The following Programming Committee meetings have been organised up to now:
1. Vienna, 05/02/2013
Being aware of the limited programming timeframe and delays, the main aim of this first meeting was to
develop a common understanding and provide clarity and orientation concerning the upcoming tasks in
2013.
2. Budapest, 08/03/2013
The presentation of the different options for the management structure, including a EGTC, was the main
issue tackled in this second meeting. The TF accepted the proposed integrated management structure
combining MA and JTS functions and Budapest as its location and it gave Hungary the mandate to steer
the programming process. A programming governance system was agreed and the ToR for
subcontracting experts was approved.
3. Belgrade, 18-19/04/2013
The links between the Danube Programme and the Danube Strategy were covered as, for instance, to
support the implementation of the EUSDR through projects in different thematic fields. In this sense, a
first discussion on the thematic objectives to be considered for the Danube Programme took place.
4. Bucharest, 25-26/06/2013
The two options for the Danube programme management structure were presented: creating an EGTC
(A) and setting up a more traditional management structure by designating a Member State to have the
MA in its national administration (B). The Programming Committee decided to choose option B agreeing
that ONEP (Office for National Economic Planning of Hungary) is to be designated as the future Managing
Authority in line with article 20(a) of the draft EC regulation. The Task Force will further consider arriving
at an EGTC managed programme as an objective in the medium term, and to promote EGTC oriented
solutions in relevant cases. Other issues such as the programme management modalities, the financial
support to Danube Strategy Priority Area Coordinators (PACs) or the thematic objectives of the future
programme were tackled as well. A decision was made to publish a tender regarding the following
services: "Support to the preparation of the Operational Programme Danube 2014-2020" and "Ex-ante
Evaluation and Strategic Environmental Assessment of the Operational Programme DANUBE 2014-2020".

5. Stuttgart, 9-10/10/2013
The preparation of the Danube Operation Programme and the tendering procedure were decided.
Moreover, the future key programme management modalities, the Technical Assistance and Control
systems, the Monitoring and information systems and some communication issues related to the new
programme were discussed as well. The Strategic Programming and the different options for the financial
support of the PACs were also tackled.
6. Zagreb, 10-11/12/2013
The PC agreed to suppourt ex-ante and SEA evaluators by providing input to their work based on the
proposed timeline. The Territorial Analysis is submitted to comments by the partner states. PC found a
common approach on a concentrated framework of preferred Thematic Objectives and Investment
Priorities, serving as basis for national discussion on future Danube programme activities and specific
objectives and further work on Territorial Analysis and programme Intervention Logic. The activities
related to TO 11(b) were decided to be further discussed. PC supported the proposal to start developing
the programme monitoring systeme exclusively for the Danube Programme. Some proposals on how to
proceed with tendering OP drafters were presented.
7. Ljubljana, 25-26/03/2014
The PC agreed to send a common letter to the European External Action Services (and DG Regio in
copy) in order to ensure the necessary ENI funding at programme level. The OP preparation
continued and including the tendering procedure. The PC reached a principal agreement on the
content and proposal of the Territorial Analysis and Partner States are agreed on the pre-selection
of TOs and IPs. OP drafting experts are asked to start to elaborate the OP document in line with the
regulatory framework, the pre-agreed IPs and the inputs provided by the Territorial Analysis, Report
of the SEE JTS, and the synthesis paper.
8. Budapest, 13-14/05/2014
The PC approved the final version of the Territorial Analysis. The draft version of the Operational
Programme (OP) and its chapters are discussed. A stakeholder consultation is decided to be launched at
national level and a public consultation is launched online. TA budget and management are also
discussed by PC members.
9. Split, 3-4/07/2014
Consultation results were integrated tg the OP. Management structures and TA budget of the Programme
were discussed.
10. Brussels, 2-3/09/2014
Draft OP was finalised, timetable for final SEA and Ex ante reports was set. Decisions regarding setting
up the management structure were taken. Participants specified details of the Danube Strategy Point and
selected its location and hosting institution.
11. Prague, 25-26/02/2015
At this meeting the PC discussed the details of the first call for proposals due to be launched in autumn
2015. In addition, the Danube programme Capitalisation strategy was considered. PC members
deliberated on the links with the EUSDR during programme implementation.
