1. Purpose. To establish procedures and guidelines for the operations of the Joint Base Myer -Henderson
Hall, (JBM-HH) Marine Corps Community Services (MCCS) Employee Incentive Award and
Recognition Program (EIARP) in accordance with reference (a) thru (e).
2. Cancellation. MCCS SOP 12450.1
3. Information. MCCS EIARP is established to recognize the outstanding work performance of
employees who are Accountable, Bold and Connected. Employees that are recognized in the quarterly
and annual EIARP are employees that; “make it their business” to get the job done, will not accept, “the
status quo,” and communicate and demonstrate the values the organization wants to permeate in
providing the best service to our Marines. During the quarterly and annual EIARP, employees are
recognized for Special Acts and On-the-Spot, Length of Service, Sick Leave Accrual and Activity
Awards for their department. All awards nominations will go through the chain of command to the
Director MCCS for approval before granted.
4. Incentive Awards.
a. Letters of Appreciation and Special Act Awards. Letters of Appreciation and Special Act awards
are awards designed to recognize a group or individual achievements of a non-recurring nature. These
achievements may be within or outside the employee’s normal job responsibilities, and recognize efforts
and results that go significantly beyond what is expected. Letters of Appreciation and Special Act awards
are used to recognize exceptional accomplishments, such as outstanding achievement, and may be given
at any time and is generally used to recognize one time achievements that have resulted in exceptionally
high service or work product quality.

b. Guidelines for granting Special Acts and On-the-Spot Awards.
(1) An official written justification on MCCS Letterhead is required to support the nomination for
the Letter of Appreciation or Special Act award. The nomination letter is addressed to the Director
MCCS. The justification must fully and clearly identify the contributions of the employee and identify
the tangible and intangible benefits associated with the contributions.
(2) The awards are based on tangible and intangible benefits to the organization that improve the
efficiency, economy, or effectiveness of the organization as a whole.
(3) All MCCS employees are eligible to be nominated for a Special Act or an On-the-Spot award.
(4) A nomination letter for a Special Act award or an On-the-Spot award must originate from or be
endorse by the nominee’s Activity manager or designee.
c. Length of Service Awards. Civil Service awards are granted automatically upon attainment of
specified lengths of employment, specific types of service, Accrual of Sick leave, and Retirement. All
MCCS employees eligible will be provided the qualifying Service award.
d. Manager and Non- Manager Retail Employee of the Quarter and Retail Employee of the Year
Awards. The JBM-HH Marine Corps Community Services Manager and Non-Manager Retail Employee
of the Quarter (REOQ) and Retail Employee of the Year (REOY) are nominated by their Retail manager.
All Retail employees are eligible. The Human Resource (HR) manager will form a panel consisting of
three MCCS employees in the grade of NF-4 or Senior Marine equivalent to be a panel member. The
panel selects one MCCS Retail Non-Manager and one MCCS Retail Manager as the employee of the
quarter. Guidelines for the reviewing panel are found in enclosure (1) and enclosure (2) respectively.
e. Non-Retail Employee of the Quarter and Non-Retail Employee of the Year Awards. The JBM-HH
Marine Corps Community Services Non-Retail Employee of the Quarter (NREOQ) and Non-Retail
Employee of the Year (NREOY) are nominated by their Activity manager. All Non-Retail employees are
eligible. The Human Resource (HR) manager will form a panel consisting of three MCCS employees in
the grade of NF-4 or Senior Marine equivalent to be a panel member. The panel selects one MCCS NonRetail Non-Manager and one MCCS Non-Retail Manager as the employee of the quarter. Guidelines for
the reviewing panel are found in enclosure (3) and enclosure (4) respectively.
f. Activity awards. Activity Incentive Awards that are developed by the Activity manager must be
approved by the Director MCCS and the HR manager. The Activity manager must forward their Letters
of Recognition and Appreciation and/or proposal first to the HR manager. Once approved by the HR
manager, it is then forward to the Director MCCS for review and approval. These awards will be
presented by individual department manager to award employees in their department.
5. Actions.
a. Duties and Responsibilities;
(1) Human Resource Manager.
(a) Point of contact for all information regarding the EIARP.
(b) Identify employees eligible for Length of Service awards.

(c) Identify new employees and Retiring employees for EIARP.
(d) Ensure all correspondence i.e. certificates, plaques and letters of appreciation and recognition
are prepared and ready one prior to the day of the ceremony.
(e) Ensure all appropriate correspondence is filed in the employee’s official file accordingly.
(f) Coordinates the time and schedule the location of the EIARP.
(g) Ensure all awards documentation involving Cash is submitted to the appropriate department
in a timely manner to be awarded to the awardee.
(h) Notifying all Activity managers and employees of the quarterly and annual event.
(2) Activity Managers.
(a) All their employees are aware of the MCCS’S EIARP.
(b) All participant candidates’ documentation is submitted to the HR manager by the due dates
indicated by the HR manager.
(c) All participant candidates meet the criteria set forth in this policy.
(d) Notify HR manager of any candidates facing disciplinary actions or under pending
investigations.
b. Eligibility. All MCCS Retail employees, managers and Marines and all Non-Retail employees,
managers and Marines actively employed in a satisfactory status as MCCS employees are eligible to be
nominated and selected as awardees in the EIARP. Enclosure 1 and 2 provide guidance on employee
nomination eligibility.
