The Courts Administration Authority
The Courts Administration Authority of South Australia (CAA) operates within the Courts
Administration Act 1993. It is overseen by the State Courts Administration Council and is
independent of the government. Its principal objective is to provide quality administration to
the Judiciary and to ensure an effective and accessible courts system for the South
Australian public.
Participating courts of the Authority are the Supreme Court, District Court, Environment,
Resources and Development Court, Youth Court, Magistrates Court, and the Coroner's
Court.
Strategy and Court Operations Division
The Strategy and Court Operations division provides centralised jurisdictional and
administrative services to participating courts of South Australia. It is comprised of functional
work teams which deliver strategic and operational court-focused services and solutions to
ensure the effective and efficient operations of the courts and support its future direction.
The Strategic Reform unit will be instrumental in leading key reform projects for the CAA with
a particular focus on driving and delivering the vision for a new electronic case management
system and other key reform projects which embraces contemporary technology for the
efficient, effective and timely delivery of justice.
The Role
Reporting to the Executive Director Strategy and Court Operations, the role provides
executive leadership and management to the Strategic Reform Unit and dedicated projects
teams in developing and directing the implementation of innovative strategies, and resulting
change projects, to support the achievement of the Courts Administration Authority strategic
intention.
The Director Strategic Reform provides strategic leadership, major project management and
leads the Authority through business and cultural change.

Key Accountabilities/Responsibilities
Strategic Reform









Create, develop and direct the implementation of innovative strategies, and resulting
change projects, to support the achievement of the Courts Administration Authority
strategic intentions in conjunction with other Executive roles across the CAA.
Lead the implementation of the proposed new Electronic Court Management System
to transform the technology that supports Courts operations. Including, leadership of
the ECMS project team and a project budget of $25million.
Guide, influence and support the Judiciary and staff across the Courts Administration
Authority to develop, accept, change and embed new business processes and work
practices.
Research, analyse, advise and make recommendations on strategic direction,
innovation of court business processes, risk and change management matters.
Initiate, design, plan and lead major projects for the improvement and modernisation
of court business systems and processes to support the provision of high quality
court services.
Develop and implement a range of short and long-term strategies to build momentum
and readiness for change, and actively identify, manage and provide guidance and
leadership regarding resistance and barriers to change.
Guide, influence, prepare and support the organisation, the Courts Administration
Council, the Judiciary and staff across Courts Administration Authority to accept,
change and embed new business processes and work practices.
Develop and implement a vision and plan to ensure the Judiciary and staff are skilled
to perform functions and work associated with new business processes and
technology.
Evaluate, analyse and, where required, adjust the direction of projects and change
initiatives to ensure the desired strategic outcomes are achieved.
Executive Leadership and Management







Lead, manage and develop project teams to deliver court business reform projects.
Manage financial resources, project documentation and reporting processes to
support project delivery.
Drive strategic and business planning, performance measurement and reporting for
strategic reform.
Ensure effective and accountable use of resources through appropriate budget,
financial and procurement practices.
Contribute to and support the SCA’s leadership and strategic direction for the CAA,
its growth and transformation.
Contribute to the oversight of strategic projects within the CAA and advocate for
appropriate team resources to deliver outcomes while maintaining court operations
sustainability.
Exercise judgement and delegated authority for the effective management of
resources which includes, but is not limited to, people, finance, facilities, equipment
and technology.

Communication and Relationship Building




Develop and maintain strong collaborative relationships with the judiciary, CAA
executives and senior managers, and other key stakeholders to support the strategic
direction of the courts and the CAA.
Establish and actively utilise consultative networks with relevant bodies, other
Federal and State Court jurisdictions; and actively contribute to discussions
concerned with the development of court rules, processes and procedures.
Engage and motivate staff to work collaboratively toward achieving strategic and
business objectives, and provide services which meets judiciary, registries and court
user expectations and requirements.
Establish strong productive working relationships with external stakeholders and
manage expectations through effective communication and flow of information.

Selection Criteria
Essential








Extensive experience in the leadership of innovative business process reform
Proven influencing and negotiating capabilities in change management context
Demonstrated ability to execute strategies and act decisively in an environment of
ambiguity
Proven ability to maintain the vision for change through personal drive, commitment
and resilience
Demonstrated strategic thinking, conceptual and analytical skills, and creativity
Knowledge and understanding of current and emerging approaches to courts’
administration, including the function and administrative procedures of courts
Well-developed interpersonal and communication skills including negotiation,
consultation and conflict resolution with the ability to manage a large number of
internal and external stakeholders
High-level political acumen, diplomatic skills and understanding of complex
organisational dynamics.
Qualification
Desirable:
Degree or post graduate degree in business management, law, public
administration or other relevant discipline and/or industry recognised
qualifications in project management.
Special Conditions
The following special conditions apply to this position:


Engagement is under the Courts Administration Act 1993. Terms and conditions of
employment are governed by the Public Sector Act, 2009;
Appointment is subject to a satisfactory Child Related Employment Screening
(National Criminal History Record Check) prior to employment and subsequently
every three years.
Offer of Employment
An attractive Executive salary package will be negotiated with the successful candidate.
The salary package will be offered within the Executive A Remuneration level (currently
$141,484 – $198,146 (inclusive of 9.5% superannuation)).
The successful candidate will be appointed on a contract offered for a fixed term of up to five
years.

The Council is chaired by the Chief Justice and the State Courts Administrator is the

Contemporary technology for courts is
essential for the efficient, effective and
timely delivery of justice. The Courts
Administration Authority is embarking on
an exciting new project to deliver our
vision of a State wide system to collect,
store and process court proceedings
electronically, ensuring delivery of the right
information to the right people at the right
time.
There has been a rapid escalation in the
use of information technology in
workplaces, businesses and government
in the last two decades. Social media has
changed dramatically the way in which we
engage in recreation and other social
activities. Judges in all of the Courts of
the
State
have
embraced
new
technologies.
Documents are routinely
received electronically.
Volumes of
multiple copies of paper transcript have
been replaced by electronic transcript in
appeal courts.
Judges who are
championing the adoption of information
technology are actively involved in working
groups
which
are
examining
its
introduction into all aspects of judicial
work. The Judges who will be appointed
in the next decade will be familiar with
contemporary technologies.
The Courts play a pivotal role in both the
Criminal and Civil Justice systems within
South Australia. The implementation of
contemporary electronic filing systems
would allow the transition of court
documents from paper to electronic form.
Legal documents would be submitted to
the court without lawyers or litigants
physically attending the court or posting or
faxing the documents. It would provide
24x7 access, and offer valuable savings to
business and the community by reducing
legal costs.

Electronic Court Management System has been developed with the view to addressing the
demands of Court users and the wider community of South Australia currently, over the next
