Developing a Green Strategy and Three Climate Change course modules
for Makerere University, Uganda (DEGS_MAK)
1. Context and Justification
Makerere University is a premier university in Uganda and has been in operation since 1922.
The university has over 35,000 students enrolled into graduate and undergraduate
programmes. Over the years the university has also become a key regional training hub
attracting students and partners from the COMESA region and beyond. Under the 2008/092018/19 Strategic Plan, Makerere University has focused; ‘To be a leading institution for
academic excellence and innovations in Africa’. The university has set out to achieve this
desired vision through providing innovative teaching & learning, research and services
responsive to national and global needs.” The plan recognizes research, innovations and
training as one of the core functions that will enormously contribute to sustainable
development of Uganda and the region.
In 2013, Makerere University Senate approved the University Research Agenda (2013-2018);
that clearly identifies five key research thrusts for the university that include: Research in
health, indigenous knowledge and health systems; Environment, Natural Resources
Management and climate change; Agricultural production and productivity (crop and
livestock) nutrition, Food security and value addition; Technology and basic sciences; and
Governance, human rights and economic management.
Academic units through the respective colleges are therefore expected to initiate and
operationalization innovations and projects that seek to advance the university research
agenda. It is within this framework that the Department of Environmental Management
(DEM) is mandated to undertake research, training and outreach in environment and natural
resources management. Thus, the department’s research and training activities are aimed at
integrating biophysical and social sciences to promote development and application of
knowledge and skills that enhance ethical and sustainable use and management of natural
resources that strengthen adaptation to climate change and build resilience of communities
and ecosystems to the vagaries of climate and socio-economic change.
The Department of Environmental Management implements graduate and undergraduate
programmes; BSc. Environmental Science, MSc. Environment and Natural Resources, and

PhD in Environment and Natural Resources (ENR). Over the years, there has been a growing
interest among stakeholders; particularly among graduate students for skills in climate change
studies and lately ecosystems based management to be integrated into environmental
management studies. The department took proactive steps by developing a course in climate
change and adaptation for graduate and undergraduate levels. The growing need for
integration of ecosystems based management has not yet been fully addressed. The
department has proposed MSc. in Fragile Ecosystems Management and Development (MSc.
FEMD) as one of the strategies to address this growing need. Further, Makerere University as
a whole has no climate mitigation strategy; thus issues of energy waste, poor garbage
disposal and inefficiencies in materials utilisation exist, these call for urgent attention.
In order to provide cutting edge research, training and outreach that encompasses climate
change analysis and adaptation programming; the department wishes to develop a green
strategy for Makerere University as well as undertake curriculum development in the
integration of climate modelling, vulnerability assessment and adaptation programming into
the existing and upcoming programmes in the university.
2. Description of the Assignment
Objectives:
The overall objective of this project is to develop a green strategy for Makerere University
and integrate climate analysis studies in graduate programmes. To do this, the project will
specifically seek:
1) To develop a green strategy for Makerere University
2) To develop three interdisciplinary course modules on climate analysis within the existing
MSc. ENR and proposed MSc. FEMD Programme curricular;
Specific tasks:
Experts for task 1: One Senior Expert (SE )and one Junior Expert (JE) on Green/Sustainability
strategy and institutional cooperation building
In collaboration with the national coordinator, and with the participation of students,
develop a climate smart strategy for Makerere University. Tasks include:
o Junior Expert: In close collaboration with the SE, Assess the existing green
and/or climate-change related initiatives and programmes at Makerere
University, within the following areas, as a guide (this list is only indicative
and not exhaustive, Expert to agree on the elements here with the national
coordinator) identifying gaps, opportunities and suggestions/recommendations

(i) Governance and Administration
(ii) Curriculum and study opportunities
(iii) Research and research opportunities
(iv) Energy management/efficiency
(v) Waste management/recycling
(vi) Water conservation/management
(vii) Purchasing/procurement practices
(viii) Food and dining
(ix) Paper
(x) Green spaces
(xi) Outreach/partnership/projects and awareness raising on
sustainability/climate change with local Communities
o Senior Expert: In close collaboration with the JE, Analyse best
green/sustainability strategies and practices from other institutions, countries
and suggest elements that could be developed for a green strategy for the
University of Makerere, taking into account the findings of the previous task
above
o Junior Expert: In close collaboration with the SE, Assess the present level of
public awareness on green, climate-friendly, eco-friendly, sustainability and/or
climate-related issues and actions at the University (using tools such as a
questionnaire and structured discussions, in close consultation with the
national coordinator. The public would include but not limited to students,
staff, non-staff members, visitors to the University and relevant government
Ministries
o SE and JE: Share and assess the findings above then present and discuss a
draft of the outcomes of the tasks above with the national coordinator
o Senior Expert: In close collaboration with the JE Based on the findings
above, and in close consultation with the national coordinator, design a green
strategy for the University of Makerere including the following aspects: an
overall Objective and Vision; clearly defined objectives and action plan within
clearly identified areas (the above (i) to (xi) could serve as examples),
including a
timeline; identifying areas of potential weakness and
opportunities, and include measurable goals and clear priorities. Also include
an evaluation plan
o Senior Expert: In close collaboration with the JE Identify the need and
develop a Roadmap for a draft financial and human resources plan with
appropriate resources to support the implementation of the strategy, in
agreement with the national coordinator

o SE and JE: In collaboration with the national coordinator identify local
opportunities for strategic partnerships with other organisations/institutions
and the private sector for the implementation of the green strategy (examples:
on energy efficiency, purchasing, food, paper, waste recycling,..)
o SE and JE: Develop a communication and public awareness campaign to
support public buy-in in the implementation of the strategy
o SE and JE: Present and discuss the outputs with the national coordinator and
any other designated persons. Incorporate any comments and deliver final
versions of the outputs as described below.
Outputs to be delivered:
 A Green strategy for Makerere University main Campus. This should include: a clear
timeline, action plan, evaluation plan, opportunities for partnerships with other
institutions and the private sector, a Resources roadmap and a communication or
public awareness plan
 Questionnaire to assess public awareness at Makerere University on ecofriendly/green/climate-friendly knowledge and actions
 Mission report to the beneficiary and to the ACP Secretariat, including the above
deliverables as Annexes. The final documents should be delivered in a manner that
they can be shared on the Intra ACP GCCA’s common web-based platform.

Place: Home-based, Makerere University and Kampala, Uganda.

The assignment should start as soon as possible after approval of the Work Order and in consultation
with the ACP Secretariat.
Duration and Timetable
Each of the two Experts will complete the above activities in 52 working days each:
- Preparatory phase - Home-based : 2working days
- Travel: 2 working days
- In the field: 46 working days2
If there is a justifiable need for the consultant to continue working during weekends and/or
public holidays, an agreement on this matter can be arranged. The agreement will be based
on a written request (e-mail) from the consultant to CSF and a written positive reply (e-mail)
from CSF to the consult, cc ACP Secretariat.

Report Writing (home/away) and debriefing (Brussels): 2 working days
The debriefing will take place after submission of the Mission report and all relevant
documents, in consultation with the ACP Secretariat. If the Expert is not based in Brussels,
the debriefing may be done by telephone or via Skype.
Experts for task 2: Three Senior Experts on climate change in higher education support
Develop three interdisciplinary study course modules on climate analysis within the existing
MSc. ENR and proposed MSc. FEMD Programme curricula. The targeted course modules
include: (i) Climate change modelling; (ii) Vulnerability assessment and monitoring; (iii)
climate change adaptation programming.
Tasks for the three course modules to be developed include:
o Identify the needs of the University on climate change teaching. Assess the
constraints, gaps and opportunities within the existing courses on climate
change and adaptation and the existing MSc. ENR and proposed MSc. FEMD
Programme curricula
o Examine the teaching methods, tools and equipment of the courses on climate
change and adaptation, the existing MSc. ENR and proposed MSc. FEMD
Programme curricula
o Discuss the findings above with the national coordinator and propose a course
outline for the following course modules on climate analysis: (i) Climate
change modelling; (ii) Vulnerability assessment and monitoring; (iii) climate
change adaptation programming, within the specialised existing MSc. ENR
and proposed MSc. FEMD Programme curricula
o Propose a teaching plan, including a relevant list of reading resources;
practical activities and their outcomes; and a method for course evaluation for
the new course modules. Present and discuss this with the national
coordinator. Develop a final teaching plan to accompany the new courses
within the designated Master’s programmes
o Undertake training of trainer’s i.e. particular academic staff selected by the
department in consultation with the national coordinator, on climate change
modelling, vulnerability assessment and climate change adaptation

o Undertake development of relevant information and integration of the new
course modules: (i) Climate change modelling; (ii) Vulnerability assessment
and monitoring; (iii) climate change adaptation programming, into the existing
MSc. ENR and proposed MSc. FEMD Programme curricular;
Outputs to be delivered:
For each course module: (i) Climate change modelling; (ii) Vulnerability assessment and
monitoring; (iii) Climate Change adaptation programming:
 Well-structured course modules developed Teaching plan for the new course
modules, including power point presentations Training of trainers on climate analysis
on the newly developed course modules undertaken
 Concepts and modules of the new climate analysis courses are integrated into the
MSc. ENR and MSc. FEMD programmes
 Mission report to the beneficiary and to the ACP Secretariat, including the above
deliverables as Annexes. The Outputs should be delivered in a form and structure that
can be easily shared on a web-platform with other users of the Programme

3. Inputs required

Profile:
 Advanced University degree , Ph.D. preferred, in Climate change adaptation, Natural
Resources conservation/Management, development, planning or relevant related field
 Demonstrated professional experience of at least 10 years and ability to develop
action-based climate-related, sustainability or environmental strategic plans, evaluate
strategy effectiveness and project outcomes
 Strong working knowledge of current trends in environmental protection and climate
change science, policy, tools and methods (e.g. on energy calculation and
conservation, CO2 calculation, reduction, waste minimization/recycle...) including
options for action. On the ground experience, particularly in ACP countries would be
a major asset
 Successful demonstrated experience in working within large institutions and
partnership development with different organisations, institutions, communities,
governments or sectors
 Experience communicating specialized information to diverse audiences such as
policy makers, media, business leaders or the general public
 Proven experience in the use of participatory methods and their applications in
different contexts
 Experience implementing institutional assessment needs
 Good organizational skills, team spirit, with the ability to work in a changing
context
 Excellent communication skills
 Excellent written and spoken English.
Expert for task 1: Junior Expert on Green/Sustainability strategy and institutional
cooperation building
Profile:
 Masters or equivalent University degree in Climate change, Natural Resources
conservation/Management, development, planning or relevant related field
 Demonstrated professional experience of at least five years in implementing
institutional assessment needs; developing and implementing climate change-related,
sustainability or environmental plans and projects
 Strong working knowledge of current trends in environmental protection and climate
change science, policy, tools and methods

Demonstrated research and outreach experience in ACP countries would be a major
asset
Successful demonstrated experience in working within large diverse structures and
institutions, organisations or communities
Experience communicating specialized information to diverse audiences such as
policy makers, media, business leaders or the general public
Proven experience in the use of participatory methods and their applications in
different contexts
Good organizational skills, team spirit, with the ability to work in a changing context
Excellent communication skills
Excellent written and spoken English.
Experts for task 2:

Three Senior Experts on climate change in higher education
Profile:
 Advanced University degree , Ph.D. preferred, in Education focusing on Climate
change vulnerability assessment or modelling, Environmental/Ecosystem
Management, Climate change adaptation or relevant related field
 Professional experience of at least 10 years in education programmes development,
capacity building/coaching in Climate change adaptation/vulnerability assessment or
modelling, Environmental/Ecosystem management, or relevant field. Solid experience
in course delivery/training in the relevant field would be an added advantage
 Experience in ACP countries would be a major asset
 Proven experience in the use of participatory methods and their applications in
different contexts
 Strong analytical skills, particularly as applied to curriculum review, development and
methods of delivery
 Experience implementing institutional assessment needs
 Good organizational skills, team spirit, with the ability to work in a changing
context
 Excellent communication skills
 Excellent written and spoken English.

3.2.To be provided by the Beneficiary:

Provision of local transportation to the expert to and from the hotel to the
venue for the different meetings within the country (to be charged to the
beneficiary)

Provision of premises (free of charge) for local meetings and workshops

Selection of the stakeholders to be invited to the meetings/trainings with the
collaboration of the CSF expert

Any other logistical costs for the workshop and trainings – not financed by the
CSF ( to be charged to the beneficiary)

Provide and facilitate acquisition of University consumption and production
data relevant for the development of the green strategy (energy, water, waste,
paper, …).
