TITLE:
SENIOR FIELD INTELLIGENCE ANALYST
CLASSIFICATION: AO 27
JOB OVERVIEW
To coordinate and lead the intelligence research, data collection/collation and analysis, in the development and creation
of strategic intelligence products, operational plans and legislation for a significant ministry program, namely the
Intelligence Unit within the Compliance Division, Gaming Policy and Enforcement Branch, Ministry of Finance.
ACCOUNTABILITIES
Required:

Analyzes intelligence data from various open and protected sources.

Develops criminal intelligence products and services for use by GPEB and other stakeholders.

Provides advice and recommendations on legislation, policy and programs to senior management, ministry
executive and government officials.

Develops processes and participates in stakeholder consultations for defining program policies or priorities,
identifying stakeholder preferences and reconciling conflicts.

Conducts ongoing analysis of program policy or legislation, evaluates programs and services and recommends
changes for improvement.

Conducts issues management by identifying emerging criminal trends, gaming issues of major significance and
advising senior executive and the Minister and preparing recommendations for response that reflect overall
ministry policy and government direction.
Researches, develops and writes standards, technical guides, publications, presentations, legislative summaries,
briefing notes, information notes, and public discussion papers.
Represents the ministry on intra and inter-ministry working committees formed to develop strategic policy
concepts, intelligence gathering and supporting documentation.
Is a subject matter expert in criminal intelligence and analysis providing guidance to ongoing investigations and
audits within Compliance Division or as requested by other divisions within GPEB.
Analyzes and identifies social, economic, legal and political issues associated with program objectives, assesses
competing and/or conflicting priorities, identifies risks and issues, and recommends strategic policy alternatives
or significant changes to operations or service delivery




JOB REQUIREMENTS


Degree in public administration, law, criminology or equivalent of combination of education, training and related
work experience.
Experience in the development of intelligence gathering, legislation, regulation and policy. Preference may be
given to applicants with 5 or more years.
Experience in, and considerable knowledge in applying methods and procedures related to record-keeping,
indexing, research and information storage and retrieval, including experience with analytical systems and other
relational databases.
Ability to develop effective and productive working relationships with the local intelligence community

Knowledge of the ministry mandate, service plan, legislation, programs and initiatives.



Satisfactory background and security screening to qualify as a Special Provincial Constable (Appointed as Special
Provincial Constable under Section 9 of the Police Act.)

Successful completion of security screening requirements of the BC Public Service, which may include a criminal
records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as
