the industry apprised on matters pertaining to CO code administration: o Alabama rate center consolidation of the BON SECOUR, ELBERTA, FORTMORGAN, GULFSHORES, LILLIAN, LOXLEY, MAGNOLISPG, ORANGE BCH, ROBERTSDL, SEMINOLE and SUMMERDALE rate centers under the FOLEY (251) rate center, effective 4/20/15. o Informing NAS users that their NAS login must match their PAS login as well as be active or CO code applications will be denied. Notice included a date (3/16/15) when denials would be issued. o Rescinding jeopardy for the FL 305 Keys rate center. o INC changes to the COCAG and TBPAG requiring certification of assigned numbers in a code when requesting a non-merger/acquisition type of intra-company OCN change; changes to the COCAG to allow exception to code transfer rules to prevent opening a code for LRN purposes o Colorado rate center consolidation of the AURORA and DENVERSLVN rate centers under the DENVER rate center, effective 11/12/2015. Conducted code administration training concerning the following issues: o Reviewed and updated internal NANPA Help Desk methods and procedures. o Reviewed new procedures for verifying intra-company OCN changes per Issue 781: Criteria Added for Approval of Intra-Company OCN. o Revised M&Ps for requests submitted directly into NAS for excluded rate centers as well as the exception allowed on a relinquishment letter per updates to Section 7.2 of the COCAG (Issue 796). o Revised M&Ps to edit standard Part 3 responses and solutions to “FIXIT” work items. o Reviewed how to handle the disposition of multiple code requests in the same rate center. o Examined new CO Code Guideline sections that will be relevant to interconnected VoIP service provider applications. o Reviewed further switch/POI validations to be performed by NANPA Code Administration per INC issue 802. For the NANPA AOCN enterprise service, 19,400 Part 2 submissions were processed in 2015. 99.87% of all records were input or changed within AOCN time frame. 2015 NPA Relief Planning Highlights NPA relief planning activities Seven new relief planning projects started: NY 212/646/917, CA 323, ID 208, TX 210, PA 717, CA 805 and CA 916. o Five relief petitions filed (NY 212/646/917, ID 208, TX 210, PA 717 and CA 323). o Conducted Pre-IPD meetings for CA 323, ID 208 and PA 717. o Conducted IPD meetings for CA 323, 805 and 916, ID 208, NY 212/646/917 and PA 717. Existing Relief planning project activities included: o Facilitated initial NPA implementation meeting for NY 631/934, IN 317/463, NY 315/680, NY 212/646/332 and ID 208/986. 12 o Facilitated industry meeting concerning the dialing plan for NY 631/934 and OH 614/380. o Submitted to the NY PSC an updated NPA exhaust projection for the 315 NPA. o On behalf of the telecommunications industry, filed with the New York PSC a revised draft planning letter (PL-476R1) containing the industry dialing plan proposal for 631/934. o On behalf of the telecommunications industry, filed a copy of the Planning Letter and Implementation Meeting Minutes for the OH 614 NPA. o On behalf of the telecommunications industry, filed with the New York PSC the planning letter (PL-489) containing the implementation for the 212/646/332 overlay. o Shadowed 60 industry subcommittee meetings concerning the IN 812, TN 615, CA 415, OH 740, FL 305, NC 336, SC 843, OH 614, NY 631, NY 315 and IN 317. o Assisted CPUC staff in preparing for and participated in six 213/323 NPA local jurisdiction and public meetings. Provided script and poster-sized maps, secured meeting locations, prepared customer notice and developed the mailing list for the 213/323 local jurisdictions. Facilitated 22 industry meetings by conference call (e.g., NPA relief planning, draft petition review, NPA dialing plans and implementation). Published seven (7) Planning Letters (NC 336/743, NY 631/934, OH 614/380, IN 317/463, NY 315/680, NY 212/646/332 and ID 208/986 relief activities). Distributed 88 NNS notifications of NPA relief planning activities. Response to Regulatory Activities Updated projected lives of several overlay alternatives and conducted an industry meeting to review the possible relief alternatives for four western Washington NPAs. NPA relief planning met performance objectives on all 52 tracked events. Continued to provide a very high level of customer satisfaction in the conduct of industry meetings o NANPA surveyed five relief planning meetings (NY 202/646/917, CA 323, ID 208, TX 210 and PA 717) and received an average overall satisfaction score ranging from 4.70 to 5.00 out of a maximum of 5.00. o NANPA surveyed three conference calls (OH 614/380, ID 208/986 and IN 317/463 implementation meetings) and received an overall satisfaction score of 5.0 out of a maximum of 5.00. NANPA supported efforts to improve number optimization and provided excellent service to regulators and the industry. Completed NPA-specific industry requirements concerning future NANPA actions based on industry-established “triggers,” (e.g., conducting jeopardy review meetings when the PA’s inventory of codes equals or falls below the industry-defined amount). Maintained a daily report reflecting the status of active NPA relief projects. Met with the NY, CA and ID Commission staffs to review the status of NPA relief planning within their respective states and discuss number administration issues. Advised the state regulatory authorities on the status of specific NPAs within their state (CA 209, 323, 510, 559, 619, 707, 805, 909 and 916, CO 303, CT 860, FL 305, 321/407 and 850, ID 208, IL 217, 618 & 708, IN 317, NC 336, NE 308 & 402/531, NJ 609 & 856, NY 631, 315, OH 614 & 740, OK 405 & 580, PA 717, SC 843, TN 615, TX 210, & 214/469/972, WA 360 and WI 920). The projection also provided an exhaust forecast of all assigned and reserved 5XX NPAs. Published Planning Letter 479 in April which provided a status on the 5XX NPA resource and announced the 588 NPA as the next 5XX NPA. Published Planning Letter 487 announcing the exhaust of the 5XX NPA resource and the initiation of 5XX-NXX assignments from the 588 NPA. CIC Reporting Distributed NNS notices in June and December reminding CIC assignees, access providers and Billing & Collection agents to provide CIC access and usage information to NANPA. Per INC direction, NANPA now sends a reminder notice to the CIC assignee 5 months after the assignment date if no Part C has been submitted. Further, if an assignee fails to return a CIC Part C form within six months after the assignment date of the CIC, NANPA will send a delinquency notice. The decision whether to reclaim a code or grant an extension is made by the appropriate regulatory authority. 14 555 Line Numbers Submitted Change Order 2 in response to INC Issue 794 concerning a moratorium on the assignment of 555 line numbers. Change Order was approved 6/16/15. Moratorium went into effect on 6/17/15. Initiated communications plan with regard to the 555 resource with the publication of Planning Letter 483 on 6/19/15. Included the content of the PL in the 2Q15 NANPA newsletter. o In 2015, NANPA attempted to contact the assignees of nearly 5,700 555 line numbers. o 4,955 line numbers were voluntarily returned or reclaimed with appropriate regulatory approval (4,869 U.S./86 Canadian). o Assignees of 43 line numbers refused to return their assignments to NANPA even though the numbers had never been placed into service. o Since the publication of PL-483, no 555 line number assignee has informed NANPA that their 555 number is in service. Toll-Free NPAs Published Planning Letter 481 concerning the projected exhaust of the currently-assigned toll-free NPAs (next toll-free NPA is 833). In addition, these notices and subsequent notices included helpful reminders specific to each submission method (i.e., FTP, email, on-line) to avoid NRUF errors. Updated the Geographic and Non-Geographic Job Aid documents. o Answered 1,404 inquiries from service providers seeking assistance in completing their NRUF. Created several NRUF articles for NANPA’s newsletter, including checking the NRUF Utilization Missing Report, new NRUF capabilities in NAS, changing on-line NRUF OCNs and avoiding “reported multiple times” errors. Conducted NRUF refresher training on December 8, 10 and 14, 2015 with 75 individuals from 67 service providers participating. The training was conducted by webinar and audio bridge and featured discussions on a variety of topics applicable to reporting carriers including: o NRUF Filing Requirements & Methods of Submission o Preparing to File: A Checklist o Creating & Modifying an On-Line NRUF in NAS o Reports for Checking Submitted NRUFs o NRUF enhancements introduced into NAS during 2015 Submitted NANPA Change Order 3 (NAS NRUF Updates) to the FCC on 9/22/15. This Change Order proposed modifications to the NRUF reporting process in order to account for the FCC’s Report and Order concerning Direct Access to Numbers by Interconnected Voice over Internet Protocol (VoIP) providers as well as other general updates to the NRUF reporting forms. These proposed changes comprise the following: o Inclusion of “Interconnected VoIP” as a service type on the NRUF Form 502 for both geographic and non-geographic resources for all submission methods (i.e., FTP, ExcelTM spreadsheet and on-line) and associated modifications to NAS to accept and store this information. o Display the new service type on the appropriate geographic and non-geographic NRUF reports (i.e., OCN Report for Forecast and OCN Report for Utilization). o Modification of the FCC and state NRUF databases provided by NANPA to include the new service type. o Make available for download on the NANPA website the ExcelTM Form 502 in an .xlsm format. This format, along with the .xlsx format, is currently accepted by the system. Any other format (e.g., .xls) will be rejected. o Elimination of NAS NRUF reports in .xls format (will only be available in .xlsx format). NPA and NANP exhaust analysis provided in April and October 2015. Analysis conducted semi-annually per NANPA Requirements Document. Four NPAs were included in two delta NRUFs published in 2015: California NPAs 323 (twice), 619, 805 and 916 and Washington NPA 360. 16 Other 2015 Highlights NANPA introduced six new issues to INC:2 o Issue 788 – 555 Line Number Assignments and Reclamation o Issue 789 – Include Data Submission Methods and Other Updates to NRUF Guidelines o Issue 792 – CIC Assignment Guidelines and Reclamation o Issue 796 – Allow Code Transfer when there are No Assigned Numbers in order to Prevent Code Opening for LRN Purposes o Issue 802 – Edits to COCAG Sections 4.1, 5.2.1, 7.1, 7.2 and COCAG Appendix C Sections 4.7(d) and 5.6(e) regarding Valid Switching ID Information o Issue 803 – NANPA no longer send 5XX and 9YY contact information to the NGIIF Administrator NANPA submitted contributions to INC concerning the following topics:3 o Allowing a code not yet in service to be transferred to establish an LRN, rather than opening a code solely for LRN purposes. o Modifications to Section 4 and 6 of the CIC Assignment Guidelines. o Intra-company OCN changes other than for merger/acquisitions o Changes to the COCAG regarding Switching ID ownership o Changes to the NRUF Guidelines and Glossary o Removal of trouble shooting contact information from 5XX and 9YY Guidelines o Updates to Guidelines to conform with FCC 15-70, the Report & Order released June 22, 2015 granting interconnected VoIP providers direct access to numbering resources. NANPA participated on a call in April with the FCC, ATIS and INC leadership to discuss the 555 line number resource and a proposed moratorium on new 555 line number assignments. NANPA participated in a conference call in June with the FCC staff to highlight two specific issues associated with the upcoming VoIP order on numbering (authorization and facilities readiness). NANPA participated on a call with the FCC staff to review the process for donating thousands-blocks and NRUF data available to the states. Published 4Q14, 1Q15, 2Q15 and 3Q15 NANPA newsletters. Published the 2014 NANPA Annual Report in March 2015. An independent auditor (E&Y) conducted an audit of the NANPA AOCN enterprise service, covering the time period of 2013 and 2014. The audit report was submitted to the FCC in October. 2 Includes issues whereby NANPA and another entity were the originators of the issue statement. Includes contributions whereby NANPA submitted a contribution as well as coordinated with another entity(s) on the contribution. 3 17 NANP Administration System (NAS) Highlights 2015 NAS Enhancements Upgraded the NAS application software (Oracle WebLogic) to Version 12.1.2 in May. NAS failover exercises conducted in May and October. Additional memory was added to the NAS application servers in November. The NANPA public website was converted from HTTP to HTTPS in December. This modification was in response to an Office of Management and Budget (OMB) directive that federal government websites only use secure HTTPS connections. NAS production operated successfully in Charlotte October 9-18, 2015. PAS also operated in Charlotte during the same time period. Eight software builds were implemented in 2015. Enhancements introduced into NAS included: o Added an on-screen warning to remind the user that if the service provider OCN is changed after completing worksheets but before submitting the NRUF that all of the NRUF data will be applied to the last service provider OCN selected. o Added error checking to identify when the service provider reports utilization or forecast multiple times for the same resources have changed from minor to major. o Added a specific reply message text for NRUFs submitted by email or FTP that generate a major error. o The “Cancel” button appearing on 26 NRUF work screens (all Geo and Non-Geo worksheets---U1, U2, F1A, F1B…---on the Create and Modify/Delete pages) was relabeled to a “Back” button on the NAS NRUF on-line feature. With this change, the “Back” button functions the same as the “Completed Worksheet” button; that is, the data in the worksheet will be retained if the user returns to it. Previously, when the user selected the “Cancel” button, all the data entered on the worksheet was removed. o Expanded the Notes/Assignee field for downloading the NRUF Utilization Report to Excel™. With this enhancement, all of the Notes/Assignee data are located on the same line as the applicable code or block. o Introduced a new error check to identify when the same code or block is listed with different rate centers on a utilization worksheet (e.g., U1, U2, etc.) when submitted via the Excel spreadsheet or FTP. o Revised the file name for downloaded NRUF Forecast Reports by service providers by excluding the phrase “IncludingPA” in the Forecast Report file name (e.g., Forecast_IncludingPA_Report.xlsx since no Pooling Administrator forecast has ever been part of the report. File name is now simpler and easier to read (i.e., Forecast_Report.xlsx). o Introduced a number of error checks in the mass modification process to include: Identification of codes included on the mass modification spreadsheet that are either not assigned to an OCN in the user’s profile or are currently vacant; Identification of codes where a future event is scheduled; Permit multiple types of changes on the mass modification spreadsheet, and; Allow updating of the Parent Company OCN when submitting a mass modification for intra-company OCN changes. o Modified the NAS NNS functionality to require the user to provide a specified time period of no more than 365 days when requesting All States, All NPAs and All NNS Categories. This limitation was put in place due to the large volume of notices in NNS. o Password Expiry Reminder notices were enhanced to provide a link to the page on the NANPA website which includes the NAS User Registration Guide and detailed 18 instructions for the user to update the applicable NAS password. Previously, a specific page number in the User Registration Guide was listed in the notices pertaining to resetting passwords which had to be periodically updated with each revision to the User Registration Guide. NAS Users As of the end of December 2015, there were 1,297 NAS registered users, along with 2,679 mailing list participants. o 1,212 users are Service Providers and Service Provider consultants o 45 regulatory users (federal and state) o 40 other users NANPA responded to over 1,750 emails sent to the NANPA Help Desk. o Over 800 calls received by the NANPA Help Desk. Seven trouble tickets opened in 2015. One additional ticket was a holdover from 2014. All tickets were closed by the end of the year. NAS Capabilities NAS supports a variety of number administration functions. The capabilities include the following: CO Code Administration Service providers submit the Central Office Code Part 1s, MTEs, and Part 4s through a secure, web-based system. Permits service providers to search, view and print all forms related to a Part 1 request, including the Part 1, MTE, Part 3, Part 4 and Part 5. Queries allow the service provider to search for submitted Part 1s, assigned Part 3s and submitted Part 4s by state, NPA, OCN, date or date range. Also provides capability to allow service providers to search on all assignments needing Part 4s. State commissions have access to submitted Part 1 and Part 3 information for their respective states as well as ability to receive NAS-generated daily, weekly or monthly Part 1 and Part 3 reports. Permits the CO code application and Part 4 forms submitted by service providers in the Pooling Administration System (PAS) to be sent electronically to NAS and appear as a work item in the system for the Code Administrator. 5XX NPA Service providers submit the 5XX-NXX Part As, MTEs, and Part Cs through a secure, webbased system. Permits service providers to search, view and print all 5YY and 5XX forms related to a Part A request, including the Part A, Part B and Part C. Also provides capability to allow service providers to search on all assignments needing Part Cs. System distributes reminder and delinquency notification for those 5XX-NXXs for which no Part C has been submitted. Other Resources Service providers can submit the appropriate application forms for 9YY-NXXs, 456-NXXs, Carrier Identification Codes, 555 line numbers and 800-855 line numbers. Service providers can search, view and print all forms related to an application and response. 19 NRUF In addition to submitting utilization and forecast data via email, secure FTP and CD, NAS provides service providers the capability to submit this information online, and provide updates to this data throughout the submission cycle o Create and submit a Geographic Form 502 and Non-Geographic Form 502 for the current reporting cycle. o Modify a Geographic Form 502 and Non-Geographic Form 502 by adding new utilization and/or forecast data for the current reporting cycle. o Modify a Geographic Form 502 and Non-Geographic Form 502 by modifying or deleting utilization and/or forecast data submitted for the current reporting cycle. Service providers can search for the most recent company information, utilization data, and/or forecast data submitted for the current reporting cycle for either Geographic Form 502 or Non-Geographic Form 502. Service providers can search for data in all states and all NPAs. NRUF reports are downloadable in Excel™ 2007 and Excel™ 97-2003. State commissions and the FCC have online access to service provider-submitted utilization and forecast data provided via NRUF for their respective area codes. Various queries and reports are available to users based upon the user’s profile. NNS Interested parties receive notifications on such items as changes to assignment guidelines, NRUF requirements, report availability, client education and system maintenance and availability. Users may search for all notices or use a calendar function and select a Start Date and End Date to search for notices within a particular time frame. Notifications are available on a state-by-state basis, providing information about NPA relief planning activities, jeopardy notifications and state-specific regulatory activities. Access to NPA relief planning documents is limited only to those authorized to participate in the relief planning process and includes a link within the notice for users to select and obtain access to secure NAS and the documentation referenced in the notice. The capability exists to send an attachment along with the notice. All NNS notices are stored in the system, allowing NAS registered users to access previous notices as far back as 1999. NAS Registration Management Users can modify their NAS profile by updating contact information, adding new capabilities (e.g., adding NRUF to their profile), adding and deleting OCNs, modifying the notices they wish to receive, etc. Parties interested in only receiving notices can register for the NAS mailing list service. NAS users may automatically reset their password when it is set to expire. Notification is sent 14 calendar days prior to the expiration date and a second reminder is sent 5 calendar days prior to the expiration date. Any user that obtains their password via the NANPA Customer Support Desk is required to reset it to ensure only the user knows the password. NANPA staff can review a NAS user’s registration account history in order to assist with any issues concerning the user’s access to the system. 20 NAS Notifications A total of 150 notifications were distributed via NAS in 20154. All notifications are retained in NAS. Modified the public website report “NPAs Introduced since 1995” to include only NPAs introduced over the past ten years. Re-formatted the NPA Relief Planning Status Report to improve the readability of the downloaded Excel report. Updated Binder of Decisional Principals. Linked the NANPA state reclamation contact list to the Pooling Administrator state reclamation contact list, meaning only one list needs to be maintained. Three submissions were received in 2015 via the NANPA complaint process. These emails were customer inquiries and did not concern NANPA performance (request for assistance in stopping unwanted telephone calls from an unknown number, assistance with understanding the local dialing plan).
