Introduction
advances in technology improving the quality and
timeliness of census results
 The use of electronic data collection technologies―along
with use of geospatial technologies―have substantially
impacted considerations for planning, designing and
implementing census operations
 approaches before making a decision for the adoption of
hand-held electronic devices needed As devices type
selection /Internet online and off line/ questionnaires and
programme
 challenges arising from the use of multi-mode collection
 Six topic will be discussed here Key issues in planning/ Key
determinants factors/ processes of decision/ the important
planning preparation considerations/ the important of the
adoption of hand-held data collection in redesigning of
census processes and strategies used for maximizing the
benefits

Topic 1: Key issues in planning for the adoption of
hand-held electronic data collection technologies
national context: used of technology reduce cost
and time and lead to good quality and quantity
goals of the statistical system: Adaptation
technology
cost-benefit analysis: bulk devises first used need
countries sharing
risk analysis: online prefer offline
NSO capacity: national communication data
centre and financial application
Topic 2 Key determinants factors of: planning
for the adoption of hand-held data collection
institutional factors:Cpi data collection/Health
survey wife/financial data base survey with local
company map curser of identify building and Gps
for entity cspro questionnaire
 technological factors: Program selection /spatial
data centre cost
economic factors:devises cost/ spatial data centre
cost cont. cost / raw data security
human factors: new experience of trained staff
 social and cultural factors:
nothing
Topic 3:processes of decision making and developing a
business case for selected of hand-held data collection

GPS RSOLUTION FOR HOUSIG IDENTIFICATION
 Proccess application Need less than one meter
resolution image for urban and five metere for rural
 Image digitalization and block geocode before field
Topic 4 :the important planning preparation considerations
for adoption of hand-held data held data collection
oversight and management of technology
investments: Construction of table control coverage
/Result good classification identification
institutional capacity development: Work station in
each locality for online/trained staff/spatial data
centre/devises can be used for other application
IT acquisition management: construct and foundation
of it data for other Cspro programme application can
analysis and transfer to excel for Gis to lead to spatial
analysis
outsourcing: prepare source
 IT systems development, including data collection
instrument:can be used by other
Topic 4 :the important planning preparation considerations
for adoption of hand-held data held data collection
data transfer from the field: construct work station s
in each locality and online / mapping curser Control of
work progress /Offline data collection for good storage
of data save data
 security: spatial datacenter for raw data security /
offline to save data
use of geospatial technology/digital mapping: spaial
analysis and good dissiminatin of data
testing:mapping curser of block or building
geocode/online surver accuracy for each enumerator
quality assurance : online edit/field check /work
progress in the field
considerations for using multi-mode methods for data
collection: image ground
Topic 5 : the important of the adoption of hand-held
data collection in redesigning of census processes
save time of data entry
 control soft edit and easy check
On line reduced vehicle and
transportation cost
 Progress of field work
Control coverage
 Reduce Printing cost
Easy handed
Topic 6 : strategies used for maximising the benefits of investment in
new data collection technology census processes
strategies of technology will be used need to focus on
the following:
High resolution image for urban and five meter for
rural digitize block and building and geocode in office
Mapping curser in devise for identification and control
High resolution Gps for identification of building and
housing unit also tracking EA boundaries
Gis operating for geocde link data present data and
spatial analysis
Cspro program for easy field edit /easy analysis /easy
change to excel and link data
Offline questionnaire download in localities work
station and send to centre after edit with used of online
for curser and field work progress
