Balkan Public Policy Fund
Balkan Civil Society Development Network (BCSDN) and its members announce the third Call for Proposals
for organizations from Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia to
develop policy or advocacy proposals within the scope of the IPA FPA Balkan Civil Society Acquis Strengthening the Monitoring and Advocacy Capacities and Potential of CSOs.
The specific objective is to contribute to the capacity building of CSOs in IPA countries in monitoring and
advocating on civil society-related policies covered by the MM areas or the Guidelines for EU Support
to Civil Society in the Enlargement Countries, 2014-2020.
The enabling environment for civil society is broadly defined as the conditions within which civil society works.
Specifically, enabling environment is viewed as the varied array of conditions -- economic, political, social,
cultural, legal, and otherwise -- that affect the capacity of citizens, whether individually or collectively, to
voluntarily participate in civil society. The enabling environment has increasingly come to be viewed as key to
assessing civil society’s health.
The project proposals should fall under one of the following priority areas as defined in the Monitoring Matrix
(www.monitoringmatrix.net) for Enabeling Environment for Civil Society Development:
Area 1: Basic Legal Guarantees of Freedoms
Area 2: Framework for CSOs’ Financial Viability and Sustainability
Area 3: Government – CSO Relationship
More specifically the project proposals should focus on:
Albania
1. Sub-area 2.2 - Transparency and integrity of state funding for CSOs
2. Sub-area 3.2 - Meaningful involvement of civil society in preparations for EU accession negotiations
3. General: Donors strategies to local civil society development vs. funding actions”
Bosnia and Herzegovina
1. Sub-area 3.1 - Campaign for establishing functional mechanisms of cooperation between government
and CSOs in Bosnia and Herzegovina
2. Sub-area 2.2 - Campaign for transparent system of state funding for CSOs in Bosnia and
Herzegovina

Kosovo
1. Sub-area 3.3 - Legal barriers and opportunities for CSOs to obtain state contracts and its
implementation
2. Sub-area – 2.3 CSO treatment within Labor legislation and employment programs in Kosovo
Macedonia
1. Sub-area 3.3 Supportive environment for CSOs involvement in service provision
2. Sub-area 2.3 State policies and the legal environment for employment in CSOs
Montenegro
1. Sub-area 2.2 Towards general reform of the public financing system for CSOs in Montenegro
2. Sub-area 2.3 Establishing records about work and operations of CSOs in Montenegro
Serbia
1. Sub-area 2.2 Transparent funding in Serbia- The need for diversification of budget line 481
2. Sub-area 2.2 Transparent funding in Serbia - Monitoring and evaluation of awarded
3. Sub-area 3.2 Developing a mechanism for direct, meaningful and timely inclusion of CSOs in
decision-making processes
4. Sub-area 1.2 Implementation of independent institutions recommendations regarding freedom of
assembly, expression and informing by the public administration
Who may apply:

CSOs registered in Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro or Serbia.
Priority will be given to those organisations which have not been recipients of EU funding acting as
lead organisations (organizations funded by the EU are not excluded);
The project outputs should include:



Policy document - BCSDN can offer assistance in distributing the policy products to all relevant
institutions. Additionally, policy documents will be published on the BCSDN and members web sites.
Policy event – one national event for discussion and promotion with stakeholders.
Advocacy campaign – aiming to contribute to awairness raising of the topics of the call and effective
policy change
The deadline for sending the project proposals is 10 May 2015.
An evaluation committee will select grant recipients by end of May 2015. After signing a contract, grantees will
have time till end of October 2015 to implement their projects.

Grant amounts:

For organizations – max. 3000 EUR (100%, no co-financing),
2 grants will be awared per country, the grants will be administrated by BCSDN members in the
respective countries.
(Eligible costs: personel costs, communication costs, purchase of publications, organization of national
stakeholder event etc.)
