Small game hunting 2012/2013 Photo: Lena Kristiansen INFORMATION HUNTING IN FINNMARK This folder has been published to provide all the information you need about hunting for small game in Finnmark, valid from 1 July 2012. Finnmarkseiendommen Finnmárkkuopmodat (FeFo) is the landowner in the county of Finnmark, pursuant to the Finnmark Act. The land owned by FeFo covers 46 000 km2 and provides a wide variety of small game hunting. It is permitted to hunt for grouse, hare, capercaillie, fox and geese in Finnmark, among other small game. The hunting season for small game on the land owned by FeFo mainly follows the hunting season stipulated by the Norwegian Directorate for Nature Management. Hunting licences can be purchased from local shops and online, at www.fefo.no. This folder contains information on the terms and conditions made by FeFo for small game hunting in Finnmark, in addition to information on how to activate your hunting licence and how to report takes, and hunting statistics from previous seasons. NB! Access to the most popular hunting areas may be restricted for people who live outside of Finnmark. There may be a shorter hunting season for certain animals within local hunting areas, and hunting reports are obligatory. We hope you have a great hunting season in Finnmark! TERMS AND CONDITIONS FOR HUNTING SMALL GAME IN FINNMARK You must always carry your hunting licence with you when hunting, and present it upon request. You can purchase a hunting licence online from www.fefo.no or from local outlets. You are only permitted to purchase a hunting licence once you have paid a hunting fee. You must activate your hunting licence if you want to hunt for gallinacean, hare, duck, geese and seabirds and this applies to all. You do not need to activate your hunting licence if only hunting for predatory animals. Restricted access If required, FeFo is entitled to restrict the number of hunters in one hunting area and restrict access to a maximum number of hunters who live outside of Finnmark. Shorter hunting season for certain species in specific hunting areas can be introduced where necessary. Any such restrictions will be published at the latest on 1 September. Daily quotas may be introduced where required for parts of Finnmark county. Any such restrictions will be published at the latest on 1 September. All persons intending to go hunting are obliged to read all available information on any daily quotas before starting to hunt, and to present their takes when requested by inspectors. School pupils, students and conscripts are recognised as inhabitants of the municipality in which they are studying/serving military service. They are therefore permitted to take out a hunting licence as an inhabitant of the municipality in question. In the municipalities of Alta and Porsanger, capercaillie is a protected species. It is not permitted to hunt or trap closer than 300 metres from your own vehicle, when parked along a forest track in the coniferous forests in Karasjok and Sør-Varanger. Trapping of grouse is only permitted for persons with a registered address in Finnmark. A written report shall be submitted to the municipality in question at the latest 10 days before trapping starts. This report shall include information on the name and address of the hunter, the hunting area and period of time. At the latest 10 days after the trapping period has expired for grouse, the hunter shall report his/her take on a specific form. All traps shall be removed before the expiry of the trapping period. A hunting report shall be submitted at the end of the hunting period. Persons who fail to submit a hunting report will be fined NOK 300 when they purchase a hunting licence in the following season. All reindeer herders are exempt from paying a hunting licence from FeFo, but must pay a hunting fee in order to go hunting or trapping. This is conditional upon the hunting or trapping taking place in an area where the reindeer herder is legally performing reindeer husbandry. If such persons intend to hunt or trap in other areas, they must purchase a hunting licence. SALE OF HUNTING LICENCES Hunting licences are available as day and week licences for specific municipalities, and as season licences for specific municipalities or for the entire county of Finnmark. Persons resident outside of Finnmark are only permitted to purchase day and week licences up to 25 September. From this date onwards, they are also entitled to purchase season licences for a specific municipality. Persons resident in Finnmark are entitled to purchase a season licence for specific municipalities or for the entire county of Finnmark, for the whole season. NB! The price for licences varies according to where you live! It is therefore important to provide the correct information when purchasing your hunting licence. Advance registration of hunting The land owned by FeFo is divided up into 134 hunting areas. All hunters must state in advance where they intend to hunt. Information on the number of hunters per hunting area is available to all hunters at www.smavilt.no/fefo. If necessary, FeFo is entitled to restrict the number of hunters and days hunting in one hunting area for persons who do not live in Finnmark. You can register your intended hunting area when purchasing your day licence or week licence. If you have purchased a season licence, you register when you activate your licence before starting to hunt. Advance-registered day licences are valid throughout the municipality in which they were issued, unless certain hunting areas have been closed. Activated season licences are valid throughout the municipality (municipality licence) or the entire region of Finnmark (county licence) provided they have been activated for one hunting area. How to activate your season licence Hunters who have purchased a season licence shall activate the licence before starting to hunt, either online, via text message, when they purchase the licence or by contacting FeFo on telephone 09975 (from Norway only). Licences can be activated for up to three weeks at a time. In order to activate, the licence holder must state the intended hunting area and hunting period. You must activate your hunting licence if you want to hunt for gallinacean, hare, duck, geese and seabirds. You do not need to activate your hunting licence if only hunting for predatory animals. A hunting report must be submitted for the applicable dates on an activated licence, before activating a new period of hunting. Online activation: 1. 2. Log in to www.smavilt.no/fefo with a user name and password (which you will find at the top right of the receipt for your hunting licence). Click on «Activate hunting licence» and add the number of days you intend to hunt. Activation via text message: 1. 2. Purchase your hunting licence and register your mobile phone number Send: FeFo <name of hunting area> to 1963 Example: FeFo KAU8 Your hunting licence will then be activated for the number of days specified in hunting area KAU8 in Kautokeino municipality. Outlets charges NOK 55,– for sale of hunting licence! Restricted access If required, FeFo is entitled to restrict the number of visiting hunters in one hunting area, and the total number of hunting days in a hunting area. Reporting takes Use the hunting licence number and the password on your hunting licence to report your take. You can submit reports online at www.smavilt.no/fefo or by telephone: 09975 (from Norway only). Hunters carrying season licences are requested to report consecutively throughout the season. The last deadline for reports is 30 April 2013. A fine of NOK 300 is charged for failure to submit a report. The fine will be charged the next time you purchase a hunting licence. PRIVATE PROPERTY IN FINNMARK Please note that FeFo does not own all land in Finnmark. Several of the islands in West Finnmark have some private property, such as Sørøya in Hasvik and Hammerfest municipality. Hunters are requested to read all information available on the location of such private property, and to respect the rights of the private landowners. The borders for such private property may not always be mapped exactly, so we request that hunters respect all signposts on the land. INSPECTION FeFo collaborates with the Norwegian governmental nature inspectorate regarding supervision of the land owned by FeFo. AREAS WITH RESTRICTED ACCESS FOR SMALL GAME HUNTING Certain areas are restricted by public regulations for small game hunting. For more detailed information on nature reserves, their restrictions and protective regulations, please contact the county governor's environmental protection department, the Norwegian nature inspectorate (Statens Naturoppsyn SNO) or the municipality in which you intend to hunt. MANAGEMENT AND RESEARCH Sustainable management relies on good knowledge of both game and harvesting of such resources. FeFo ensures sustainable management by performing evaluations with a standing bird dog prior to hunting and the requirement for hunting reports. FeFo also took part in the grouse management project implemented from 2006 to 2011. For more information, go to www.skoginfo.no Figure 1. SMALL GAME HUNTING AND REINDEER HUSBANDRY Reindeer husbandry is an important industry for Finnmark. This type of husbandry requires vast areas of land, and 80% of the land in Finnmark is utilised for the reindeer throughout the year. Go to www.nordatlas.no to view a map which roughly shows those areas where reindeer are located at the start of the hunting season, 10 September, and onwards. FeFo requests that hunters are particularly careful when using dogs on a hunt in areas where reindeer are located, and emphasises the importance of the dog owner's responsibilities, stipulated in section 7 of the Norwegian act relating to dogs and section 29 of the Norwegian act relating to reindeer husbandry. In September, the reindeer are mostly located on summer grazing, i.e. mainly coastal areas. Once the summer heat and insects have disappeared, the reindeer migrate downhill. They are mostly found in small and large valleys, mainly in forested areas. There is plenty of grazing at this time of year. If a reindeer is frightened or worried, it will move uphill, most often against the wind. The reindeer start to migrate to winter grazing in October. They follow valley floors and low land where there is best grazing. October is also the mating season for reindeer. It is important to avoid worrying the reindeer while they are migrating and during the mating season. After October, the reindeer are mostly located on winter grazing. From January, the reindeer are in poor condition and are very vulnerable. From mid September and the rest of the autumn the reindeer herders start gathering and moving their herds. If you should happen to meet a reindeer herder, ask whether they or others have reindeer in the area and how you can avoid obstructing their work with their herd. For more information, please contact the organisation in charge of reindeer husbandry management, Reindriftsforvaltningen. If you should come across a sick or dead reindeer, please report to the local police sergeant or Reindriftsforvaltningen. How to act when in areas with domesticated reindeer Compiled by the Norwegian Association of Hunters and Anglers in cooperation with the Sami Reindeer Herders' Association of Norway. • Read information on how the reindeer use the area you are planning to visit, so that you can avoid disturbing the reindeer. • Talk with any reindeer herders you may meet. They may be able to provide you with useful information on reindeer and the natural landscape. • Respect the local regulations regarding keeping dogs on a leash. • Ensure that your dog shows no interest in reindee in case the dog is off the leash. • Reindeer are particularly vulnerable to disturbances in the late winter and spring (April/ May). At this time the animals are weak after the long winter. The female reindeer calve in May and are extremely vulnerable at that time to any type of disturbance. • During the autumn, the reindeer herds are gathered to be marked, separated and moved between grazing areas. This is a period of intense work, where disturbances could easily result in excessive costs and work. Please show consideration when visiting areas where such work is under way. • Call dogs which are off the leash and put them back on the leash as soon as you notice a lot of reindeer gathered in one area. Leave the area as quickly as possible without disturbing the animals or their herds. • Avoid disturbing reindeer. Repeated disturbances will force the reindeer to leave the best grazing areas and will result in a lower intake of nutrition for the winter. • Avoid disturbing reindeer located on glaciers on warm summer days. • Report to the police or the office in charge of reindeer management if you come across an injured or dead reindeer. • Make sure to close all gates in reindeer fences. • Report any damage or holes in reindeer fences.
