The newly carved out state of Andhra Pradesh, a region with rich cultural traditions
and geographical diversity, intends to promote and execute affordable housing
projects for the benefit of its citizens in general and the EWS & LIG category people
in particular.
These projects are spread across 13 districts of the state, and the nodal agency is,
the Andhra Pradesh State Housing Corporation Limited,(APSHCL) intends to usher in
a new way to conceive, build, and manage subsidized public housing projects.
As a part of its effort to create a vibrant living environment for its occupants and
APSHCL invites for construction of Model Housing Projects in each district with the
(5) technologies or combination of technologies for the development of specific
projects.
It is proposed to empanel the Registered agencies/Firms for construction of Model
Housing Projects in each district in Andhra Pradesh.
The Registered agencies/Firms willing to apply shall submit the details of
understanding about the Technologies, experience if any in the specified
Technologies or experience
in conventional mo0de of construction, skilled
Manpower available with them for taking up the work if entrusted.
Eligibility
1. General Profile and Statutory Requirements of Incorporation / Credentials of the
Agencies:
i.
The reputed, experienced, technically and financially sound companies registered under
Companies Act, 1956, firms, individuals, Bidders / Institutions / JV /PSU shall be registered in
appropriate class of any Government departments
who will be able to meet the eligibility
criteria are eligible to apply.
ii.
They shall have valid registration with concern departments in regard to VAT, IT & Central excise
and customs.
iii.
In case of JV, all the norms are to be followed such as lead consortium member shall hold a
minimum 51% of the share holdings and shall be continued till completion of the project.
iv.
A copy of the JV Agreement registered should be submitted.
v.
Any change in composition of the JV after bidding shall be done duly taking advance approval
from the department and at any point of time; the bidding consortium shall hold the required
technical qualifications as prescribed for undertaking that package.
2. The Firms shall be well versed with the Technologies for which they have
opted. They may refer Compendium of Prospective Emerging Technologies
for Mass Housing brought out by Ministry of Housing & Urban Poverty
Alleviation Government of India and relevant codes of practice and
specifications of APDSS in respect of the 5 notified technologies in this
document. They have to make presentation about their understanding about the
Technologies before the advisory committee for selection and empanelment to be
appointed by the APSHCL.
Process of Empanelment
The interested registered agencies/Firms may download the registration documents
from the APSHCL website (http://aphousing.cgg.gov.in) during the specified period.
All the applicants will be required to pay a non-refundable fee of Rs. 5000/- by way
of Demand Draft /Bankers Cheque drawn in favor of Managing Director,, A.P.State
Housing Corporation Ltd., payable at Hyderabad, at the time of submission of the
document along with the application form.

The following documents need to be submitted:
a. General Profile and Statutory Requirements of Incorporation / Credentials of the Agencies:
clearly stating the list of technical staff with details of their qualifications,
experience, and field of expertise.
b. List of projects handled in last five years along with their costs/covered area
and the addresses of clients.
Assigning Projects
The projects will be assigned through a process of limited competition
amongst a group of Empanelled registered agencies/Firms found suitable for
the particular project. The short-listed group for a particular project will be
given the project brief by which agencies/Firms will be required to submit
their willingness to undertake the Model House, Technology proposed, Safe
barring Capacity ( SBC) wise cost per SFT, time required for completion etc,
as called for to
APSHCL
An expert advisory panel will evaluate the proposals submitted by the empanelled
firms and upon the recommendation of the advisory panel, APSHCL entrust the work
to the selected Firm.
