Role Purpose







To provide an effective and efficient strategic procurement service, including specialist advice, carrying out of
tendering and contract activities, ensuring the Councils’ procurement activities comply with European and National
requirements, best practice and best value
Develop, implement, maintain and update the procurement area of the i-Proc e-commerce P2P ERP system
throughout all areas of the Council including user training and support
Support Council Capital Programme Projects through an effective contract management approach
Support team members through knowledge sharing, coaching, and peer mentoring.in Procurement policy, procedure
and developments in strategic direction. Support the performance of the Corporate Procurement team through a
culture of team work and flexibility, contributing to the overall success of the Council.
Support the Procurement Improvement Plan, identifying development opportunities for systems and processes to
secure maximum advantage
Identify, manage and realise associated commercial benefits attributed to the Procurement team, and procurement
processes, through engagement with all Directorates and to manage/track the associated financial and non-financial
benefits.
Work to continuously improve service delivery and performance of the Corporate Procurement team
Role Accountabilities & Key Activities
Procurement Advice

To provide specialist procurement advice, through knowledge of procurement theory and practise, giving guidance
and support to all areas of the Council taking into consideration the requirements of Councils’ Standing Orders,
Procurement Strategy, Best Value principles, and procurement best practise

To provide key contractual support to the Councils Capital Programme projects

To advise and support all areas of the Council by interpreting and understanding procurement legislation and to
advise on complex procurement projects.

To ensure across the Council compliance with EU Directives, National Procurement Regulations, and Councils’
Standing Orders

To be responsible for monitoring agreements, customer and supplier satisfaction, supplier performance, and to
provide reports on the same

To represent the Council and actively participate at external meetings and forums and make appropriate decisions on
behalf of the Council where required.

Contribute to the development and implementation of the Councils’ Procurement Strategy

Deputise for the Team Leader in their absence
Tendering and Contract





Carry out tender exercises on behalf of the Council for service Directorates/
Departments Capital projects, including research, determination of best procurement route to follow, strategy
development, advertising, pre-qualification questionnaire and tender preparation
To carry out pre-qualification and tender evaluation in collaboration with stakeholders, post tender clarification and
negotiation, preparation of reports, all leading up to contract award, ensuring Best Value is achieved and risk to the
Council is managed/mitigated
To support and advise within a project environment on related contractual considerations
Liase with and maintain good working relationships with internal stakeholders and external stakeholders/suppliers so
that customer needs are identified and met, and supplier contract and partnering arrangements are developed,
managed and monitored on a continuing basis to ensure the Council obtains value for money from partnership
working with suppliers
To undertake research, analysis, and interpretation of management and supplier market information, and provide
reports on the same

To identify areas of potential procurement collaboration activity through research and analysis of internal
management information, review of the Scottish Information Hub data, discussion and collaboration with stakeholders,
discussion with external collaborators, suppliers, and carrying out market research
To identify and realise potential procurement savings for the benefit of the Council, through e.g tender negotiation and
benchmarking
To be aware of, and assist in monitoring, budgets relative to procurement projects
i-Proc e-commerce P2P ERP system

To be involved and participate in the development and implementation of the i-Proc e-commerce P2P ERP system
throughout all areas of the Council, training of system users, contract management, supplier development and
management, sourcing and ordering of non-catalogue/contract items, and review of system management information
reports.

To undertake continuing development and updating of the procurement area of the i-Proc e-commerce P2P ERP
system throughout all areas of the Council and provision of management information reports

Champion sustainability in procurement activities to assist in ensuring the Council meets its climate
change/sustainability requirements

Champion procurement news and advice via newsletter and quickplace to keep employees informed and up to date
with procurement developments

Champion HUB updates for the Internet and Intranet to ensure stakeholders/suppliers/customers are able to access
up to date procurement information

Key Relationships

As a member of the Corporate Procurement team the role has accountability for the delivery of Corporate
Procurement objectives.

The role will work flexibly with other team members to share best practice and where appropriate, share resources to
achieve service level priorities.

On a day-to-day basis, the job holder will be required to use initiative to progress day-to-day activities. More complex
issues will be referred to the Team Leader or Corporate Procurement Manager

The role interacts with employees from all areas and disciplines within the Council

Given the nature of the role, key relationships will include:

