2017 - 2018 Volleyball League Rules
1.
There is no warm-up time prior to the scheduled games. Warm-up time if
required will interfere with the allotted game time. Should the referee not
have nets set up on time and/or the game does not start on time due to the
referee, the game time will be extended up to15 minutes. All match times
will start within 5 minutes of the actual start time. When scheduled time has
expired, the team winning the current game will get the recorded win
provided the team has at least 12 points. If the score is tied at 12 points or
higher, the next point will decide the match. If neither team has 12, no win
is recorded on either side for the 5th match.
2.
Teams begin play with no less than 4 players on the court. A team is
allowed 20 minutes total waiting time per game for lateness. That is, if there
are less than 4 players at the end of the 20 minutes, the match is then
forfeited. However, if a player arrives within the allotted 20 minutes, match
play begins immediately. If there are games remaining to be played after
the 1.5 scheduled hours due to lateness the points will be awarded to the
original “on-time” team.
3.
Matches are 5 games per set. One point is awarded per game won, keeping
in mind that all games must be played within the allotted time. A game win
is by two points or the first team to reach 25 points – the “27 point cap”
applies. All games will be rally point to 25.
4.
Teams are allowed 1 timeout per game. If the match is within 5 minutes of
finished slot time, no timeouts will be allowed. Officials are to call out the
remaining 5 minutes of the match (if need be).
5.
No outright arguing with, or criticism of, the officials will be tolerated.
Decisions of the officials are final. Harassment will result in an individual or
team warning. Any continuation will result in a player dismissal or a
forfeiture of games/matches. The officials are paid employees of the YMCA
and will be treated as such. A player may be subsequently suspended.
Only the team captain is allowed to confer with the official. The referee will
call out the score intermittently. Protests based on referee calls will not be
allowed. If you have an issue with a referee, feel free to contact the
Volleyball Coordinator in writing with your complaint.
6.
If an official dismisses a player from a game that player must leave the
facility immediately or the team will forfeit that game and each game that
the player remains in the building for. The official will present a written
report to the league convenor and YMCA before the next game. Further
suspension may be levied. Dismissed players may exercise the same
option in their defence.
7.
Clarification of foot faults is to the referee’s discretion.
8.
Team captains must fill in score sheets with first initial and last names of
all team players. Players may not play unless they have paid their entry fee
and are on the team roster or games will be forfeited. Team captains are
responsible for ensuring that this is the case. Teams playing with
unauthorized players will forfeit their matches.
9.
Team captains are to sign the score sheets at the end of the game. As a
team captain you are signing that the proper games won have been
awarded to the proper teams and that all players are eligible to have
played. It is the responsibility of both team captains to report the match
score following the game to [email protected] a template will be
provided to report your scores with.
10.
10. Spectators are allowed under the following conditions:
No children under the age of 18 are allowed at any facility. Exceptions:
Children under 10 years are welcome at the YMCA but must be
accompanied by a non-playing adult.
b) Adult spectators must remain in the gym; they are not to wander around
the schools.
c) Team captains are responsible to let the spectators know where to sit. The
referee will ask the captain to let the spectator know if there is a problem.
d) Substitution Rule: Teams must declare, at the start of each match, whether
they are using “continuous rotation” or “no subs” during their match. If
you are using “continuous rotation” then every player in attendance must
be rotated through the line-up (*everyone*). If you are using “no subs” then
the only time you can sub is through an “injury” substitution.
a)
11.
Libero: Teams may use a libero as per OVA Rules. You must declare this,
at the start of the match, to the referee and the other team. If you are using
a libero within the “continuous rotation” rule then you must ensure that
your rotation stays in proper order.
12.
Please note that any contact with the net is a fault.
13.
Co-Ed: Teams may only have a maximum of three (3) males on the court at
any one time.
14.
GHOST PLAYER RULE: Any co-ed team that has only 2 females on the
court (5 players) will have a vacant position. This position will be
considered a ghost player. The "ghost" player position will start at the
middle back and rotate around as any other player. When the "ghost"
player has rotated to the front row there will only be 2 true front row
players. When the "ghost" player rotates to the service position there will
be an automatic side out and a point awarded to the opposing team.
15.
All officials will enforce all other OVA rules not covered by the above rules.
(see attached summary)
16.
17.
Scheduling
League structure remains in each division. The top one team and the
bottom one team will rotate after each round within the division. Exception
– the final round before playoffs.
18.
Games that are not played at their scheduled time due to weather,
unavailability of the gym, or other reasons, will be rescheduled only if
possible, before the end of the round. If this cannot be done the game will
go as a “no play” and will not affect the standings for either team.
19.
Expect that all games will be played. In case of severe weather team
captains will be contacted if possible. Listen to AM CFCO 630 or FM CKSY
94.3 for cancellations. Decisions are not made until 5:00 p.m. at the earliest.
20.
Playoffs for the league will be scheduled games best of 5 elimination
matches. The 5th and deciding game in the match will be to 15 points as per
the OVA Rule Book.
21.
22.
Administration
All team rosters must be finalized by the end of the first round. Please
ensure that you have a minimum of 6 players on the roster by the end of
the first round. No additions to the rosters may be made after the first
round. “Substitutions” after the first round must be approved by the
Volleyball Coordinator and are normally only given for medical reasons
and/or the original player moving from the area. (“Substitutes” must be of
equal or lower calibre than the player they are replacing.)
23.
Although this is an “Adult” league, it follows the same
membership/program policies of the YMCA. The league has also been set
up to accommodate “college” teams. Therefore players must be a minimum
of 16 years of age on or before December 31st of the current playing
season.
24.
Team captains must fill in the score sheets with the first initial and last
name of all team players present at each match. Players may not play
unless they have paid their entry fee, are registered on the team roster, and
have signed all appropriate waiver forms. Failure to meet the above criteria
will result in forfeiture of any games in which the player played. Team
captains are responsible for ensuring that all players meet the criteria
listed. Team captains are subject to suspension for use of “illegal” players
as outlined in the criteria.
25.
Players may only register on one team per night.
26.
There will be no substitution of players after the end of the last round of the
regular season, due to medical and/or other reasons.
27.
Refunds, if warranted, will be pro-rated and are at the discretion of the
Volleyball Coordinator or the General Manager of the YMCA. No refunds
will be issued, players leaving due to medical and/or other reasons will
work through the team captain to receive compensation from the
“Substitution” players designated to replace them.
28.
The YMCA, through the Volleyball Coordinator, has final authority on all
decisions affecting the administration of the league.
29.
At the end of the final round of each season, team positions for the
following season are guaranteed to the “TEAM”. The definition of “TEAM”
constitutes 51% of the players from the previous season returning to play.
