Land Degradation Technical Advisor Consultant Remote The Green Climate Fund (the “GCF”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal number of members from developed and developing countries. GCF is operated by an independent Secretariat headed by an Executive Director. GCF will pursue a country-driven approach in its operations. The Land Degradation Technical Advisor Consultant will be a remote 6-month assignment estimated for a maximum of 30 days with potential field mission. This is a unique opportunity to be part of a start-up in international climate finance that offers stimulating challenges. Role Under the Division of Mitigation and Adaptation (DMA), the Land Degradation Technical Advisor Consultant will report to the Agriculture and Food Security Senior Specialist. The main task is to analyze documents and conduct a field mission related to GCF FP003 Increasing Resilience of Ecosystems and Communities through Restoration of the Productive Bases of Salinized Lands and assess it technical and financial soundness and propose, if needed, corrective actions and amendment of technical and financial nature. Duties and responsibilities S/he will be responsible for but not limited to the following tasks: • • • • Desk review of all the project documents related to GCF FP003 and desk review of relevant technical studies related to the funding proposal; Develop a mission plan and outline of the assessment report to be agreed with the GCF Secretariat; Interviews with the relevant stakeholders: this includes GCF staff, Accredited Entity officials, members of the GCF Independent Technical Advisor Panel, NDA, Executing Entities, and national and local partners involved in the project. Field mission in the project areas. This includes interviews with representatives of the national and local governments and beneficiaries of the project. The aim of the field mission is to gauge the technical soundness of the activities and solutions proposed, verify if the activities were properly costed and if • • the project design responds to the GCF investment criteria; Submit an initial assessment report in English language to the Secretariat, including a presentation of the initial findings of the desk review and field assessment and collect feedback from the GCF Secretariat; and Submit a final report to the GCF Secretariat with findings and recommendations if and which corrective measures are needed. Required experience and qualifications • • • • • • Advanced university degree in agriculture, soil science, natural resources, environment or a related field; At least 15 years of relevant work experience in the field of land degradation and sustainable land management, and project implementation and evaluation with international organizations; Experience in Senegal and on soil salinization are desirable; Excellent communication skills and the ability to prepare and communicate complex information in written format; Ability to work in a multicultural environment with diverse stakeholders; and Fluency in English and French.
