Intramural Outdoor Soccer Rules For all Intramural Policies please refer to Intramural Rules & Regulations. Campus Recreation Website: www.assumption.edu/recreation Intramural Contact Information: Jason Ryan Assistant Director of Recreation Phone- x7469 E-Mail- [email protected] CODE OF CONDUCT All participants and spectators are expected to behave in an appropriate manner by showing exceptional sportsmanship and respect for officials, staff and opponents. Any abuse, physical or verbal, of an official or opponent will not be tolerated. Any player ejected from a contest must meet with the Assistant Director of Recreation before reinstatement will be considered. All participants must recognize that the intent of the Intramural Program is fun, exercise and social interaction with fellow students, faculty and staff. Player Eligibility All Assumption College Students, Faculty, Staff and Administration shall be eligible to participate, with the following exceptions. o Varsity soccer players may not participate in Intramural Outdoor Soccer. Graduating seniors who no longer have NCAA eligible will be allowed to play in Intramural Outdoor Soccer. o Players who try out, but do not make the roster or play in a game are eligible to play. Participants may only play for one (1) team per sport. Players must provide a valid Assumption ID at check-in or they will not be permitted to play. NO EXCEPTIONS. Check-In Game Time Teams should arrive early to provide ample time for check-in and any warm up needed. Players Games are played 7 v 7. A minimum of five (5) players is needed to start and continue the game. All players must satisfy the eligibility guidelines set for intramural participants. Forfeits A forfeit will be declared if a team does not have the minimum number of players to start a game by five (5) minutes past the scheduled start time. Captains The team captain will meet with the officials pre-game. The captain is the only player who may approach the officials to get further clarification on a call. This should be done in a calm and respectful manner. Equipment Game Ball Campus Recreation will provide a game ball for each game, if both captains agree a different ball may be used. Protective Equipment Campus Recreation encourages all participants to wear protective equipment; including shin guards and mouth guards. Jerseys Each team must wear like colored numbered jerseys teams without jerseys will be provided pinnies Campus Recreation. Goalies must wear a jersey that is different from both their teammates and opponents. Campus Recreation has Goalie Jerseys that may be used. Illegal equipment - includes the following: No Metal Cleats are allowed, cleats must be molded rubber or plastic. All jewelry (ie: barrettes, rings, string bracelets, rubber bands, eye rings, etc.) Headwear (ie: caps, etc) A guard, cast or brace made of hard/unyielding materials may not be used unless approved by the supervisor. Any device with exposed metal will not be permitted under any circumstance. Playing Area Each game will be played width-wise on the Multi-Sport Stadium and will be 52x45 yards. Low profile cones will outline the goal box (8x19yrds). Scoring & Timing Game Length Each game is allotted one (1) hour in which to be played with two (2) 20-minute halves of running time, play will continue at the end of each half so long as a scoring opportunity is present. Half time will be five (5) minutes. There is no stoppage time. There will be NO overtime period in regular season play. Timeouts Each team will be allowed one (1), 30-second timeout per half. Goals The whole ball must pass completely over the goal line to score. After a goal is scored, the ball is put into play by a direct kick at midfield (same as to start game and half). Mercy Rule If one team is ahead by three (3) or more goals with five (5) minutes left in the second half, the game will be over. Overtime (Playoffs Only) In the playoffs a tie at the end of regulation will result in a "SUDDEN DEATH" five (5) minute overtime period. If a tie game exists after the five (5) minute sudden death, then five (5) players from each team will have a Penalty Kick shoot-out to determine the winner. If after the five (5) players have gone there is still a tie than teams will continue to send new players to shoot until the tie is broken, if a team goes through all of their players, both teams may start with their top shooters again: a. The referee shall choose the goal at which all kicks shall be taken. b. The referee shall toss a coin and the visiting team captain calls the toss and wins, shall have the choice to kick first or last. c. Each team will choose five (5) players to shoot the penalty kicks (one of which can be the goalie). First seven (7) shots must be by the players on the field at the end of overtime. Game Play General Rules If play is stopped by the official for any injury, unusual delay or when the goal becomes dislodged, the ball shall be put back into play by an indirect kick. In all cases, the ball is put back into play from where it was when play was stopped with the team in possession, if no team has clear possession the official will use their judgment. The ball is not to be placed inside the penalty area, but at the nearest spot outside the area. A ball crossing the sideline (whole ball over the whole line) will be put back into play via a throw-in. The ball must be thrown with two (2) hands and released above the head of the player making the throw. Any time a ball crosses the end line off from a defensive player the play results in a corner kick by the opposing team. Any time the ball completely crosses the end line off from an offensive player there will be a goal kick by the opposing team. In goal kick situations, the defensive team will be awarded an indirect free kick from anywhere inside its own goal crease. The kick must clear the penalty area before another player may touch the ball. On all free kicks, the kicker's opponent must remain at least seven (7) yards from the ball until it is put into play. Any motion toward the ball by a defender before the offense puts the ball into play is considered encroachment. Failure to heed an official's warning will result in a yellow card for Unsportsmanlike conduct. THE OFFSIDE RULE IS NOT IN EFFECT. NO SLIDE TACKLES! Any player using a slide tackle will receive a yellow card (minimum). *ANY SLIDE TACKLE FROM BEHIND WILL RESULT IN A RED CARD AND EJECTION FROM THE GAME. Players may not go to the ground intentionally for ANY reason; player’s accidently going to the ground may not play the ball. Anyone going to the ground is subject to a yellow or red card, at the minimum an indirect free kick will be awarded, unless the official determines advantage. Penalty shots are unobstructed direct free kicks taken from the penalty spot, seven (7) yards from the goal. All players other than the designated kicker must be behind the shooter. A missed penalty shot will be a live ball and any player may play the ball, the penalty kicker must wait until the ball is touched by another player before they touch the ball again. Players and Substitutes Teams may substitute as much as they want. Substitutions must take place during a stoppage (after goals, corner kick, timeout, or halftime). Players may not substitute on the fly. The referee must be given notice when any substitution is made (PENALTY: INDIRECT FREE KICK). Boundaries The ball is out of play when the ball has wholly crossed the goal line or boundary line. The official stops the game. Goalkeeper The goalkeeper shall be allowed six (6) seconds while in possession of the ball. The goalkeeper may bounce the ball as this is considered in possession. He/she may also roll the ball while in the goal keeper’s area, but he should note that once he places the ball on the ground (except for bouncing) it is considered live and may be played by an opposing player. Once the ball has been placed on the ground it must be played by a member on either team before the goalie may obtain possession (Pick the ball up). The player can not in any way interfere or distract the goalkeeper while the goalkeeper is throwing or kicking the ball. The goalkeeper can distribute the ball with either a throw, punt, or kick pass anywhere on the field. If a player plays the ball back to his keeper intentionally with his foot, then the keeper may not use his hands to play the ball. Same is true if the ball is thrown in to the keeper. A player can use his head, chest etc. to play the ball back to his keeper, and the keeper is then allowed to use his hands to play the ball. If this is violated, an indirect kick from the spot of the foul is given. Free Kicks When a player is taking a goal kick or a direct free kick while in his penalty box: All opponents must remain outside the penalty box until the ball has left the box. The ball must travel beyond the box before it may be touched by another player: o Direct Free Kicks, Corner Kicks and Kick Offs - A goal may be scored directly (played by only one player). o Indirect Free Kicks, Goal Kicks - The ball must touch another player before entering the goal. Throw-in Both feet must be on the ground. Throw the ball straight over the head. In addition, the kick-off is an indirect free kick situation. Penalties & Fouls Advantage When the official refrains from whistling for an offense, it is important that s/he clearly indicate by voice and gesture that s/he is using "advantage" so that everyone knows that the offense has not escaped his/her notice. Slide Tackles Sliding tackling is strictly prohibited and will always result in the presentation of a yellow or red card. Fouls The awarding of a direct free kick or penalty kick (should the offense occur in the penalty area) shall be given to the opposing team if a player: Touches the ball with their hands Kicks / Trips an opponent Jumps into an opponent Charges or Charges from behind Strikes, hits, elbows Holds or pushes Unsportsmanlike conduct Intentionally sliding into an opposing player Violent conduct Charges the goalkeeper An indirect free kick shall be awarded when an opponent: Plays in a dangerous manner (playing ball on ground, high kick, etc…) Charges fairly, but when the ball is not in playing distance Obstruction A goalkeeper takes more than six (6) seconds Goalkeeper illegally handling ball Delays the game Illegal substitution Persistent infringing of the rules of the game Foul / Abusive language Persistent misconduct after receiving caution Two (2) yellow cards in one (1) game = game disqualification, 1 game suspension (minimum). Red card = game disqualification, 1 game suspension (minimum). Accumulation of 4 yellow cards or 2 red cards or 1 red card and 2 yellow cards = season suspension (minimum). In any contest the Assistant Director of Recreation shall have the power to make decision on any points not specifically covered in the contest rules. Sportsmanlike Conduct Exceptional sportsmanship is paramount to the success or the Intramural Program at Assumption College. The events and competitions students partake in are the perfect arena for students demonstrate their support of the College mission through ‘thoughtful citizenship’. An environment of sportsmanship promotes the development of useful life skills such as teamwork, communication, and conflict resolution. It challenges students to high standards of personal behavior and responsibility through the formation of character and virtues that directly parallel catholic social teaching. Conversely, poor sportsmanship can deteriorate the experience of all students involved with the Intramural Program, including participants, spectators and student staff. Officials are an integral part of the program and carry the authority of Campus Recreation as an employee. After each contest, officials will rate each team on their degree of success following the sportsmanship guidelines, based on the following scale: Superior Sportsmanship (5 points) Excellent Sportsmanship (4.0 points) Average Sportsmanship (3.0 points) Below Average Sportsmanship (2.0 points) *Poor Conduct and Sportsmanship (1 point) *Unacceptable Sportsmanship (0 points) *Teams receiving Poor or Unacceptable sportsmanship ratings are required to meet with the Assistant Director of Recreation (in order to continue playing the season). *A team must maintain a 3.5 Sportsmanship rating out of 5.0 possible points to be eligible for the playoffs. Team receiving below a 3.5 may still participate in playoffs if all players attend a sportsmanship seminar prior to their playoff contest. *Officials may award teams in .5 increments based on the outlined criteria. Sportsmanship Ratings During the Playoffs: If a team receives an “unacceptable” or “poor” rating they will be eliminated from the playoffs regardless of the result of the game. If a team receives an "average" rating, the captain must come into Campus Recreation OFFICE the following day to discuss the rating. A decision will be made as to whether the team will continue to participate in the playoffs. If they do continue in the playoffs, they must receive an "Excellent" rating or higher for all remaining playoff games. A player receiving an ejection will be disqualified from all remaining playoff games. A team must maintain a 4.0 Sportsmanship rating out of 5.0 possible points to continue to participate in the playoffs. Forfeiting & Fees: A forfeit is defined by the inability to play a game, which could be due to not having enough players to start/complete a game or a forfeit applied to a game for using ineligible players. Teams have five (5) minutes after the scheduled start time to field a team consisting of the minimum number of legal players to begin play. Picking up players from other teams to start a game is not allowed even if the opposing team agrees. When neither team shows for a scheduled game, a forfeit shall be recorded for both teams. In event of unsportsmanlike behavior, league officials may declare a forfeit at any time. No forfeited contests will be rescheduled. After one (1) forfeit, teams will lose their eligibility to compete in the playoffs. They may regain their playoff eligibility by paying a $10 forfeit fee. After two (2) forfeits, teams will no longer be able to participate in the regular season or playoffs. Avoiding Forfeits: Teams notifying the Assistant Director of Recreation by 3pm the day prior to their contest will not be charged with a forfeit or subsequent fees and may have the opportunity to re-schedule the game if the schedule allows, if the game cannot be scheduled it will be considered a ‘Default’ loss. Teams notifying the Assistant Director of Recreation of an upcoming forfeit by 3pm the day of their contest will receive a sportsmanship rating of 3. After 3pm, teams will receive a 2 for sportsmanship. Teams not notifying will get a 0 for sportsmanship.
