MEMORANDUM FOR All Third Brigade JROTC Units
SUBJECT: Memorandum of Instruction (MOI): Guidance for Acquiring and Wearing the Army
Service Uniform (ASU) for JROTC Cadets during FY13
1. Purpose: The purpose of this MOI is to provide guidance about acquiring and wearing the
ASU for Army JROTC Cadets during FY13. This MOI:
a. Tells you what ASU items you have already received or will be receiving in the push
package from USACC (Enclosure 1)
b. Provides instructions to obtain authorization to use fund cites and MILSTRIPS
(Enclosure 2 and 3 with continuations).
c. Provides NSN’s for all of the items in the ASU (Enclosure 6).
d. Provides guidance and instructions on the wear of the ASU (Enclosures 5 and 7).
e. Provides guidance for cadets who may continue to wear the Army Green Uniform perhaps
until FY16.

3. General : The JROTC Directorate and USACC have authorized us to begin the transition of
JROTC Cadet uniforms from Army Greens to the Army Service Uniform (ASU) in October
2012 (FY13) using FY13 MPA funding. You will all receive, as an initial push (funded at
USACC) the items contained in Enclosure 1 (ASU Push Package). These items are being
shipped now.
You may begin ordering the ASU uniforms items required to outfit your programs now. Please
refer to Enclosure 1 (ASU Push Package) to see what it is you still need after you receive the
items that were purchased for you. Priority of fill is for LET 4s first, and then LET III’s, then

Let II’s and finally LET I’s. LET 1s will continue to wear the Army Green Uniform (Class A
and Class B) until they are authorized for conversion to ASUs during FY16. This does not
prohibit LET I’s from wearing the ASU, it simply outlines the priority of fill for the
Command. We are not actually funded for all the LET I’s until FY 16. What it means it you
may not have enough ASU’s for everyone until FY16. Be sure and note that teams all have to
be in the same uniform (in paragraph 5 of this MOI) and this may force you to fill some of your
LET I requirements prior to FY16. Also note that the only color of beret that is authorized
with the ASU is the gray beret.
You can order these items on DOD EMALL, with your GPC. You may and should also get set
up with EMALL to use MILSTRIPS with a Funding Code. The instructions for doing this are at
Enclosures 2 and 3. You should do this even if you plan to use your GPC in case the day
comes when we don’t have the GPC anymore.
The ASUs for male and female JROTC Cadets consists of the items listed and described in
Paragraph 4.
4. The ASU for Army JROTC Cadets
a. Components of the ASU
(1) The ASU: The ASU for JROTC Cadets will be composed of an Enlisted Army Blue 450
Coat; Army Blue 451 Trousers without the yellow stripe (males); Army Blue 451 Slacks
without the yellow stripe (females); Army Blue 450 Skirt (females); a gray long sleeve or
short sleeve shirt; necktie; the Gray Beret (wool); and the authorized belt w/buckle, black
dress shoes, and dress socks. This uniform is nearly identical to that issued to enlisted
members of the Army Active Duty, Reserves, and National Guard, with the exception of
the gray beret, gray shirt, trousers and slacks without stripes, and the wear of awards and
decorations.
(2) Coat. This refers to the enlisted coat with epaulets. The coat is a four-button, singlebreasted coat with peak lapels, front and underarm darts, two-piece back with vent, two
top-pleated patch pockets with flaps and two lower inside hanging pockets with flaps. The
shoulder loops for the coat shall be buttoned down and have rounded edges at edge nearest
the collar and have 1/8 inch wide gold cord edge braid attached. The inside of the coat
shall be 3/8 lined with yoke back, fully lined sleeves, and one inside breast pocket. The
coats shall have gold sleeve ornamentation attached to the bottom of the sleeves, 3 inches
from bottom of hemmed sleeve. It is designed to fit slightly at the waist to conform to the
individual’s figure.

(3) Shirt (Short or Long Sleeve). The shirt shall be a dress style with a standup collar, collar
stand and yoke. The collar shall contain collar stays. The shirt shall have two plain chest
pockets with button through flaps. It shall also have a pen pocket inside the left breast
pocket, approximately 1-1/4 inches wide, hemmed at the top and open at the bottom. The
shirt shall have tapered shoulder loops and cuffs (Type I). Each shirt shall have permanent
creases; three creases on the back and one on each front of shirt positioned in accordance
with the marks on the pattern. The creases shall have a continuous appearance on the front
through the shirt, front of each pocket and pocket flap. The shirt is available in both long
and short sleeves. The long sleeve shirt has two button interlined cuffs and is designed to
be worn strictly with a tie. There is one extra button on bottom front of shirt.
(4) Trouser. The men’s trousers are a dress type with a sewn-on waistband with hook and
eye closure, a French fly tab with slide fastener, straight-on seam side pockets, double
cord hip pockets and cut back darts. The left hip pocket has a buttonhole tab and button.
The inside of the waistband has a rubberized non-slip tape. The leg front and back creases
are treated with a permanent silicone adhesive bead. They are designed to fit smoothly,
but not tightly, around hips, seat, and waist, with a slight fullness for comfort. The rise is
automatically built into the trousers and varies with different lengths.
(5) Skirt. The skirt is a dress type with a one-piece set-on waistband, a waistband extension
piece on left side of waistband closure, a rubberized nonslip tape on inside of the
waistband, a back slide fastener, two front and two back darts, an on seam waistband
pocket on right front (with pocket opening on outside of skirt), a back open pleat finishing
right over left. The lining shall be a free hanging full lining, attached to the skirt at
waistband with a closed inverted pleat in the lining. It is designed to fit smoothly, but not
tightly around hips, seat and waist, with a slight fullness for comfort.
(6) Slacks. The slacks for female Cadets are a dress type with a sewn-on two-piece waistband
with centerback outlet for alterability, five (5) belt loops, a hook and eye waistband
closure, two front and two back darts, a French fly with slide fastener, straight on seam
pockets and straight legs. The inside of the waistband shall have a rubberized nonslip tape.
The leg front and back creases are treated with a permanent silicone adhesive bead.
(7) Necktie/Neck Tab. The Necktie is a four-in-hand type for males and the Neck Tab for
females.
(8) Belt w/ Buckle. Black web, 1-inch, with brass tip and brass buckle.

(9) Socks/Stockings. Black, dress (authorized only with the slacks). Stockings,
sheer(authorized only with the skirt)
(10) Shoes. Oxford, black. Black service pumps are authorized for females.
(11) Gray Beret. The beret is a one piece gray knitted wool shell bound with leather and a
draw cord through the binding. The beret has a Gold trim black center flash sewn onto the
badge stay. Cadets are approved to wear the following religious headgear with the JROTC
uniform: turban, hijab and yarmulke. Headgear will be conservative and subdued in color
(black, brown, green, dark or navy blue or a combination of these colors). The headgear
cannot bear any writing, symbols or pictures. Cadets may wear approved religious
headgear in place of military headgear (e.g., turban and hijab). Standard JROTC headgear
will be worn when it can completely cover the religious headgear (e.g., yarmulke).
Approved headgear are authorized for wear during all JROTC activities (i.e., drill team,
color guard, parades, speaking engagements, etc) that do not pose a risk to the safety of
the cadet, cadre or others. For example, a cadet wearing religious headgear can be
exempted from certain events that may result in injury to the Cadet or support personnel
such as obstacles course/rappelling etc.
b. Detailed instructions for proper fit and wear of the ASU and accoutrements are at Enclosure
5 (ASU Basic Fitting Guide) and Enclosure 7 (Placement of Accoutrements, ASU).
c. The JROTC ASU will be worn IAW the standards/regulations outlined in CCR 145-2 and
AR 670-1.
5. Guidance for wearing the Army Green Uniform and Black Jacket Windbreakers.
a. The Army Green Uniform will continue to be in the JROTC inventory for the next few
years. LET I (and perhaps some LET II) cadets may not get their complete uniforms until
FY16. Mixing and matching the ASU and Army Green Uniform is not authorized. We
are not authorized to purchase Army Green Uniform items anymore.
b. Senior ROTC programs will assist in providing Army JROTC programs with Army Green
Uniform items during FY13 through FY15. Please send your Army Green Uniform
requirements to your Brigade POC (Barry Vanden Berg) and he will staff them with the
brigade S4 and other units in the brigade.
c. If cadets are competing as a team, every member should be dressed the same, i.e.
authorized ASU with the Gray Beret or the Army Green Uniform with the Garrison Cap.
As an example, for regulation drill during Army National Drill Competition

Championships and the National High School Drill Competition Championships, the
JROTC Cadet ASU with Gray Beret is the only authorized uniform that will be worn for
those associated events. No other color of berets will be worn with the JROTC Cadet
ASU
d. The Army JROTC Black Jacket Windbreaker with JROTC emblem will continue to be a
critical part of the JROTC uniform. Cadets are authorized to wear the windbreakers as
necessitated by the weather.
e. LET 2 and LET 1 Cadets may wear the Black Windbreaker in lieu of the ASU coat until
we have enough coats for them.
6. Coordination Instructions. A detailed listing of NSN’s for each ASU item is at Enclosure 6.
