FARMBOROUGH PARISH COUNCIL Minutes of the Parish Council meeting held on Tuesday 09 August 2016 in the Memorial Hall at 7.30pm. Apologies for Absence: Janet Wilkes & Adrian Williams (see 3b) below) 2. The minutes of the Parish Council meeting held on 12 July 2016 were approved and signed. (Proposed by Chris Pike, seconded by Sally Davis). 3. MATTERS ARISING not otherwise on the Agenda: a) Confirmation from Lynn Parfitt, BANES Street Naming and Numbering Officer that the residential development currently under construction on the former WT Burden site off Bath Road, Farmborough is formally named HERBERT GARDENS and the Parish Councils assistance in naming this development is much appreciated. b) Resignation of Cllr Adrian Williams due to work commitments has been received. A replacement Councillor will be sought. Thanks to Adrian for his work on the Council. c) Update on public footpath – Lavender Grove. BANES are looking into this and will ensure that revised plans are seen by the Parish Council. We have been advised there may be the need for one step, which is far from ideal. The Clerk will liaise with BANES and feed-back the views of the Parish Council. We will also request a handrail to be fitted, if a step is necessary. 4. DECLARATIONS OF INTEREST: Cllr Sally Davis stated that as both District and Parish Councillor, any views she expressed on planning matters would be based on the information in front of the Parish Council. 5. PARISHIONERS MATTERS (3 minutes each): Simon Johnston, who lives on Hayeswood Road approached the Parish Council to request support in petitioning BANES regarding lowering the speed limit on Hayeswood Road, which is currently 60mph, and accidents are commonplace. He will also be approaching Timsbury Parish Council for support. The Parish Council is happy to offer support as part of the on-going speed issues in and around the village. 6. PLANNING 6.1 TO CONSIDER THE FOLLOWING APPLICATIONS: a) Flatts Barn Lane From Zion Place To Cross Ways, Farmborough – 16/03676/ADCOU – Prior approval request for change of use from Agricultural Barn to Dwelling (C3) and associated operational development. SUPPORT (Proposed: Malcolm Allan Seconded: Ray Langley, 8 voted in favour, 1 abstention) 6.2 TO NOTE THE FOLLOWING RESULTS: a) Parcel 2100 Barrow Hill, Farmborough – 16/02598/ADCOU – Prior Approval request for change of use from Agricultural Barn to Dwelling (C3) and for associated operation development. APPROVE b) 8 Rectory Close, Farmborough – 16/01982/FUL – Erection of double garage following demolition of 2no existing. PERMIT c) Land between Old Lane and Conygre Brook, Old Lane, Farmborough – 15/05542/FUL – Proposed ground works including profile remodeling using excavated spoil to create a wildLife meadow and reptile/wildlife relocation area. PERMIT 6.3 OTHER PLANNING (referrals, enforcement, appeals etc.): a) Heath Cottage, Tilley Lane, Farmborough – 14/00966/UNDEV – Unauthorised Development. The Parish Council will respond to the appeal by 25 August 2016. b) The Parish Council has been advised that a planning application will be made shortly to take down the old Herbert Lorry Yard Warehouses at Cold Bath and replace them with two terraces of small social housing homes. Nothing has been formally received. . 7. MEETINGS ATTENDED BY COUNCILLORS AND CLERK: N/A 8. PLACEMAKING PLAN/HOUSING DEVELOPMENT BOUNDARY/OPEN SPACES: Martin Carter will attend, on behalf of the Parish Council at the hearing sessions regarding the Green Space nominations. The land at the bottom of Church Lane is on the list. 9. FINANCE: a) The following payments were approved: (a) Farmborough Memorial Hall rent (April-June 2016) £59.50 (b) Eurosigns (No Through Road sign) £44.12 Proposed Sally Davis, seconded Malcolm Allen. b) Financial State at 03/08/2016: Current Account Savings Account £14,182.64 £10.03 10. RECREATION GROUND/PAVILION/PLAY AREA MATTER Phil Gray reported that there would be no Somerset Cricket 20/20 finals this year, due to a lack of teams. There is a lot of rubbish to get rid of from the Pavilion. Phil will look into a scrap metal collection and the price of skip hire. 11. HIGHWAYS/RIGHTS OF WAY/ALLOTMENT MATTERS: Matthew Knight has requested permission to erect a small shed on his allotment, which was agreed. Old Lane is currently closed again for gas and electricity to be installed. We need to ensure pedestrian access is available. Cllrs Martin Carter and Adrian Davies are going to be looking at the footpath clearing and strimming, with a view to contracting this work out to a professional firm. 12. REPORTS BY COUNCILLORS/CLERK: Cllr Sally Davis – the Memorial Hall have obtained a quote for a gas connection to the Hall, at a cost of just over £3,000. Various quotes are being obtained for a new heating supply. Once the committee has an idea of prices and options they will update the Parish Council. Phil Gray – there is a blocked toilet at The Pavilion. It was agreed to obtain quotes to get someone in to deal with it professionally. Derek Gould – The state of Old Lane is very poor. Once all work has been completed it needs to be made good. Also several large pot holes in Tilley Lane need to be reported. Chris Pike – the big Copper Beech tree in Molliers near the rectory is in a poor state and is half dead. The land is owned by the Dioceses, the Clerk will liaise with Greenslade Taylor & Hunt, the agents. Malcolm Allen – noted that the bus service through the village is being reduced again. The big rubbish bins on the field used for the Country & Western weekend have still not been collected and are very smelly. The noticeboard for Hobbs Wall needs to be erected. 13. CORRESPONDENCE/COMMUNICATION: a) Letter from the Farmborough Memorial Hall Committee to advise of increase in rent. b) Bath & North East Somerset’s Chairman, Cllr Alan Hale, has announced the three charities he will be supporting during his year in office. They are: Whizzybugs at the RUH, a charity that designs and and builds small powered wheel chairs for children under five with cerebral palsy. The RICE Institute at the RUH, which carries out research, treatment, support and much more to for individuals affected by dementia and their carers. Butterflies Haven, which is based in Keynsham but serves a much wider area, providing support, motivation and other services for people on the Autistic spectrum. Cllr Hale has decided to adopt a different approach to fundraising and will be asking local communities to help fundraise. The meeting concluded at 9.15pm.
