INTRODUCTION Since the beginning of EMOS, it has been important to understand the different roles, influences and in particular the benefits of different stakeholders, which would allow to target them according to their interests and needs. The kick-off of the discussions was the stakeholder analysis under the feasibility study "Towards a European Master in Official Statistics" carried out during 2013. The discussion was re-launched in the EMOS Board in its meeting of October 2015 and continued in the 4th EMOS Workshop on 15 October 2015. This paper builds on the outcome of the previous discussions and aims to streamline the benefits of EMOS and to identify actions that would allow various groups of stakeholders to contribute as much as to take benefit from EMOS. 2. STAKEHOLDER AND BENEFITS The following groups have been identified as EMOS stakeholders: Universities o EMOS-labelled Master programmes o Interested in EMOS Producers of official statistics o Eurostat o NSIs o Other national authorities o Regional and local organisations o ECB o National Central Banks Users o Students o FENStatS and statistical societies o International organisations 3. STAKEHOLDER BENEFITS AND POSSIBLE ACTIONS 3.1 MEETING TRAINING AND RECRUITMENT NEEDS OF OFFICIAL STATISTICS BENEFIT: ACTION: Reduced gap between theory and Stakeholder concerned: Producers application in statistics and users 1 - Curricula with theory applied in laboratories, internship and thesis 2 - Enhanced cooperation between universities and producers Stakeholder concerned: ESSC, EMOS Board, Eurostat, universities in cooperation with NSIs Lead: EMOS Board Timeline: Continuous, but particular attention should be paid during the 2017 evaluation with regard to EMOS requirements BENEFIT: ACTION: Improved ability to integrate new Stakeholder technologies and methodological Producers and users innovations concerned: Identification of emerging topics Stakeholder concerned: ESSC, in the changing statistical EMOS Board, Eurostat, NSIs and landscape NCBs in cooperation with universities Lead: EMOS Board Timeline: Continuous, but particular attention should be paid during the 2017 evaluation and review of EMOS requirements. CONCLUSIONS The benefits as described above provide for many good arguments in favour of EMOS; however, it is important that most immediate stakeholders such as universities and NSIs target the least involved group so far, i.e. students, and take immediate measures to raise their awareness about EMOS. A number of marketing actions could be envisaged (see below), while Eurostat commits to take lead for some of them where centralised action will bring most benefit. Marketing activities: o Open Days organised by universities in cooperation with NSIs for bachelor students, o EMOS programmes’ participation in student/education fairs. Enhanced online presence: o Social media such as Facebook, Twitter, LinkedIn, o Regular EMOS newsletter accessible online. EMOS marketing material: o Posters and flyers, o Short video clips on official statistics.
