Site Design Recommendations
The Urban Design Peer Review Panel requests that the following site design recommendations be taken into
consideration:

The siting and orientation of the proposed development is generally appropriate.
The proposed access, circulation and parking strategy is generally appropriate.
Consider extending the proposed tree planting strategy, which characterizes the Windermere Road frontage,
to the length of the Adelaide Street frontage. In doing so, ensure that the placement of trees does not
interfere with sight triangles and the visibility of primary building entrances.
4. Consider the provision of a dedicated pedestrian walkway, between the edge of the building and/or surface
parking area, and Windermere Road to the north. Position such a connection so as to mitigate potential
issues resulting from the proposed grading solution, and the need for retaining walls.
5. If the above mentioned connection is not provided at the intersection of Adelaide Street and Windermere
Road, consider framing the corner condition low-lying vegetation.
6. Consider establishing a direct pedestrian connection between the north edge of the building and the
adjacent surface parking area to the east.
7. Consider the location of required on-site waste storage, and ensure that such facilities are screened from
view from adjacent properties, surface parking areas, streets and public sidewalks.
8. Consider the provision and location of bicycle parking facilities.
9. Ensure that a continuous green buffer treatment is provided throughout the perimeter of the site.
10. Consider potential flood mitigation measures, including the provision of permeable pavers within sensitive
portions of the surface parking area and/or bioswales along the south and east perimeter of the subject
property.

Building Design Recommendations
The Urban Design Peer Review Panel requests that the following building design recommendations be taken into
consideration:

The proposed building height, massing, articulation and mix of uses are generally appropriate.
The level of design detail provided suggests that an advanced building design has been prepared beyond the
requirements and expectations of the Zoning By-law Amendment review process. As such, there is a
responsibility by the Panel to review and critique these details through a peer review evaluation, in order to
provide the applicant with direction as they proceed into the Site Plan consultation and review processes.
Given the scale and use of the proposed development, the OAA requires that a Registered Architect be
assigned as the principal designer. In this case, the designer was not in attendance, was not specified as
being a Registered Architect, and could not be identified by the applicant. These matters will need to be
addressed before a fulsome evaluation can be provided.
Ensure that conceptual floor plans are provided in future submissions, in order to demonstrate intended
building functions.
Ensure that the proposed material pallet is defined and communicated to City Staff during the Site Plan
review process.
This UDPRP review is based on City planning and urban design policy, the submitted brief and noted
presentation. It is intended to inform the ongoing planning and design process in support of the redevelopment of
the subject property.
