Cutter Commanding
Officers/Officers-in-Charge
Carry out an active unit-training program based on the
requirements of this Manual and area/district directives.
Provide appropriate level of guidance to ensure cutter
personnel receive the quantity and quality of training
needed to carry out assigned missions.
Shall approve the Unit Training Plan -
It shall, at a minimum, identify time slots for all
scheduled drills, exercises, all-hands training and
departmental/divisional training.
UNIT TRAINING PROGRAM
with the CO/OINC that must provide an
appropriate level of command emphasis to ensure
a viable training program.
► Begins
Board membership shall, at a minimum,
include the executive officer, training officer, all
department heads, educational services officer,
damage control assistant and corpsman (if
assigned).
► Training
►
Each unit shall promulgate a unit training instruction
that, at a minimum, addresses the following:
►
Internal procedures and guidelines for conduct of the Training
Board including the required frequency of convening.
►
Personnel assigned to carry out the PQS responsibilities listed in
Chapter 5, paragraph C.1.a.-e. of this Manual.
►
Training Board membership by name or position/title.
►
A list of PQS qualifiers by subject matter and name or
position/title.
►
OBTT membership by name.
►
Internal routing procedures for exercise evaluation sheets,
departmental/divisional training records and PQS/JQR
qualification records.
►
Responsibilities, policies and procedures associated with the
Indoctrination Program.
Final Certifying Authority
► The
CO/OINC - for OOD, TAO, boarding
officer, boarding team member small boat
coxswain, and surface swimmer.
► XO/XPO or department heads - for
other watchstations.
Interim Qualification.
► Commands
may authorize interim qualification for
all watchstations.
► Except that personnel conducting Law
Enforcement boardings: must be fully qualified
in accordance with Boarding Officer/Boarding
Team Member Personal Qualification Standard
(PQS), COMDTINST M16247.3 (series) and other
applicable instructions.
► Interim
qualification for these watchstations
is not authorized.
Re-qualification
►
Each individual shall go through a requalification process
when they transfer to new commands. Other situations
wherein requalification may be necessary are when
revised PQS is received and, in the CO/OINC
judgment, changes to the standard warrant
requalification; or when the validity of an individual’s
qualification is suspect in the eyes of the CO/OINC.
There are some general qualifications that can be
transferred from command-to-command at the discretion
of the CO/OINC. However, under normal
circumstances, a previously qualified individual must
requalify in installed systems and items unique to the
unit. Personnel falling into this category should have a
tailored qualification program laid out for them shortly
after arrival at their new command.
CUTTER SWIMMER JQR
Cutters shall maintain two (2) qualified
swimmers at all times.
► The decision to deploy the swimmer rests
with the CO/OINC.

TRAINING TEAMS

OBTT – ONBOARD TRAINING TEAMS
Composed of the most qualified officers and petty
officers shall be organized to assist the CO/OINC in
training individuals and teams, and in evaluating
performance during drills and exercises.
►
CO/OINC
determines the number and size of training teams based
on available personnel and training requirements.
Training team members must be approved by the
CO/OINC.
► Damage
Control Training Team (DCTT).
► Engineering
► Navigation
(NSTT).
Training Team (ETT).
and Seamanship Training Team
Special and Emergency Operations and Procedures
(SEOPS)
►
SEOPS is a performance based training and Qualification
system specifically designed for cutters 175’ and less.
►
SEOPS combines standard doctrine, a core and strand
unit level training and qualification system and training
team visits to enhance and sustain cutter readiness.
Volume I of the SEOPS unit level training system is
equivalent to the Navy Damage Control PQS (NAVEDTRA
43119 (series) sections 301, 302, 303, 304, 305 and 307
and an adequate substitute.

SEOPS - cutters will utilize the standardized Drill
Performance Check Sheets for each shipboard exercise.
DRILL SHEETS
►
A numerical score based on 100 maximum points shall be
used and scoring factors shall be predetermined on
exercise evaluation sheets. Major safety violations will
result in the observer deducting 40 points. Minor safety
violations will result in a 10 or 15-point deduction as
determined by the observer. Standard grading factors are:

Outstanding
94.9 - 88%
Excellent
87.9 - 75%
Good
6-2 74.9 - 62.5%
Satisfactory
62.4 and below Unsatisfactory
