Service Agreement: Penalty Interest will be charged on overdue rates and charges at 11% per annum on a daily basis, please refer to your annual rate notice for further information. (Registered Pensioners and Seniors are excluded) The City offers the following payment arrangement via Direct Debit; On a set Fortnightly basis. Please refer to the attached form for dates or On a set 4 Weekly basis. Please refer to attached form for dates. Deductions can only be withdrawn from a cheque or savings account. It is your responsibility to have sufficient cleared funds available in the nominated account. If your nominated account rejects, this arrangement will be cancelled and debt recovery action commenced. Legal costs are borne by the Ratepayer. If your Direct Debit arrangement is cancelled, a reinstatement fee of $55 will be incurred. (Excluding registered Pensioners and Seniors) If you cancel this authority then full payment including penalty interest and charges is required immediately. The only alterations to your Direct Debit arrangement are; A change in account details or A change in the deduction amount. You need to notify the City immediately if your nominated account is changed in anyway. The City will not issue individual confirmation of payments made. This Direct Debits arrangement will continue until you advise the City to stop. A confirmation letter will be sent within fourteen days following receipt of your completed Direct Debit form. If you do not receive this letter within the specified time, please contact Rating Services on 9267 9160. TERMS AND CONDITIONS TERMS AND CONDITIONS 1 The City will continue this Direct Debit arrangement as specified until advised otherwise. 2 Deductions will be made from your account (as specified) every second or fourth Thursday as per the Direct Debit Deduction Dates set below. 3 The Customer will be advised of any changes to the Direct Debit arrangements within the City of Swan control; 4 For all matters relating to the Direct Debit arrangements, the Customer will need to: Call the City’s Rates department on 9267 9160; and/or Visit the City’s administration building at Midland Square, Midland and ask for the Rates Department; Email [email protected], send written correspondence address to City of Swan, P.O. Box 196 Midland WA 6936 or Fax on 08 9267 9444 outlining the request/issue. Please allow for a maximum of 10 working days for the amendments to take effect. The City of Swan will advise if longer is required. 5 The Customer should be aware that: a. Direct debiting through BECS/Centrepay is not available; and, b. Account details should be checked against a recent statement from your Financial Institution. If you are in any doubt, you should check with your Ledger Financial Institution before completing the drawing authority. 6 It is your responsibility to ensure sufficient cleared funds are in the nominated debiting account when the payments are to be drawn. 7 It is your responsibility to advise the City of Swan accordingly should your account be transferred or closed. 8 If the due date for payment falls on a non-working day or public holiday, the payment will be processed on the next working day. If the Customer is in any doubt, please refer to the Point 3 for further clarifications. 9 For returned unpaid transactions, the City of Swan will cancel the agreement and commence normal legal proceedings. 10 All customer records and account details will be kept private and confidential to be disclosed only at the request of the Customer or Financial Institution in connection with a claim made to an alleged incorrect or wrongful debit. 11 Disputes If you believe that a drawing has been initiated or carried out incorrectly, in the first instance please take the matter up directly with the City of Swan on 9267 9160. The dispute must then be followed up in writing. On receipt of advice of any dispute the issues will be investigated and the outcome communicated to you within fourteen (14) working days. If you do not receive a satisfactory outcome contact should be made with your financial institution.
