Purpose of the role
The Regional Director represents the Chief Officer in the Region, and is primarily
responsible for the leadership of an integrated team of volunteers and staff in the
Region and for the delivery of services to all regional customers. The Regional
Director is responsible for the efficient allocation and effective management of
resources to deliver CFA services in order to meet the needs of Victoria’s
communities. The position plays a key role in providing support to CFA Fire Brigades
and volunteers in the delivery of these services.
The Regional Director is the senior representative of the Chief Officer in the Region
and, as such, may have specific delegations, or oversight of CFA members who
discharge statutory responsibilities, on behalf of the Board, CEO and the Chief
Officer. Regional Directors are members of CFA Senior Leadership Team.
The Regional Director is responsible for the achievement of agreed Business Plan
objectives and CFA strategic outcomes within the Region. The Regional Director has
important cross-functional and cross-organisational responsibilities and must ensure
the effective coordination of all internal and external inputs at a regional level to
support the achievement of organisational objectives and statutory responsibilities.

2. Regional Management & Development

Provide leadership, oversight and coordination of the delivery of all CFA services and
statutory responsibilities in the Region, in line with the CFA ‘Delivery of Fire Services’
Model, including the following core functions:

Provide leadership and oversight of the development of service delivery
capability, with a particular focus on building the capacity of CFA volunteers.
Lead and manage the deployment of all regional resources to ensure the effective
and efficient delivery of services to the community and discharge of statutory
responsibilities.
Lead and manage all regional resources (human, financial, infrastructure), in
order to effectively and efficiently deliver regional service requirements.
Provide oversight and line management for Regional Commanders who are
accountable for planning and coordinating emergency management in the
Region.
Manage, monitor and ensure corporate alignment and compliance of all programs
and activities and the effective governance of Regional processes.
Lead change management, service delivery improvement, business practice and
productivity reform within the Region.
Ensure that CFA Safety First culture and practices are effectively incorporated
into all work activities.
3. Planning and Reporting



Establish and communicate the Region plans which are aligned to the CFA
corporate plans, objectives and strategies.
Contribute to CFA corporate strategies and policies.
Monitor, assess and report on Regional performance against goals and
objectives.
4. Partnerships




Represent CFA on relevant government and community forums.
Build effective and sustainable partnerships with local stakeholders.
Work collaboratively with brigade and operational leaders to ensure consistent
standards of preparedness, preparation and service delivery.
Develop strong partnerships across Statewide command and control teams to
facilitate a seamless approach to emergency management.

Work closely and collaboratively across the CFA to develop a unified approach to
service delivery and organisational management.
Establish and maintain effective partnerships with CFA Business Support Teams,
specialists and providers, to ensure that a consistent and high quality standard of
business support is provided across the organisation.
Key Selection Criteria
Essential criteria
 A demonstrated ability to lead and build strong relationships within the volunteer and staff
membership of the CFA and across key partner organisations.
 A strong understanding of volunteerism as it applies to CFA.
 Demonstrated capacity to perform at an executive level
 Management skills relevant to a multi-functional, complex and dynamic operational and
service delivery environment, ideally in a relevant emergency management context.
 Demonstrated strategic management capability.
 Well-developed people management skills and the ability to manage a diverse resource
base.
 Ability to strongly advocate CFA’s strategies across a diverse community, government
and corporate spectrum.
 Demonstrated capability in the management of organisational and culture change,
business practice reform and productivity improvement.
Preferred Criteria


Experience in a field of operational service delivery in a fire, emergency service,
emergency management or like discipline.
Tertiary qualifications and or post graduate qualifications in a relevant discipline are
highly desirable
General Requirements:
 Provide support to emergency operations as required.
 May be required to participate in operational or incident management roles
appropriate to experience and qualifications.
 Work outside normal business hours may be required.
 Current drivers` license.
 Extensive travel within Victoria.
 Act in a manner which demonstrates a commitment to CFA Equity and Diversity

 Work activities will be in accordance with the CFA Environmental Strategy.
