Implementation PART I FUNDING SOURCES AND FUNDING ALLOCATIONS Article 1. Funding sources The funding sources for scholarships and financial aids for students are taken from following sources: 1. Funding from the Asian Development Bank (ADB): This fund provides priorities for female students, ethnic minority students and students with disabilities. 2. Funding from USTH tuition fees: 8% of funds obtained from fee collection. 3. Funding from State budget granted for students with priority in education: depending on number of students of preferences in education annually. 4. Funding from extra sources such as individual contributions, etc. 1 Article 2. Funding allocations Funding for scholarships and financial aids is allocated for the following categories: 1. Scholarship for excellent students 2. Internship scholarship 3. Tuition fee support 4. Financial aid 5. Support under social policy During review, scholarships and support, according to the actual situation, the Scholarship and Financial Aid Council (SFA Council) may review the proposed scholarship allocations accordingly. PART II CRITERIA FOR SCHOLARSHIPS AND FINANCIAL AIDS Article 3. Scholarship for excellent students Scholarships rewarded for students with best academic results and achievements in the training specialities of USTH, aiming to motivate and encourage students in their studies. 1. Eligible students Students of Bachelor, Master, and PhD programs at USTH. 2. Number of scholarships Approximately 20% of students from each academic Department. 3. Value of scholarships Depending on the results of enrollment and academic achievements of students, the SFA Council, officially nominated by the Rector each year, will decide equivalent scholarship levels. The scholarships are provided as follows: No. Scholarship category Scholarship value 1 Level A1 Equivalent to 100% of tuition fee 2 Level A2 Equivalent to 75% of tuition fee 3 Level B1 Equivalent to 50% of tuition fee 4 Level B2 Equivalent to 25% of tuition fee USTH scholarship is offered for the whole academic year and will be awarded 2 times after students’ completion of tuition fee. 4. Minimum criteria for scholarship To be eligible for this scholarship, student do not breach of discipline (from the level of reprimand upward) and have excellent academic results as follows: 2 4.1. Scholarship for 1st year students 4.1.1. Bachelor program Scholarship of 1st year is awarded to Bachelor students having completed the enrollment at USTH with excellent academic results (A) of 5 scientific subjects (Mathematics, Physics, Chemistry, Biology, and Informatics) of 3 years of high school degree or prizes in national or international Olympiads of Mathematics, Physics, Chemistry, Biology, and Informatics (*). Students who have been awarded scholarship at the entrance interview by the Admission Jury will automatically receive the promised scholarship or their scholarship level could be upgraded based on the decision of the SFA Council. Scholarship No. Minimum Requirements Note level - Win first prize in national Olympiads (*); or - Win prize in international Olympiads (*); or 1 Level A1 - Have excellent academic results of grade 10, 11, 12 and A ≥ 9.0/10; or SFA - Win second prize in national Olympiads (*); or Council will 2 Level A2 - Have excellent academic results of grade 10, 11, 12 decide the and A ≥ 8.75/10 final band - Win third prize in national Olympiads (*); or score basing 3 Level B1 - Have excellent academic results of grade 10, 11, 12 on and A ≥ 8.5/10 applications 4 Level B2 - Win consolation prize in national Olympiads (*); or - Have excellent academic results of grade 10, 11, 12 and A ≥ 8.25/10 Scholarships are reviewed in order of priority (international and national prizes, academic results, achievements ...) from high to low until the end of the target. 4.1.2. Master program Scholarship of 1st year awarded to master students having completed the enrollment at USTH with academic results of bachelor degree (GPA) from good and higher. GPA is calculated according to a scale of 20. Scholarship for 2nd and 3rd year students Scholarship for coming academic year is calculated and awarded for students according to their results (GPA) in 1st or 2nd year of Bachelor degree and 1st year of Master degree at USTH. 3 No. 1 Study program 2nd and 3rd year Bachelor and 2nd year Master Scholarship level Minimum requirements Level A1 GPA ≥ 17.0 Level A2 GPA ≥ 16.0 Level B1 GPA ≥ 15.0 Level B2 GPA ≥ 14.0 Note SFA Council will decide the final band score basing on applications - Students having to retake exams are not eligible for scholarship. - In referred academic year, students nominated by USTH to receive another scholarship from other institutes or organizations are not granted USTH scholarship. In case that scholarship is less than USTH scholarship, the SFA Council will offer him/her an extra scholarship to reach the standard. - If a student being granted scholarship violates USTH’s rules, depending on the severity, the department in charge could propose to reduce or cancell his/her USTH scholarship. - During the consideration of scholarship, if more students meet the minimum requirements of scholarship but USTH scholarship is limited, priority will be given to female students, minority students or students with disabilities. 4.3. Scholarship for students of PhD programs 4.3.1. Eligible students - Having graduated from Bachelor and Master Programs with very good level (GPA≥ 16.0/20) and upwards. - Having good scientific publication track record (on national or international journals) or achieving the scientific research awards at provincial, national or international level. 4.3.2. Scholarship scoring USTH-DoS council scores scholarship based on application screening and applicant interview. Application is screened for following criteria: For 1st year students: - GPA of Bachelor/Master degree - Research achievements + Published scientific works (national and/or international journals) + Presentation (oral or poster) at national or international conferences/workshops. + Scientific awards (international, state, ministry or local level) - Other activities (such as project’s leader, experience on works, education management, scholarship, prizes during learning period at bachelor or master program…). For 2nd and 3rd year students: - Published papers/ articles in ISI journals (from PhD research works) 4 - Oral presentation at national or international scientific conferences (from PhD research works) - Scientific awards - Evaluation of supervisor on thesis's result in first/second year. Article 4. Internship scholarship Internship scholarship is awarded for students with excellent academic results at USTH to have internship in France as part of USTH learning schedule. 1. Eligible students - 3rd year students of Bachelor program and 2nd year students of Master program of USTH. - Priority for female students. 2. Number of scholarships: Approximately 10% of students with the highest GPA but not lower than 14/20, with no retake exam of each speciality (for Bachelor level) and each academic department (for Master level) and as well as no violation of discipline during the time at USTH. 3. Scholarship level - Bachelor program: support for living expenses during the 3-month internship in France, visa fees, roundtrip airline tickets Hanoi – Paris, airfare or train ticket from Paris to internship place on the basis of actual costs. - Master program: roundtrip airline tickets Vietnam – France, visa fees (visa fees applied for all USTH students having internship in France). Internship period from 4-6 months depending on the training program of each academic Department. - In case of students who receive support from the host institution, according to the actual situation, the university will consider to adjust the internship scholarship in order to maximize the number of internships abroad and to give the opportunities to other students. In case the best student in one speciality has received a full support from the host institution, the USTH internship scholarship could be awarded to the 2nd best student. Article 5. Tuition fee support To encourage the students form the provinces and cities, high schools, universities or research institutes, business, students of the French partners, USTH students of the Bachelor program continue their study with a high quality Master and PhD programs in USTH, USTH offers tuition fee support policy for students. 1. Eligible students - Exchange students from universities belonging to the USTH Consortium - Students appointed to Master or PhD study at USTH by the institutes of Vietnam Academy of Science and Technology (VAST). - Students of USTH Bachelor program continue their Master program at USTH. - Staffs from MOU partners. - Students from MOU high school partners. 2. Value of tuition fee support The tuition fee supports are provided as follows: 5 No. Category Scholarship value 1 S1 Equivalent to 25% of tuition fee 2 S2 Equivalent to 12.5% of tuition fee 3. Criteria for tuition fee supports No. Eligible students 1. Exchange French students from universities belonging to the USTH Consortium 2. Students of USTH Master program continue the PhD program at USTH 3. Students of USTH Bachelor program continue their Master program at USTH (no gap year) 4. Students of USTH Bachelor program continue their Master program at USTH (with gap year) Support Free tuition fees S1 5. Students from MOU high school partners 6. Students appointed for Master study at USTH by VAST (*) 7. Students appointed for PhD study at USTH by VAST (*) 8. Staffs from MOU partners (*) 9. Students from MOU university partners (*) S2 S1 Note Support is applied for 1st year. Eligible students for scholarship can receive scholarship and tuition fee support. The highest level of scholarship and tuition fee support will not exceed the corresponding A1 scholarship. Support is applied for 1st year. Eligible students for scholarship can receive scholarship or tuition fee support (select the higher) S2 (*) Students are required to have a working contract and a letter of acceptance from their host institutions. Article 6. Financial aid Financial aid is the cash support granted for students having difficult financial status in order to help them a part of living cost during their studying time in USTH. 1. Eligible students - Students of Bachelor, Master, and PhD programs at USTH - Students under poor and near-poor households or being orphans, disabled parents/severe illness, hard living circumstances… with the confirmation of local authorities. 2. Quantity The numbers of students receiving financial aid is determined at each academic year. 3. Support level: Financial support is provided as follows: 6 No Support level Total 1 Level A 1.500.000 VNĐ/month 2 Level B 1.000.000 VNĐ/month 3 Level C 750.000 VNĐ/month - Financial aid shall be reviewed and granted for a total of 10 months per academic year and shall be valid for the academic year student applying for. 4. Application dossiers: - Application form for financial aid with confirmation of their local authority/ host organization (provided template) - Declaration of family situation (provided template) with confirmation of their local authority/ host organization - Other documents affirming their family income/ circumstances. - 03 photos of student’s house. Article 7. Support under social policy 1. Eligible students: Students are eligible for fee exemptions under the Governmental Decree No. 86/2015/NĐ-CP dated 02/10/2015. 2. Supporting amount - Appling to the ceiling tuition fees provided at Section 2, Article 5, Chapter II – Governmental Decree No. 86/2015/NĐ-CP dated October 02, 2015). - Students of the category entitled to support under social policy shall also be considered for receiving USTH fellowship in case they have applied for. The total amount of both categories shall not exceed level A of USTH fellowship (1.500.000VNĐ). - Support granted for 10 months per academic year and paid twice a year. 3. Application dossiers - Application form for support (provided template) - A copy of birth certificate - A certification of beneficiaries in education with confirmation of authorities. PART III PROCEDURES FOR SCHOLARSHIPS AND FINANCIAL AIDS Article 8. Procedures Procedures for scholarship and financial aids support for USTH students are followed 3 steps: Step 1: widely publish and receive applications for scholarship and financial support. From October 1st to 15th, the Student Services Department announces to all students about the application procedure for scholarships and supports. Step 2: prepare proposed lists for scholarship and financial support; organize the SFA council and issue a final decision. 7 Within 15 days after the accepting deadline for students' applications and proposals of Departments, the Student Services Department prepares lists and submits to the SFA council for finalization. Final decision is issued by the Rector of USTH. Step 3: announce lists of students receiving scholarships and financial aids In November, the Student Services Department and related departments are responsible for widely public the decision and list of students granted scholarships and financial aid support. Scholarships and financial support will be bank-transferred 2 times/year after student’s completing the tuition fee payment. PART IV IMPLEMENTATION Article 9. Implementation The implementation for the regulation for scholarship and financial aids for students are mentioned in the following responsibilities and responsibilities: 1. Responsibilities The Student Services Department shall be responsible for compiling the detailed plan for implementing the above procedures for the second semester of each academic year. The Finance & Accounting Department shall be responsible for generalizing and advising the allotment of scholarship and supporting fund of the university. The Student Services Department, Finance & Accounting Department, and the related Departments shall be responsible for publicizing and providing guidelines for the students to implement the regulations therein. During the course of implementation, should there is any difficulty occurred, it is highly recommended to report immediately to the Student Services Department in order to submit such difficulties to the Rectorate Board for settlement. 2. Effectiveness This regulation applies for the consideration of granting scholarship and supporting USTH students commencing from the academic year 2017-2018. Any and all previously issued regulations with respect to considering and granting scholarship and other support for USTH students shall be abolished and no longer in effect. Patrick BOIRON Rector 8
