The court consists of the playing area and the surrounding barrier. All courts (e.g. on asphalt, terrazzo, concrete, PVC, etc.) are at least 30 m in length (including surrounding security zone). 2. Court length for the Team Competition Event: Level 1 = 24,5 m Level 2 = 17 m Level 3 = 10 m – 8 m These measurements are based on the distance from the foot mark to the centre cross in the target area. All measurements : see Court Diagrams at the end of these rules (diagram 1) 3. Court length for the Target Circle Competition : Level 1 - 3 All measurements : see Court Diagrams (diagram 2) 4. Court length for the Target Gate Competition : Level 1 - 3. All measurements : see Court Diagrams (diagram 3) 5. Level 3 players are athletes with special needs and players in wheelchairs. They may compete only in the individual events (Target Circle Competiton and Target Gate Competition). 1. 2 Foot Mark: 1. The foot mark consists of a device which gives the player enough stability when playing the stock. Maximum length : 25 cm. 2. On courts where no foot marks can be provided markings in different colours will do. All measurements of approved foot marks : see Court Diagrams (diagram 4). 3. Players who intend to take part in Level 2 and Level 3 events have to register in these levels already when filling in their registration forms. A final divisioning of these players will be done after a check by the organizers of the tournament during training and preliminary play. On the accreditation cards the levels are clearly shown by a „II“ or „III“. 4. Level 2 players may play their stocks in all events from the outer end of the playing zone even when other players of his/her team play their stocks from the Level 1 foot mark. Level 2 players may only use a white sliding plate (10 – white with black or grey edge) and a red profile plate. 5. Level 3 players may play their stocks in the individual contest (they are not allowed to take part in the team contest) from the centre of the court or if necessary from 4 within a couple of meters behind the centre of the court. Level 3 players may only use a white sliding plate (10 – white with black or grey edge) and a red profile plate. 1. 3 Target Area Boundaries: 1. All target areas of a court have to be clearly marked with 8 – 10 mm wide coloured lines. In any circumstance the outer edge of a line will be decisive. The target ring has a center hole with four markings for exact placement of the ring on the center cross. For each game two target rings are required. 2. 5 Measuring Devices: Any device that has the capacity of accurately measuring the distance between two objects (e.g. measuring tapes) 2. 6 Sliding Plate Holders: Only sliding plate holders for up to 8 sliding plates are allowed. Maximum measurements (diagram 5) : Length: 400 mm Width: 300 mm Height: 400 mm (including handle) Additional applications or decorations are not allowed. Note for coaches: All shirt numbers provided by Special Olympics Austria have to be returned by the end of the competition. In case of loss numbers have to be paid for. 6 Guidelines for the Purchase of Equipment : In all competition events only the use of equipment approved by the IFE (Internationale Föderation Eisstocksport) is permitted. All equipment is on sale in specialised sports shops. Alz Germany Phone: 0049 8679 7935 7 Article 3 Events The following events will be offered in stock sport : Individual Events: Target Circle Competition Target Gate Competition Team Events: Team Competition Unified – Sports Team Competition ( 5.2 ) 3. 1 Team Competition: All teams have to play one game against each other team in their respective group. Each team has to start every second game by playing the first stock. In events where several teams of a single institution or organisation take part these teams have to be seeded in such a way that they will play each other already at the beginning of the competition. Divisioning for Team Competition Events The divisioning for the team competition will be done by adding the individual results of all players of a team scored in the Target Circle Competition AND the Target Gate Competition. After comparing the results of all teams divisions of teams with comparable results will be formed. If only one of these two competitions is held (Target Circle Competition OR Target Gate Competition) the results of this single competition will be used for divisioning the teams. Each group should consist of 7 – 9 teams. 8 3.2 Target Circle Competition: 1. The Target Circle Competition is an individual contest and will be conducted in combination with the Target Gate Competition. It is recommended to play the Target Circle Competition before the Target Gate Competition. 2. Players may play in any competition for only one team. The divisioning of teams in different levels is subject to the Special Olympics rules. For the Target Circle Competition a special classifying round should be played according to the same rules of the final round. 3. The coach is only allowed to enter the playing zone (by no means the target area). 3. 3 Target Gate Competition: 1. The Target Gate Competition is an individual contest and will be conducted in combination with the Target Circle Competition. Players may play in any competition for only one team. The divisioning of teams in different levels is subject to the Special Olympics rules. For the Target Gate Competition a special classifying round should be played according to the same rules of the final round. The Target Gate Competition has to be conducted AFTER the Target Circle Competition. Each player first plays the Target Circle Competition and immediately moves on to the Target Gate Competition on the adjacent court. 2. The coach is only allowed to enter the playing zone (by no means the target area) 9 Article 4 Individual Events Target Circle Competition 4. 1 The Target Circle Competition is a game played by individual players who try to score as many points as possible. 1. The Target Circle Event consists of one frame with seven attempts. The attempt with the lowest points will no be considered. 2. 7 stocks have to be played as close as possible to the centre cross (central target rings: see diagram 2). The target ring is placed on the centre cross. The target zone consists of 5 concentric circles with a diameter of 20 cm, 80 cm, 140 cm, 200 cm and 260 cm. Points will be awarded for the inner circle touched by the stock. The projection of the steel rim on to the court surface determines whether 2, 4, 6, 8 or 10 points will be awarded. For the outer ring 2 points are awarded, for the centre ring 10 points are awarded. The final score is the result of the best 6 attempts (maximum points = 60 points). 3. Only the players and the coach are allowed to enter the court. In the target area and beyond only the court referee is allowed. 4. The Target Circle Competition may be held on all available courts if playing conditions do not vary from court to court. This decision is at the discretion of the tournament organizers. 5. Courts will be allocated by the tournament organizers. The allocation will be announced before the start of the tournament. eben Target Gate Competition 4. 2 The Target Gate Competition is a game played by individual players who try to score as many points as possible. 1. The Target Gate Event consists of one frame with seven attempts. The attempt with the lowest points will no be considered. 2. The attempt is considered valid if the handle of the stock touches any of the 10 vertical plates. If two plates are touched by the handle of the stock the higher score will be awarded. 3. In this competition white or green sliding plates will be used. This decision is at the discretion of the organizing comittee. 4. Body of the stock, handle and sliding plate may be provided by the player. One extra stock will be provided by the organizing comittee. 5. The maximum score is 60 points. 10 4. 3 Ranking: 1. The winner of the Target Circle Competition / Target Gate Competition is the player with the highest score. 2. If there is a tie after both competitions the result from the Target Circle Competition will be decisive. If there is a tie even here the result of the 6th, the 5th, the 4th, the 3rd, the 2nd or the 1st attempt respectively will be decisive. In case of a tie even in these attempts the results of the Target Gate Competition will be decisive in the same way. 3. If all six attempts are tied the players will be placed on the same rank. 11 Article 5 Team Competition Event and Unified Team Competition The Team Competition Event and the Unified Team Competition Event consist of games played by two teams each. The aim of each game is to place the stocks of one´s team closer to the target ring than the opposing team. 5. 1 Team: 1. A team shall consist of four Special Olympics athletes, up to two substitutes and a maximum of two coaches. 2. Each player has to play one attempt per frame. 3. During competition only four Special Olympics athletes and a maximum of two coaches per team are allowed on the court. The number of stocks and sliding plates must not exceed four complete stocks and eight additional sliding plates. 4. Only one sliding plate holder per team is allowed. 5. The members of a team with less than the prescribed number of players are not allowed to play the stock of the missing player. An incomplete team may continue the competition as long as it consists of at least three Special Olympics athletes (a team of three players is allowed only three attempts; a team of only two players will forfeit the game). 6. The team captain is entitled to discuss all matters concerning the application of rules during the game with the referee. The team captain has to stay within the court and to wear his / her armband („C“). The team captain stays with the players of his / her team within the playing area (penalties for infringements / fouls committed by the team captain during a game will be awarded against his / her team). The team captain is a non-playing member of the team (exception: see Rule 404 – Unified Sports). 7. The coach and the playing captain are responsible for the conduct of the play within the target zone (penalties for infringements / fouls committed by the coach within the target zone will be awarded against his / her team). The coach is a non-playing member of the team. 8. The playing captain is considered the player standing next to the target zone during a frame after having played his / her stock. 9. A substitute may enter the team after each game for any number of games. In case of an injury of a player the substitution may be made immediately. The injured player is not allowed to continue the competition during this game. 10. Until the end of the accreditation process a substitute player may be nominated at any time. During competition the decision whether a substitute may enter a team is at the discretion of the tournament director. The intended substitution, 12 however, has to be announced during the daily coach meetings. It is not allowed to play for two different teams. 5. 2 Unified Team Competition 1. A Unified Sports team shall consist of three athletes with mental retardation and one partner without mental retardation who acts as captain / coach. Two more Special Olympics athletes may be registered as substitutes (only athletes with mental retardation). 2. The rules of team competition apply except that in the Unified – Team Competition the player without mental retardation always has to play the first stock. 5. 3 Rules of Competition: 1. A game consists of six frames (four frames only in case of limited time) and should not exceed the suggested time limit of 30 minutes (four frames – 20 minutes). 2. A frame is considered finished after all stocks of both teams have been played in one direction and the result has been approved by both playing captains / coaches and registered on the score sheet. 3. All players of a team must play their stocks from the foot mark. 4. No training attempts are allowed during a game. 5. 4 Sequence of Attempts: 1. A player of the team which is to start the game (the team on the left on the score sheet) plays the first stock. If the player succeeds in placing the stock within the target zone the opposing team is next to play. If the stock of the first player does not reach the target zone or goes beyond it players of his / her team continue until a stock of their team hits the target zone. Then the other team tries to place one of their stocks closer to the target ring than the closest stock of their opponents. If two stocks of opposing teams are tied no stock points will be awarded. 2. The team which according to the regular sequence of play is to start the first frame also plays the first stock in the third and fifth frame. Accordingly the opposing team plays the first stock in the second, fourth and sixth frame. The score sheet has to be signed by both team captains. Protests handed in late will not be considered. 3. An improperly played first stock (due to wrong rotation of play) is considered dead and may not be played over. If, however, the opposing team has already played one of their stocks all stocks are considered live and the game will continue. 4. If a stock is not played this attempt may not be repeated if in the meantime the opposing team has already played one of their stocks. 13 5. 5 Premature Ending of a Frame: 1. If due to movement of the target ring or the stocks both playing captains / coaches agree to end a frame prematurely the result of the game will be the actual score at the end of the frame. 2. If a player / coach moves a stock of his / her team within the target zone closer towards the target ring this stock will be removed from the court. If the stock is moved away from the target ring the stock will remain on its new position. If a player / coach moves a stock of the opponent´s team within the target zone closer towards the target ring it will remain on its new position. If this movement is to the disadvantage of the opponent the stock will be put back on its original position. The captain / coach of the opposing team may however demand in both cases to place the stocks on their original position. If he / she does so this demand must be accepted. Lifting a stock of one´s own team within the target zone during competition is considered an illegal movement of the stock. The stock must not be put back. 3. If a stock is moved by external interference it will be put back on its original position. If a stock in motion is interfered with by external causes the stock will be played over. Only if it is obvious that the stock will miss the target it does not have to be played over. 4. Each stock must comply with the rules concerning its composition (sliding plate, stock body, handle) in order to be awarded points. 5. For each stock not played 3 (three) penalty points are noted on the score card. 5. 6 „Live“ Attempts : a stock the handle of which has left the hand of the player (putting down the stock is not considered an attempt) a stock played in improper sequence an attempt with a wrong stock of one´s own team or with a stock of the opposing team (opposing team´s stock will be replaced with the proper stock) a stock being played into the target zone, a stock not being played into the target zone, a stock passing through it or passing next to it 5. 7 „Dead“ Attempts : a stock not played from the foot mark a first stock played by the wrong team a stock hitting the target zone without the target ring having been placed there Dead stocks must not be played over. If one or more stocks in play or the target ring are disrupted as a result of a dead stock they have to be put back in their original position. 5. 8 „Live“ Stocks: a stock within the target zone or touching its boundary lines. In case of an upright stock on its sliding plate the projection of its steel ring on the target zone is decisive for its validity. 14 any not upright stock touching the target zone with any part of it will be put upright or placed on another so that the shortest distance towards the target ring will be maintained. overlapping stocks within the target zone are to be left as they are. a stock on the boundary lines being hit. Its change of position is considered valid. For the validity of a stock the final resting position after a correct attempt is decisive. 5. 9 Play : 1. Motto of Special Olympics : „Let me win. But if I cannot win, let me be brave in the attempt“ 2. „Fair play“ is the most important rule. Players and coaches shall act in a sportsmanlike manner at all times. All players shall act in a fair and honest way. Coaches / Captains are responsible for the conduct of their teams. 3. The player standing on the foot mark during his / her attempt must not be disturbed (interference from outside) must not be obstructed (obstruction means direct contact by the opponent) a stock played despite obstruction (including obstruction by non-playing persons) will be played over 4. During a frame only the coach and the playing captain of a team are allowed next to the target zone. The playing captain must already have played his / her stock. 5. During an attempt nobody is allowed within or in front of the target zone. The target zone may only be entered for the purpose of measuring distances, centering the target ring or correcting the position of stocks and target rings. 6. Stocks outside of the target zone will be removed from the court so that they are far enough from the boundary lines and will not disrupt further play. 7. Players / playing captains with their stocks should stay behind the playing zone. If there is not enough space behind the playing zone the players / captains may stay between the courts. They must not, however, move beyond the playing line. Only after completion of the frame they may move on to the target zone. 8. Substitutes are not allowed to enter the court. 9. Players / coaches may not interfere with a live stock in motion. A stock put in motion by another stock is considered in motion. The team whose player / coach has caused the interference has to remove its stocks from the target zone. The opposing team then continues the frame without the opposing team. 10. Players / coaches are not allowed to interfere within the target zone with a target ring in motion or to change its position. The team whose player / coach has caused the interference or the change of position has to remove its stocks from the target zone. The opposing team then continues the frame without the opposing team. 11. Players are not allowed to play stocks with loose parts. These stocks will be considered dead and may not be played over. 15 12. Players are not allowed to use other equipment than specified in these rules. Such stocks will be considered dead and may not be played over. Equipment means stock with all its parts: sliding plate, stock body, handle. Players and coaches / captains are responsible for the correctness and conformity of the stock. 13. Unified – partners may only use sliding plates as specified in Rule 2.2. Otherwise the team will be disqualified. 14. During all competitions only equipment approved by the IFE (Internationale Föderation Eisstocksport) is permitted. Alterations of parts of the equipment are basically not allowed. Exception : attachment of a summer sliding plate to the base plate or adaptations of the shape of the handle 15. The equipment approved by the IFE has to carry the registration number and the seal of approval of the IFE. 16. Equipment does not comply with the rules if it has been defectively manufactured or if it has been subject to unintentional alterations (due to wear and tear, age,...). 17. Altered in contradiction to the rules means any intentionally caused alteration. 18. The use of equipment which has not been approved or licensed is not allowed. Likewise the use of e.g. summer sliding plates on ice. 19. Players may not play their stocks if the target ring is not positioned within the target zone. These stocks are considered dead and may not be played over. 20. Players and coaches / captains have to follow the instructions of the officials. 21. The game must not be delayed, disrupted or obstructed (suggested time limit per game: 30 minutes). 22. Players and coaches / captains of a team should be uniformly dressed. Attire should be appropriate for the event. Coaches / captains are responsible for the compliance with this rule. 23. The organizing committee has to provide different numbers for all teams. 24. A clearly visible special sign or armband has to be worn by each captain or Unified-partner. 5. 9.1 Measuring: 1. The stock closest to the target ring is determined by measuring the distance. The shortest distance has to be established between stocks and target ring even if the points to be measured are outside of the target zone. 2. If in the course of measuring the position of a stock or of the target ring is altered by a player (coach) only the stocks previously accepted as „in“ will be considered „in“. The player (coach) causing the illegal movement loses his / her right for another measurement. Stock and target ring will be put back on their original position. 16 5. 9.2 Scoring: 1. At the end of each frame all stocks of a team closer to the target ring than the closest stock of the opposing team will be awarded scoring points. The first stock scores 3 points and all other stocks 2 points. Maximum scoring points per frame : 3 + 2 + 2 + 2 = 9 points 2. If the two stocks closest to the target ring belong to opposing teams and are tied, no points will be awarded. 3. If the „in“ team with one or more stocks closer to the target ring than the „out“ team has not yet played all its stocks whereas the other team has, all its stocks which do not hit the target zone or which go beyond the target zone without touching a stock or the target ring are awarded penalty points. The first stock is awarded 3 penalty points and all other stocks 2 penalty points. Maximum penalty points per frame : 3 + 2 + 2 = 7 points Note: No penalty points will be deducted if the target zone, a stock on the boundary lines or the target ring is hit. 4. Penalty points will be awarded even if the „out“ team has become the „in“ team as a result of the effects of the stocks played by the former „in“ team. 5.9.3 Final Score: 1. Winning points will be awarded to the team which has won the game due to the highest score of stock points. Stock points are points minus penalty points. 2. If a team has scored no stock points and the opposing team has scored more penalty points than plus points the winner is the team with no stock points. On the collective score sheet no penalty points will be registered. These penalty points will be turned into plus points for the opposing team. Example : 15 : - 5 = 20 : 0 Note : If one team or both teams have scored penalty points these points have to be deducted from the sum of plus points 3. Winner of the team competition is the team which has scored most winning points. Scoring: Game won: Game tied Game lost = = = 2 : 0 points 1 : 1 points 0 : 2 points 4. If more than one team has scored the same number of winning points the final ranking will be determined with the use of the quotient and the difference 5. Quotient means the sum of a team´s stock points divided by the sum of the opposing teams´ stock points (3 decimals without rounding) 17 6. Difference means the sum of a team´s stock points minus the sum of the opposing teams´ stock points. In case of equal quotients and equal differences these teams will be put on the same rank. Example : Team A : stock points A = 255 opponent´s stock points = 137 255 : 137 = 1,861 = quotient 255 – 137 = 118 = difference Team B : stock points B = 322 opponent´s stock points = 173 322 : 173 = 1,861 = quotient 322 – 173 = 149 = difference higher than A Winner is team B 7. If the quotient is smaller than 1 there is a minus difference. 8. It two teams are tied and a positive result is required for promotion or relegation the team which has won the direct confrontation will be promoted. 9. If the result of this game was a tie the number of won frames in this game will be decisive. If even here there is a tie the result of the final frame of this game will be decisive. 5. 10 Participation of Level 3 players: Level 3 players are not allowed to take part neither in the team competition nor the Unified team competition. 18 Article 6 Conduct of Players 6. 1 Player Behaviour and General Rules : The motto of Special Olympics : „Let me win. But if I cannot win, let me be brave in the attempt“ 1. „Fair play“ is the most important rule. Players and coaches shall act in a sportsmanlike manner at all times. A player shall act in a fair and honest way. Coaches / Captains and coaches are responsible for the conduct of their teams. 2. Players may play in any competition for only one team. 3. Players have to follow the correct sequence of play. The coach is responsible for the compliance with this rule. 4. Players will dress in an appropriate manner. The coach is responsible for the compliance with this rule. 5. The organizing committee has to provide for different numbers of the teams. It is mandatory to wear the numbers clearly visible. 6. If the player does not play his / her stock from the foot mark the stock will be considered dead and may not be played over. 7. Only the player and the coach may enter the court. No one is allowed within the target zone or beyond it (with the exception of the court referees). 8. The Target Circle Competition may be played on all available courts if conditions are the same for all players. The decision is at the discretion of the referee. 9. The decision on which court a team will play is up to the tournament management. Before the start of the tournament the distribution of courts will be announced. 19 Article 7 OFFICIALS at Special Olympics Stock Events 1. The organizer and event manager has to provide for the necessary number of officials at all competitions. Also a Special Olympics technical delegate has to be present. They will make up the organizing committee. 2. The official may also act as event manager. In cooperation with the Special Olympics technical delegate he / she will conduct and supervise the event and will be responsible for the technical organisation of the competition. At their discretion is any change in the conduct of the game in the interest of the event, control of the conformity of the courts and the divisioning of teams and players and the equipment if it is provided by the organizing comittee. The premature ending of the competition in case of adverse weather conditions or other reasons and the control of the validity of the scorecards is also part of their responsibility. 3. The official referee is generally responsible for the supervision of the game and its interruptions. He / she is in charge of players and equipment. It is his / her duty to guide the competition according to the international stock sport rules of Special Olympics, to make decisions and to impose penalties according to the rules The ruling of the official is final and no protests will be accepted. After the ending of the event the official has to write a report / summary of the competition. 4. The court referee (who may also at the same time act as coach or team captain) has to be familiar with the international Special Olympics stock sport rules. Before the start of each frame he / she will check the condition of the court and will place the target ring on its correct position. He / she is responsible for the correct conduct of the games according to the rules on his / her court. At the end of each frame he / she will note the number of stock and penalty points on the scorecard and will notify the coaches / captains of the score. After each game the court referee and one player / coach of each team have to verify the final score on the scorecard with their signatures. For the event manager only the score card of the referee will be accepted. 5. Protests handed in late against erroneous scores on the scorecard will only be accepted if they are verified beyond any doubt by the referee. 6. If a team does not sign the scorecard the decision of the referee will be final and he will fill in the scorecard and will announce the final score. If there are no court referees the scorecard has to be kept by a player / coach of the team which is to play the first stock. All scores have to be filled in right after each frame. 7. The team captain / coach and the individual players have the right to consult the referee on all decisions taken by the court referee. Coaches are responsible for the safety of their players. 20 8. In the singles competition the court referee will certify the correct sequence of players as established by the coin toss. He / she will certify the score of each attempt and will notify the player / coach and the scorekeeper. 9. Players, coaches and team captains have to comply with the instructions of the court referee. Violations will be reported to the referee. 10. Starter, coach and team captain are responsible for the compliance with the rules of the Target Gate Competition and the Target Circle Competition. 11. The scorekeeper is responsible for all written work for establishing the final score. He / she has to verify the validity of the score of each frame and of the final score on the scorecard. In case of apparent errors the referee has to consult immediately the coaches / team captains of both teams and to make a final decision. 12. During singles competition there has to be one scorekeeper per court. He / she will be handed over the scorecards by the organizing comittee. On these scorecards he / she will note the score of each frame and the final total score. 13. Protests against erroneous scores or false adding by the scorekeeper may be filed by the players / coaches / team captains within 30 minutes after establishing the final score. Protests have to be made to the organizing comittee which is responsible for correcting the score and for announcing the correction.
