Health, safety and environment
At Toll safety is one of our core values. It’s at the heart of everything we do. To strengthen the Group’s
position as One Toll, we have a Group wide safety strategy called Think safe. Act safe. Be safe.
The aim of Think safe. Act safe. Be safe. is to encourage a values-driven joint approach to safety,
with strong foundations in safety leadership and safe behaviour. Safety is not only about complying with a
policy or procedure; it’s about developing a strong safety culture through felt and effective safety leadership.
Managing our impact on the environment is an integral part of the way we do business and is considered
an essential part of the wider system for the management of our business risk.
Our success is dependent on all leaders and managers showing strong and consistent leadership around
health, safety and environment.
Our strategy is about creating a workplace that protects worker health and safety, and reduces our
environmental impact.

Toll has a strategy for health, safety and
environment made up of three key elements:

and principles
This strategic framework explains how these
elements are interlinked, and the role they play
in continuous improvement.

Our visions and principles
The Toll Group health and safety and environment visions and principles were formulated by the Group
Senior Executive Committee (GSEC) and are used to guide actions and behaviours across the whole Group.

Our health, safety and environment principles
At Toll we believe that all injuries are preventable
and that no task is so important that it can’t be
done safely. This underpins our belief that
everyone has the right to go home safely, and
together we make it happen. The vision and
principles are supported by a single simple
message – Think safe. Act safe. Be safe.
• Each person is responsible for acting safely
without risk to themselves or others and
protecting the environment.
Our environment vision
• Consultation and engagement with all who
work in, or with our business, is fundamental
to improving performance.
Reducing our environmental impacts while providing
superior service and value to our customers.

• Management at all levels is responsible
and accountable for workplace health, safety
and environment.
• Providing training is essential.
How we manage health, safety and environment
Our health, safety and environment management
system underpins our visions and principles, and is
made up of:
• A governance structure that defines our
responsibilities and accountabilities for
delivering our health and safety and environment
visions and principles. The Board health, safety
and environment committee is the peak governing
body for health, safety and environment at Toll.
The Board is supported by the GSEC which acts
as the primary policy approval body, sets the
Group’s health, safety and environment direction,
and approves the strategy. The line function is
supported by health, safety and environment
professionals who provide specialist advice and
assistance. Other health, safety and environment
support mechanisms include risk networks, that
develop and share “best practice”, and teams
that are initiated to resolve specific health, safety
and environment issues.
• An operating framework that guides how we
will operate to achieve our health and safety and
environment visions. It also sets out a number
of minimum health, safety and environment
standards, but allows for customisation based on
the different locations and environments in which
our businesses operate.
• Performance measures that are standardised
and aligned throughout the Group. Measures
are designed to ensure the desired operating
behaviours and standards are applied
consistently across the business. Performance
against the Toll Group health, safety and
environment management standards will be
regularly assessed through an audit program.

Our operating framework
Operating across many different industry sectors in over 55 countries, it is important that we define the
minimum health, safety and environment standard, and set clear expectations on policy requirements.
Acknowledging that not all of our business units are the same, our operating framework gives us flexibility
to meet our differing business requirements.
Our health, safety and environment management standards form an integral part of the operating framework
that applies to our different operating environments.
Importantly the health, safety and environment management standards also:
• Set out and formalise the expectations for the development and implementation of the minimum levels
of standards for all sites and businesses globally.
• Ensure linkage and alignment of procedural and compliance requirements of regulatory authorities with
the expected business operating behaviours and approaches in the workplace.
• Establish a benchmark performance criteria that forms the basis to drive year on year improvement.
A global approach to managing health, safety
and environment
Toll owns and operates a range of supply chain and logistics businesses globally. These businesses operate
in many different cultural environments and regulatory frameworks. The Toll Group health, safety and
environment management standards cover the different operating situations and form an integral part in
ensuring our health and safety and environment visions, principles and policies are enacted.
The Toll health, safety and environment management standards apply to all businesses, locations and
functional departments, at all levels, within Toll Group globally. The Standards are consistent with:
• AS/ NZS 4801 Occupational Health and Safety Management System – Specification with guidance for use
• OHSAS 18001 Occupational Health and Safety Management Systems
• ISO14001 Environmental Management Systems – requirements with guidance for use
In the context of driving year on year improvement our standards are continually reviewed and updated, taking
into account performance measure results, best practice, industry standards and statutory requirements.

Leading safety in our teams
Essential to our health and safety and environment
visions is having felt and effective leadership at all
levels through the organisation. Effective health,
safety and environment leaders will bring to life our
visions and principles.
Our leaders are accountable for health, safety
and environment and will be equipped with the
necessary tools and information to lead within their
business. We expect our leaders will be visible in the
workplace, will actively engage their people and will
clearly communicate expectations to their people.
