Full Membership The Full Members of Bowls Dorset shall be the Affiliated Clubs in Membership of Dorset County Womens Bowling Association and Dorset County Bowling Association as at 31st October 2009. 2. Applications for Full Membership Any Club whose green is geographically situated within the boundaries of the County of Dorset and whose rules have been approved by Bowls Dorset may apply to become a Full Member of Bowls Dorset. Application shall be made to the Administrator. 3. Affiliated Clubs The following are the Affiliated Clubs: Alexandra Park Branksome Park Broadstone Wessex Dorchester Gillingham Lyme Regis Portland Borstal Officers Shaftesbury Sixpenny Handley Verwood West Moors Memorial Wimborne Blandford Bridport Cranborne Ferndown Greenhill Poole Park Portland Victoria Sherborne Swanage Wellworthy Weymouth & Melcombe Regis 4. Resignation of Membership No Affiliated Club shall resign as a member of Bowls Dorset without giving the Administrator written notice of its intention to do so. No resignation shall release the Affiliated Club from any monetary or other obligation to Bowls Dorset. 5. Affiliated Clubs a. Each Affiliated Club has authority over and responsibility for the administration of the Sport of Bowls within its Club in accordance with the Laws of the Sport Crystal Mark Edition. b. Each Affiliated Club shall draft a Constitution / Rules for their own self government which shall not be in contradiction with the Constitution and Rules & Regulations of Bowls Dorset. A copy of such Constitution / Rules shall be submitted to Bowls Dorset. c. A statement that “a player shall not represent nor allow their name to be submitted for more than one Club in any one year in the Bowls Dorset County Championships” shall be incorporated into the Constitution / Rules and in the Competition Rules respectively of every Affiliated Club. d. Each Affiliated Club as a member of Bowls Dorset will be bound by and will comply with these Rules & Regulations as amended from time to time. e. Each Affiliated Club will make any necessary changes to its Constitution / Rules as required by Bowls Dorset from time to time to recognise the function of Bowls Dorset as the unified governing body for outdoor flat green bowling in Dorset. f. Each Affiliated Club shall have in place a Child Protection and Vulnerable Adult Policy. (Refer to Bowls England Regulation No. 7 – Issue C) 3 26/9/2012 g. Each Affiliated Club shall have in place a disciplinary procedure. (Refer to Bowls England Regulation No. 9 – Issue B) 6. Associate Membership a. All existing Associate Members of Dorset County Womens Bowling Association and Dorset County Bowling Association as at 31st October 2009 will be recognised as Associate Members of Bowls Dorset. b. Associate Membership shall be open to all Area Associations within the County of Dorset provided that the Area Association consists of a minimum of four Affiliated Clubs. c. Application for Associate Membership shall be made to the Administrator and accompanied by a list of office bearers the address of the Honorary Secretary and a list of Affiliated Clubs comprising the Area Association. d. An Area Association shall be entitled to send two representatives to General Meetings and such representatives shall be entitled to speak on any matter but shall have no vote. 7. Affiliation Fees a. An Affiliated Club shall pay a fee on joining Bowls Dorset as determined by the Council. b. The Annual Affiliation fee payable to Bowls Dorset by each Affiliated Club shall be based on the playing membership as at 30th September in the preceding year and shall be paid not later than 15th January. An Affiliated Club failing to pay Affiliation fees by the due date shall forfeit all rights and privileges of membership until all arrears have been discharged. The Annual Affiliation fee rate shall be determined by the Annual General Meeting. c. Additionally all Affiliated Clubs shall pay the prescribed Bowls England Annual Affiliation fee. d. Associate Members shall pay an Annual Affiliation fee as determined by the Annual General Meeting. 8. Returns a. The Secretary of each Affiliated Club shall forward to the Administrator a list of names only of individual members plus the address telephone number and e-mail address of the Secretary prior to 1st October in each year. b. The Secretary of each Affiliated Club shall prior to 1st December each year forward to the Administrator a list of Club Officers. c. The Secretary of each Affiliated Club shall prior to 1st April each year forward to the Administrator two copies of its fixture list. d. The Honorary Secretary of the Patrons Association shall prior to 1 st April forward to the Administrator a copy of its fixture list. 9. Alterations to Boundaries Clubs may change their County Affiliation providing that both the gaining and the losing Counties agree. In the event of one of the Counties disagreeing the matter shall be raised at a meeting of the Executive Board of Bowls England. 4 26/9/2012 10. Honorary Life Membership a. All existing Honorary Life Members of Dorset County Womens Bowling Association and Dorset County Bowling Association will be recognised as Honorary Life Members of Bowls Dorset. b. Bowls Dorset through the Executive Board may award Honorary Life Membership to any person who has rendered exceptional services to the sport of Bowls or Bowls Dorset. c. Any nomination to confer Honorary Life Membership shall be submitted to the Administrator not later than 1st October in each year. d. Any Honorary Life Membership shall be conferred at the Annual General Meeting. END 5 26/9/2012 Bowls Dorset Regulation: No.2 PRESIDENTIAL APPOINTMENTS 1. Election a. Each Code will elect a President and Vice President at the Annual General Meeting. b. Normally the Vice President will become the President. c. Nominations for Vice President shall rotate annually among the areas: Womens Code East then West Mens Code West then East d. Nominations for Vice President to be made in writing and signed by the Secretary of the Nominees Affiliated Club and submitted to the Administrator before 1st September in each year. e. If no valid nominations are received for the position of Vice President in accordance with this Regulation the nomination for such position shall be sought on a County basis for nomination from the same gender and that the rotation return as designated thereafter. f. If an election is necessary for the position of Vice President then a ballot shall be taken amongst those present at the Annual General Meeting and entitled to vote. g. Where there is an equality of votes between the candidates then a second vote will be taken. END 6 26/9/2012 Bowls Dorset Regulation: No.3 OFFICERS AND ADMINISTRATION 1. Association Officers The Chairperson The Treasurer The Administrator shall be designated the Association Officers. They shall be full members of Affiliated Clubs and elected at the Annual General Meeting. 2. Code Officers Women’s President Women’s Vice-President Women’s Immediate Past-President Women’s Secretary / Match Secretary Women’s Assistant Secretary / Assistant Match Secretary Women’s Competition Secretary shall be designated the Code Officers. They elected at the Annual General Meeting. Men’s President Men’s Vice-President Men’s Immediate Past-President Men’s Secretary Men’s Match Secretary Men’s Competition Secretary shall be full members of Affiliated Clubs and 3. Administration The affairs of The Association shall be conducted by the Executive Board and the Council. 4. Administrative Appointees I. Additional members appointed at the Annual General Meeting shall be: Child Protection & Vulnerable Adults Officer County Coach County Liaison Umpire County Tour Secretary County Publicity Officer County Development Officer Bowls England Representative for each Code Team Manager for each Code Under 25’s Manager for each Code Assistant Competition Secretary - Ladies 2 Selectors for each Code Examiner of Accounts II. For the Men’s Code the appointment of Area Competition Secretaries, Area League Secretaries and Percy Baker League Secretary will be the responsibility of the Competition Committee. 5. Term of Office a. The duties of each of the Association Officers shall commence from the conclusion of the Annual General Meeting. b. The duties of each of the Code Officers shall commence from the conclusion of the Annual General Meeting c. The duties of each of the Administrative Appointees shall commence from the conclusion of the Annual General Meeting END 7 26/9/2012 Bowls Dorset Regulation: No.4 PROTECTION OF CHILDREN AND VULNERABLE ADULTS 1. Advice and Assistance Bowls England through the Child Protection Panel are able to provide advice and assistance to Bowls Dorset and to the Affiliated Clubs working with Children and Vulnerable Adults. 2. Appointments Bowls Dorset is responsible for appointing a Child and Vulnerable Adults Protection Officer and is also responsible for ensuring that each Affiliated Club makes a similar appointment. 3. Legal Requirement It is a legal requirement that Bowls Dorset and its Affiliated Clubs have in place a Children and Vulnerable Adults Policy and appoint a Child and Vulnerable Adults Protection Officer who will be required to be cleared by the Criminal Records Bureaux. END 8 26/9/2012 Bowls Dorset Regulation: No.5 DISCIPLINARY ACTION 1. Appointment of Committee a. Bowls Dorset or an Affiliated Club will appoint an Emergency & Disciplinary Committee to hold an inquiry into any case of misconduct or alleged misconduct or breach of the Constitution or any Regulations by any team player or official participating in any tour tournament or other event or social occasion under the jurisdiction of Bowls Dorset or any Affiliated Club or County Association in conjunction with Bowls England. This committee to impose such punishment as directed by Bowls Dorset and the Affiliated Club having regard to any recommendations made by the committee to whom it has delegated powers to hold an inquiry. b. Bowls Dorset or Affiliated Club may impose such conditions as it thinks fit and everything done in the performance of such delegation shall for all purposes be deemed to be done by the Bowls Dorset or Affiliated Club Executive Committees. NOTE Bowls Dorset strongly recommend reference to Bowls England Regulation No. 9. This will take the emphasis of responsibility away from Bowls Dorset to ensure that correct legal procedures are followed. Bowls Dorset Code Secretaries should be involved in an advisory capacity should any action need to be taken under this regulation END 9 26/9/2012 Bowls Dorset Regulation: No.6 COMMITTEE STRUCTURES 1. The Executive Board a. Comprising of the Association Chairperson Association Treasurer Association Administrator Women’s President Men’s President Women’s Vice-President Men’s Vice-President Women’s Immediate Past-President Men’s Immediate Past-President Women’s Secretary/Match Secretary Men’s Secretary Women’s Assistant Secretary / Men’s Match Secretary Assistant Match Secretary Women’s Competition Secretary Men’s Competition Secretary b. The Executive Board shall meet as and when required but not less than twice per year c. The Executive Board shall be responsible for: Submitting reports to the Council. Receiving reports from the Association Treasurer. Receiving reports from the Secretaries of each Code. Receiving reports from the Competition Secretaries of each Code. Receiving reports from the Match Secretaries of each Code. Receiving reports from the Emergency & Disciplinary Committee. Receiving reports from Administrative Appointees who may also be invited to attend Executive Board Meetings in an advisory capacity. Initiating Policy and Rules. Life Membership. Annual Dinners. Merchandise. Bowls Dorset Handbook. Bowls Dorset Website. Any other Administrative Duties with regards to the running of Bowls Dorset as required 2. The Council Comprising of two representatives from each Affiliated Club (one Woman and one Man). 3. Meetings a. The Council shall meet with the Executive Board twice in each year. b. Administrative Appointees will be invited to attend these meetings in an advisory capacity only. c. These meetings shall be for the purpose of: Receiving and ratifying reports from the Executive Board. Receiving and ratifying reports from Administrative Appointees. Receiving any propositions for the AGM for consideration and discussion. Exchanging information and ideas about the running of Bowls Dorset between the Council and the Executive Board. d. The voting rights of the Executive Board at these meetings will be restricted to 2 votes, one for each code President. e. Each code may also hold separate Representatives meetings if required. 10 26/9/2012 4. The Emergency & Disciplinary Committee a. Comprising of the Association Chairperson and from each Code the President and Secretary. b. The Emergency & Disciplinary Committee shall meet as and when either Code President shall decide. c. The Emergency & Disciplinary Committee shall be responsible for matters requiring judgment which in the opinion of either Code President do not warrant calling the Executive Board. d. The Emergency & Disciplinary Committee will report its findings to the Executive Board in writing. e. Any judgment made by the Emergency & Disciplinary Committee will remain until and unless set aside by an Annual General Meeting. 5. Ex-Officio Members The Association Administrator and Association Treasurer shall be ex-officio members of all other Bowls Dorset Committees. 6. The Competition Committees There shall be two Competition Committees – one for each Code: a. Comprising of the: Women’s President Men’s President Women’s Vice-President Men’s Vice-President Women’s Immediate Past President Men’s Immediate Past President Women’s Secretary/Match Secretary Men’s Secretary Men’s Match Secretary Women’s Competition Secretary Men’s Competition Secretary Women’s Assistant Men’s West Area Assistant Competition Secretary Competition Secretary Men’s East Area Assistant Competition Secretary Men’s West Area League Secretary Men’s East Area League Secretary Men’s Percy Baker League Secretary b. c. d. e. Each Competition Committee will be chaired by the Code President or Competition Secretary. The Competition Committees shall meet as and when required. The Competition Committees shall be responsible for the conduct of all County Championships and Competitions subject to these Rules & Regulations. The Competition Secretaries shall be responsible for submitting reports to the Executive Board. 11 26/9/2012 7. The Selection Committees There shall be two Selection Committees – one for each Code: a. Comprising of the: Women’s President Men’s President Women’s Vice-President Men’s Vice-President Women’s Immediate past president Men’s Immediate Past President Women’s Secretary/Match Secretary Men’s Secretary Men’s Match Secretary Women’s Competition Secretary Men’s Competition Secretary Women’s Team Manager Men’s Team Manager and two other Selectors. and two other Selectors b. c. d. e. Each Selection Committee will be chaired by the Code President or Match Secretary. Each Selection Committee shall meet regularly as and when required. The Selection Committees shall be responsible for selecting players to represent Bowls Dorset in National Events, Representative Matches and County Friendly Matches. The Match Secretaries shall be responsible for submitting reports to the Executive Board. 8. Code Officer and Code Representatives Committees. Each code may hold separate Code Officer and Code Representatives Committee meetings when required. a. Each Code Officer and Code Representatives Committee will be chaired by the Code President or Secretary. b. The Code Officer and Code Representatives Committees shall be responsible for matters requiring judgment which do not warrant calling the Executive Board. c. The Code Officer and Code Representatives Committees shall be responsible for discussion on matters for consideration by the Executive Board. d. The Secretary of each Code Officer and Code Representatives Committee shall send a copy of the Agenda for all meetings to the Association Administrator and Association Treasurer. e. The Secretary of each Code Officer and Code Representatives Committee shall send a copy of the minutes of all meetings to the Association Administrator. 9. Each Bowls Dorset AGM. SGM. Executive Board and Council Meeting shall be chaired by the Association Chairperson. 10. A quorum for all Committees shall be 50% of all eligible voters. END 12 26/9/2012 Bowls Dorset Regulation: No. 7 SELECTION 1. Team Manager Each Code may appoint a Team Manager for a period of up to 3 years subject to recall. a. The Team Manager shall attend Selection Meetings. b. The responsibilities of the Code Team Managers shall include devising and implementing policies of approach and the selection and preparation of players for: The Womens Inter County Championship (Johns Trophy) The Womens National County Top Two Fours Competition (Walker Cup) The Womens 31’s and Under Inter County Double Rink (Amy Rose Bowl) The Mens Inter County Championship (Middleton Cup) The Mens National County Top Two Fours Competition (Balcomb Trophy) The Mens National County Under 25’s Two Fours Competition (White Rose Trophy) c. Submitting reports for Bowls Dorset Executive Board as required. 2. Selection Methods a. Womens Code Players eligible for selection will be the Semi-Finalists and Finalists of the County Four Wood Singles Two Wood Singles Pairs Triples Fours Over 55 Singles Over 55 Pairs and the winner of the LUST competition. The Winners and Runners-up of their Club Four Wood Singles and Two Wood Singles. Members must also have played in at least one County Competition during the current year. b. Mens Code Players may submit their names for selection on lists provided by the Match Secretary. END 13 26/9/2012 Bowls Dorset Regulation: No. 8 ANNUAL AND SPECIAL GENERAL MEETINGS 1. Annual General Meeting The Annual General Meeting shall be held on the second Thursday in November subject to power being reserved by the Executive Board or the Council to vary the date should circumstances warrant such change. 2. Notice Notice of the Annual General Meeting with copies of the Agenda shall be distributed by the Administrator at least 14 days prior to the date of the meeting to all Officers Appointees Life Members and Affiliated Clubs. 3. Voting Rights Those entitled to vote at the Annual General Meeting shall be the Association Officers the other Executive Board Members the Council and Life Members. The Chairperson shall have an extra or casting vote. 6. Elections The Annual General Meeting shall elect: a. The Association Chairperson. b. The Association Administrator. c. The Association Treasurer. d. Presidents of each Code (previous years Vice President). e. Vice Presidents of each Code (nominated from the East Area and West Area in turn). (The Management Committee of each Affiliated Club in the relevant Area shall have the right to nominate one candidate for the office of Vice President). f. Women’s Secretary/Match Secretary Men’s Secretary g. Women’s Assistant Secretary / Men’s Match Secretary Assistant Match Secretary h. Women’s Competition Secretary Men’s Competition Secretary. 5. Appointments The Annual General Meeting shall appoint: a. Child Protection and Vulnerable Adults Officer. b. County Coach. c. County Liaison Umpire. d. County Tour Secretary e. County Publicity Officer f. County Development Officer g. Bowls England Representative for each Code. h. Team Manager for each Code i. Under 25’s Manager for each code j. Women’s Assistant Competition Secretary. k. 2 Selectors for each code. l. Examiner of Accounts 14 26/9/2012 6. Special General Meetings A Special General Meeting may be convened on the instruction of the Executive Board or the Council or a requisition to that effect signed by the Presidents or Secretaries of not less than three Affiliated Clubs clearly stating in writing directly to the Administrator the matter at issue. No other business shall be conducted at the meeting. END 15 26/9/2012 Bowls Dorset Regulation: No. 9 COUNTY HONOURS 1. Qualification – Womens Code a. A player shall qualify for the award of the County Badge by: Appearing as a National Finalist. Appearing in the final stages of the National Championships. Playing two Full County Matches after confirmation of being badged as an International from another County. Playing Three Full County Matches after confirmation of being badged from another County. Playing Four Full County Matches after qualification through National Competitions. Playing five Full County Matches after qualifying from Club Competition. b. Johns Trophy Johns Trophy strips will be awarded to members who have played in a total of six rounds of the Competition. c. Walker Cup Double Rink strips will be awarded to members who have played in three rounds of the Competition in any one season. 2. Qualification – Mens Code a. A player shall qualify for the award of the County Badge by: Appearing in the final stages of the National Championships. Playing in two Full County Matches after confirmation of being badged from another County. Playing in five Full County Matches over a period of three calendar years calculated from the Player’s first appearance. Playing in five Middleton Cup County Championship Matches. Carrying out special service to the County and approved by the Executive Board. 3. Middleton Cup The Middleton Cup Flash will be awarded to members who have played or have attended as nominated reserves on five occasions. 4. National County Top Two Fours (Balcomb Trophy) Flashes will be awarded to members who have played in three rounds of the Competition in any one season. END 16 26/9/2012 Bowls Dorset Regulation: No.10 DRESS UNIFORM 1. General a. When County or Club coloured shirts are worn all members of the side must wear the same colour provided that the design and colour of the shirt has been approved and registered with Bowls England or Bowls Dorset. b. Baseball caps may be worn and may display a discreet county or sponsor logo. 2. Womens Code The wearing of approved hats is optional. a. When representing the County: i. Arrive in Green blazers County shirts White/Cream skirts or tailored full length trousers or tailored plain cropped trousers of opaque material and White/Brown walking shoes. ii. Play in County shirts White/Cream skirts or tailored full length trousers or tailored plain cropped trousers of opaque material and White/Brown bowling shoes. (White bowling shoes for Johns Trophy and Double Rink) b. When playing in The Edna Paisley Morning League or any County Competitions: i. Arrive in White or Club coloured shirts White/Cream skirts or tailored full length trousers or tailored plain cropped trousers of opaque material and White/Brown walking shoes. (Competitors may travel in Greys). ii. Play in White or Club coloured shirts White/Cream skirts or tailored full length trousers or tailored plain cropped trousers of opaque material and White/Brown bowling shoes. 3. Mens Code a. When representing the County: Play in Long White trousers White belt (if worn) (braces not to be visible) County shirts White socks and White bowling shoes. b. When playing in preliminary rounds of County Competitions and League Matches: Play in White shirts with collar or Club coloured shirts long Grey trousers and White/Brown bowling shoes. c. When playing in quarter finals semi finals and finals of County Championships the final of the County Cup and other County Competitions played on a Finals Day: Play in White shirts with collar or Club coloured shirts long White trousers White belt (if worn) (braces not to be visible) White socks and White bowling shoes. END 17 26/9/2012 Bowls Dorset Regulation: No.11 COUNTY CHAMPIONSHIPS AND COMPETITIONS 1. General a. The County Championships (eventually leading to the National Championships) shall comprise the Singles Pairs Triples Fours Junior Singles Womens 2 wood singles and Women’s Junior Pairs. The rest are County Competitions. b. Players and Officials selected for International or Junior International duties must be allowed to play all stages of all County Championships. c. Should an Affiliated Club close after the entry date the members may be permitted for one season only to compete under the name of that club irrespective of which club they have joined. d. A competitor shall not enter any Bowls Dorset Championship or Competition under an assumed name nor shall they represent or allow their name to be submitted by more than one club in any one year. e. The Championships and Competitions shall be played under the current Laws of the Game and other Regulations laid down by Bowls Dorset and shall be under the management and control of the Competitions Committee who shall determine all questions and disputes that may arise and that do not come within the scope of an Umpires duties. The decision of the Competition Committee shall be final and binding. 2. Code of Conduct A bowler shall at all times conduct himself/herself in a manner that reflects favourably upon fellow bowlers County and National authorities and Bowls Dorset both on and off the bowling green. a. Give priority to any Squad get-together practice match or event appertaining to his/her selection. b. Observe at all times the relevant Rules and Regulations of Bowls Dorset. c. Accept control by the appropriate Team Manager in all matters as follows: i. Dress – both on and off the green ii. Squad get-together and practice iii. Report at prescribed times punctually iv. To adhere to any curfew which may be imposed by the Team Manager d. Inform the Team Manager of any personal circumstances which may affect his/her performance in the team. e. To adhere to the currently applicable Drug Testing Policy of Bowls England. f. Not to render himself / herself unfit through alcohol or drugs either on or away from the green. g. To show respect to colleagues opponents and officials and not to subject them to any physical or verbal abuse at any time. 3. Championships There is nothing in the Laws of the Sport or these Regulations as at present constituted which stipulates that games may not be played on a surface other than grass but the challenger(s) shall inform their opponent(s) if there is a likelihood of play on a surface other than grass. It is however a condition that games are played outdoors. 18 26/9/2012 a. b. c. d. e. f. g. 4. Singles: Each game shall consist of 21 shots 4 bowls each player. Pairs: 2 players from the same club. Each game shall consist of 21 ends 4 bowls each player. Leads are to play their 4 bowls before the skips. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Triples: 3 players from the same club. Each game shall consist of 18 ends 3 bowls each player. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Fours: 4 players from the same club. Each game shall consist of 21 ends 2 bowls each player. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Junior Singles: Open to members of Affiliated Clubs who have not reached their 25th birthday on 1 st April in the year of the Championships. There is no minimum age limit for players. Each game shall consist of 21 shots 4 bowls each player. Junior Pairs (Women): Open to members of Affiliated Clubs (2 players from any affiliated Bowls Dorset club to form a team) who have not reached their 25th birthday on 1st April in the year of the Championships. There is no minimum age limit for players. Each game shall consist of 18 ends 4 bowls each player. The Leads to play their four bowls before the Skips. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Two Wood Singles: Each game shall consist of 21 ends 2 bowls each player. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Competitions There is nothing in the Laws of the Sport or these Regulations as at present constituted which stipulates that games may not be played on a surface other than grass but the challenger(s) shall inform their opponent(s) if there is a likelihood of play on a surface other than grass. It is however a condition that games are played outdoors. a. June Culpin Memorial Trophy (Women): i. Entries of one team per Affiliated Club shall be made before the date of the Annual General Meeting. ANY Club member is eligible to play. ii. The team will consist of 8 players in two rinks of four. iii. Games to be played on the Challenger’s green up until the semi-final. iv. The game will consist of 21 ends 2 bowls each player with 2 trial ends. v. The winners to be decided on total shots over the two rinks. vi. Before the draw for rinks is made, in the presence of an umpire or competent person, a rink number shall be nominated to play an extra end in the case of a tie. At the same time the Captains shall toss for the mat. The extra end to be played immediately after the 21st end unless the result is already apparent. vii. No rink fees to be charged and the home side to provide refreshments at the end of the game. viii. The winning side’s Captain to telephone the result to the Competition Secretary immediately after the game and ALL SCORECARDS to be forwarded to her within 24 hours. ix. Whites / Club shirts to be worn 19 26/9/2012 b. c. d. County Cup (Men): Entries of one team per Affiliated Club shall be made before the date of the Annual General Meeting. Each side will consist of 16 players in four rinks of four and up to and including the semi finals two rinks playing at home and two rinks playing away. The game will consist of 21 ends 2 bowls each player and all matches to commence by 1800 hrs. In the case of a tie one four declared by the challenger before the draw for rinks takes place shall play an extra end to determine the winner. In the finals in the event of a tie all four rinks shall play one extra end(s) to determine the winner. The final will be played on a neutral green. Benevolent Triples Knock-Out (Women): Entries of any number of teams per Affiliated Club shall be made before the date of the Annual General Meeting. Each side shall consist of 3 players each playing 2 bowls. The game shall consist of 15 ends. All 15 ends MUST be played as the team with the highest shot difference determines the National winner In the event of a tie an extra end(s) shall be played to determine the winner. The Edna Paisley Morning Triples League (Women): Open to Ladies who will be aged 60 and over on 1st May in the year of the competition. i. League to be played on an East / West basis, with the winners of the East Area and the West Area to play in the County Final. The Final to be played on Finals weekend. ii. The final to consist of 18 ends with two trial ends. The Challenger shall designate the rink number tom play the extra end before the draw is made. The extra end to be played immediately after the 18th end unless the result is already apparent. The draw for rinks to be made for in the presence of an umpire / competent person. At the same time the Captain’s to toss for the mat and the extra end. iii. Affiliated Clubs may enter as many teams as they wish (before the Annual General Meeting) with a maximum of nine teams constituting a Division. If necessary other divisions shall be formed and Section Finals played before the County Final. iv. Two rinks of triples to constitute a team. v. Where possible players should be taken from non-league players, or players in the Dorset Womens Bowling League second divisions and Bournemouth & District lower leagues, with the proviso (and only if absolutely necessary) that a maximum of two players may be taken from the First Division league, one to play in each Triple, playing in any position. Players playing in the Final must have played in at least two games during the season. vi. Each Club to designate their home day and time of play. vii. Each game shall consist of 18 ends 3 bowls each player. viii. Visitors to have possession of the mat and jack on the first end. No trial ends, first two ends, one shot each end. ix. Maximum of 6 points per game. 2 points for a rink win: 1 point for a rink draw: and 2points for the overall win. x. If a game is abandoned a minimum of 12 ends shall constitute a game or the points are to be shared. Games to be abandoned only by direction of the Green-keeper or due to weather conditions by mutual consent. xi. If a club cannot put out two triples, one triple may play (with the consent of the opponents). The non-offending club taking the other four points. xii. If a Club has more than one team entered in the Competition players may only play for ONE team. xiii. League fixtures will be compiled by the Competition Secretary and sent to all Clubs. 20 26/9/2012 xiv. Games may be re-arranged by mutual consent but the Competition Secretary must be advised BEFORE the game is played. xv. Rink fees to be on a reciprocal basis with tea or coffee available by mutual consent. xvi. Results to be Telephoned or e-mailed to the Competition Secretary by the home team within 24hrs. xvii. Score cards to be kept until after the County Final has been played. xviii. ANY DISPUTES WILL BE SETTLED BY THE COUNTY PRESIDENT, SECRETARY AND COMPETITION SECRETARY WHOSE DECISIONS SHALL BE FINAL. e. The Percy Baker Triples League (Men): Open to players who will be aged 65 years and over on 1 st May in the year of the competition. Affiliated Clubs may enter as many teams as they wish (two triples to constitute a team) before the Annual General Meeting. Each game to consist of 18 ends 3 bowls each player. i. League to be played on an East Area / West Area basis and in divisions within each Area. The winners of each division shall play Knock-out stages to produce Area winners and the winners of each Area to play in the County Final. ii. Each division shall have a maximum of six teams and if necessary other divisions shall be formed. iii. Players who have played in Middleton Cup matches in the previous 12 months or the current season are not eligible to participate. iv. Each club team to agree their home day and time of play with opponents. v. Visitors to have possession of the mat and jack on the first end. No trial ends but one shot to count on the first two ends. Two points for each winning triple one point for a drawn triple two points for an overall win one point for a draw overall. Maximum of six points available. vi. If a game is abandoned by direction of the Greenkeeper (or by mutual agreement) the result will stand if ten ends have been completed. Games requiring completion after being mutually rearranged will start with two trial ends prior to playing the remaining game ends. Games so rearranged must be advised to the League Secretary. vii. A club sending an under-age player or a player violating Regulation 4.e.iii or only one triple will forfeit two points and nine shots and two points as match winners. The remaining triple will be played with two points at stake. Should one club either fail to arrive or concede the match their opponents will receive six points and 18 shots. viii. Clubs with more than one team may only use players in one of them. ix. Fixtures will be compiled by the League Secretary. All League matches must be played Monday to Friday within the dates on the Fixture Schedule with a start time no later than 1100 hrs. Games may be rearranged by mutual consent but the League Secretary must be informed. x. Rink fees to be on a reciprocal basis and tea or coffee may be made available on arrival or after the game. xi. Result Cards signed by both Captains to be sent to the League Secretary as soon as possible after the game by the home team. Score cards to be kept until after the County Final has been played. xii. Any disputes will be settled by the League Secretary who may refer the matter to the Competitions Committee whose decisions shall be final. xiii. Knock-out stage The preliminary rounds quarter finals and semi finals matches to be played on a one triple home and one triple away basis. Rinks to be drawn and mat possession to be decided by the toss of a coin. No trial ends but one shot on the first two ends. 21 26/9/2012 f. g. h. i. j. k. l. m. The Challenger shall nominate and notify to the opponents one triple before the start of the game to play an extra end(s) in the event of a tie to determine the winner. The County Final will be played on Finals Day 2 on the green and rinks decided by the Competition Secretary. Mat possession to be determined by the toss of a coin. Trial ends will be played. In the event of a tie in the County Final both triples will play an extra end(s) to determine the winner. The Cobern Trophy (Women) – 4 Wood Singles i. Open to Affiliated Club Lady Officers (maximum of three per Club) holding office at the date of entry. ii. Each game shall consist of 15 ends (21 ends in Final). The Belben Cup (Men) – Secretaries Cup i. Open to Affiliated Club Secretaries County Secretary County Match Secretary County Tour Secretary Dorset County Patrons Secretary Associate Member Secretaries Competition Secretary League Secretaries Area Competition Secretaries holding office at the date of entry. ii. Each game shall consist of 21 shots 4 bowls each player. The Taylor Cup (Men) – 2 Wood Singles Open to members of Affiliated Clubs. Each game shall consist of 21 ends 2 bowls each player. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Champion of Champions (Women) i. Open to the Affiliated Club singles (4 bowls) Champions from the previous season plus the holder of the title in defence of their trophy (always providing they are still an active playing member of that Affiliated Club). ii. Each game shall consist of 21 shots 4 bowls each player. The Owen Harvey Cup (Men) – Champion of Champions i. Open to the Affiliated Club singles (4 bowls) Champions from the previous season plus the holder of the title in defence of their trophy (always providing they are still an active playing member of that Affiliated Club). ii. Each game shall consist of 21 shots 4 bowls each player. The Steadman Family Trophy (Men) i. Open to players from Affiliated Clubs who have not reached their 16th birthday on 1st May in the year of the competition. ii. Play will be staged as a ‘round robin’ sets play 4 bowls each player. iii. Each set to be 11 shots and best of three sets to determine the winner but the third set to be two or three ends only. Mixed Fours i. Open to players from Affiliated Clubs. ii. Each four will consist of 2 men and 2 women not necessarily from the same club but clubs must be affiliated to Bowls Dorset. iii. Each game will consist of 21 ends 2 bowls each player. iv. In the event of the scores being equal when all ends have been played an extra end(s) must be played until a decision is reached. Men’s Championship League Refer to more detailed Rules under Regulation 12. 22 26/9/2012 5. Championship and Competition Rules a. Control All championships and competitions shall be controlled by each Code Area Competition Secretaries (up to quarter final stage) under the supervision of each Code Competitions Committee. The quarter finals semi final and finals shall be controlled by each Code Competitions Committee. Each Code shall form a Competitions Emergency sub Committee which shall consist of any three members of the Code Competitions Committee. The decision of either committee in each and every circumstance shall be final and binding. Any necessary Green Fees up to and including the semi-finals will be shared. b. Entries Entry Forms will be made available to all Affiliated Club Secretaries. Each club shall summarise the returns and collect all fees due and send monies and returns to their respective Code Competition Secretary. Closing dates will be clearly noted on each entry form. c. The Draw The draw and completion dates for all championships and competitions will be made by each Code Competitions Emergency sub Committee and sent to all Affiliated Club Secretaries. d. Match Arrangements i. On fixed date rounds the days and dates published should be adhered to but there is no objection to any or all rounds being played prior to the published fixed date always providing this is mutually agreed between the opponents. Other rounds on a non fixed day and date basis shall be completed before the published date for that round. ii. The challenger is responsible for: Offering 3 dates to the opponent(s) one of which shall be a Saturday or Sunday within 48 hours of receiving the draw. The time for commencing a game shall be by mutual consent. The dates offered must be at least 21 days before the closing date of the round. The opponent(s) must reply within 48 hours of receipt of the challenge accepting one of the offered dates. If a challenge has not been received within the specified period (48 hours of receiving the draw) the opponent(s) shall endeavour to contact the challenger before submitting a claim for a ‘walkover’. Ensuring a rink is booked for the tie. If rink space is not available then the tie shall be reversed and played on the opponents green. The Opponent on arrival at the Challengers Green MUST draw for rink of play from all rinks available on the green at the start time of the match. The order of preference for drawing rinks shall be:a. National Competitions / games b. County competitions / games c. Club Competitions / games d. Roll Ups In singles ensuring a competent marker is provided. If no marker is supplied the opponent may claim a ‘walkover’. Paying all Green Fees that may be due. Extensions No extension of the closing date for any round will be granted (except for Regulation 11.1.b and Regulation 11.5.g). Late Arrival If a side fails to appear and be ready for play within 30 minutes after the agreed time for the tie the opponent may claim a ‘walkover’. Inclement Weather In the event of a match not being completed in the preliminary rounds (before the quarter finals semi finals or finals) due to exceptional weather conditions and on the authority of the Greenkeeper or other competent person the aggregate score in uncompleted matches in which both sides have played 15 ends or more will stand as the result. If the score is a tie then the winner will be the person/team who has won the most ends. If there is still a tie then the match will be decided by the toss of a coin. Matches not started and matches in which less than 15 ends have been played will be given an extension of time. Any such match MUST be completed by two days prior to the date of the following round and should if possible be on the same green commencing at the point of cessation with trial ends. The respective Area Competition Secretary or Competition Secretary where applicable MUST be notified of the date on which the match is to be played. Should the game NOT be played by this time then the match WILL be decided by the toss of a coin or by mutual agreement. If no agreement can be reached then both sides may be eliminated from the competition. Where it is possible to rearrange a fixture before the completion date of the round the respective Area Competition Secretary or Competition Secretary where applicable MUST be notified of the date on which the match is to be played. h. Results The winner of each round tie shall notify their respective Code Area Competition Secretary or Competition Secretary of the result within 24 hours. Failure to do so may result in exclusion. The scorecards for pairs triples and fours to be signed by both skips and forwarded by the winners by 1st class post to the respective Code Area Competition Secretaries. The Area Competition Secretaries will advise the ‘away’ competitors (non challengers) of the venue and their next opponent at the earliest possible time. IT IS THE COMPETITORS RESPONSIBILITY TO ENSURE THEY KNOW i. Substitutes The following are the rules governing substitutes in County Championships and Competitions: (Please refer to Bowls England Regulation 50.4 – Issue B) i. SINGLES No substitutes allowed. ii. PAIRS The two players taking part in the first game shall constitute the Pair and should normally play together throughout the competition. One additional player and the same player may however be used as a substitute at any time provided they have not already played in the competition. They may play in ANY position. iii. TRIPLES The three players taking part in the first game shall constitute the Triple and should normally play together throughout the competition. One additional player and the same player may however be used as a substitute at any time provided they have not already played in the competition. They may play in ANY position. 24 26/9/2012 iv. FOURS The four players taking part in the first game shall constitute the Four and should normally play together throughout the competition. One additional player and the same player may however be used as a substitute at any time provided they have not already played in the competition. They may play in ANY position. v. MIXED FOURS The four players taking part in the first game shall constitute the original team and should normally play together throughout the competition. One additional male player and the same player and/or one additional female player and the same player may however be used as substitutes at any time provided they have not already played in the competition. However at least one of the original men and one of the original women must play in every round. They may play in ANY position. vi. Women’s Competitions Substitutes used in any discipline MUST be advised to and be accepted by the Competition Committee BEFORE the Competition is played. vii. INCAPACITY DURING A GAME In the event of a player becoming incapacitated during a game the substitute may play in any position other than Skip. j. Stamping of Bowls i. In the early stages when no Umpire is present the onus of checking the date stamp on bowls rests with the opposing player or players concerned. ii. For rounds leading to the final stages of National Competitions Bowls England Domestic Regulation 2 Law 8.2.3 in the Laws of the Sport of Bowls Crystal Mark Edition applies. For Regional Finals and National Finals Law 9 of the Laws of the Sport of Bowls Crystal Mark Edition applies. iii. Should a player wish to challenge the suitability of their opponents bowls (see Bowls England Domestic Regulation 2 Law 8.3.4 in the Laws of the Sport of Bowls Crystal Mark Edition) the fee lodged will be £50. k. Dress Attention is drawn to Bowls Dorset Regulation 10. In the event of a competitor failing to observe this Regulation and a complaint is submitted to the respective Code Competition Secretary the offender may be eliminated from the competition. l. Mobile Telephones No competitor or player in any competition shall be permitted to use a mobile telephone either on or within the vicinity of the bowling green, except in an emergency situation. m. Smoking Smoking on the green will be prohibited. Failure to adhere to this will result in disqualification. END 25 26/9/2012 Bowls Dorset Regulation: No. 12 DORSET MENS CHAMPIONSHIP LEAGUE 1. Rules for All Divisions a. Open to any number of Teams from Affiliated Clubs who have made their entries known to the Competitions Committee before the Annual General Meeting. b. Number of players i. Each Team shall consist of twelve players of three rinks 2 bowls each player. No player shall play for more than one Affiliated Club in any year. Matches will comprise 21 ends. ii. Teams arriving short of players must play as many rinks of 4 players as possible, i.e. a minimum of 11 players are required for a 3 rink match and 7 players for 2 Rinks. Any rink not played will be forfeited and 2 points and 5 shots awarded to the opposition. iii. A Rink consisting of 3 players may play with 3 bowls, 3 bowls and 2 bowls and will take a 25% reduction of their score. c. Clubs with two or more teams may use their players in any team. However a player cannot play for a lower division team once he has played in higher teams for half their total number of games plus one game in a season. If unequal numbers of teams within divisions then the higher number to be used. Any violation of this rule will cause a penalty deduction of 6 points for using an illegal player. d. The composition of the Divisions shall be the responsibility of the Competitions Committee. e. Matches shall be played on a Home and Away basis within each Area throughout the season in their respective divisions (except that The Championship Division will not be divided by Area). f. Results: i. Each winning team shall be awarded 4 points. 2 points shall be awarded to each team in a tied game. In addition each winning rink shall be awarded 2 points each tied rink 1 point and each losing rink 0 points. ii. The team scoring the highest number of points during the season shall be declared the winner of that division. Shot difference shall decide a team position if two or more teams are level on points. iii. Each team Captain must complete and sign the result card. It is the responsibility of the Home Captain to post or e-mail the result card to the respective Area League Secretary within 24 hours of the match being played. g. Conduct of Matches: i. Matches shall be played on Monday evenings at 1800 hrs. unless mutually agreed by the clubs involved or the County need to use additional nights. ii. Matches will consist of twenty one ends no trial ends with one shot only to count on the first two ends and shall be played without ‘Threes’ at the head but ‘Threes’ and ‘Skips’ may visit the head once each end if circumstances warrant this. Remaining at the head counts as one visit. The visitors to have first possession of the mat and jack. iii. Dress for matches is defined under Bowls Dorset Regulation No. 10. Anyone improperly dressed as agreed between the team Captains will not be allowed to play in the match. If no reserve is available that rink shall play with three players Lead and Two using 3 bowls each and the Skip using two bowls. 25% of the score will be deducted and fractions shall be taken into account. iv. Refreshments may be provided but play must be continuous. 26 26/9/2012 h. i. j. Rearranged Matches i. A fixture may be rearranged by mutual agreement provided that notice is given to the Area League Secretary and his approval obtained. ii A postponed fixture must be rearranged and completed within 14 days of the original published date. Players for the rearranged postponed fixture must come from where possible the original team but if unavailable then substitutes will be allowed providing they did not play on the original date for another team. Any violation of this rule will cause a penalty deduction of 6 points for using an illegal player. iii. A team not keeping an original or rearranged fixture shall forfeit the match to their opponents who will receive 10 points and 20 shots. The offending team shall suffer a penalty deduction of 10 points and 20 shots from their total already gained. iv. Should there be at any time 2 teams from the same Affiliated Club in any Division such teams shall play each other in the first game of the season and in the first game in the second half of the season. A game abandoned by inclement weather will be resumed on an agreed date with the scores and where possible the players as they were when the game was originally stopped. An end commenced but not completed shall be declared a ‘dead end’. If a minimum of 15 ends per rink have been completed in the original game then that result will stand. All disputed points between teams or other questions not covered by these rules shall be referred to the Area League Secretary who may if necessary refer the matter to the Competitions Committee. 2. Rules specifically for Championship Division only a. The team winning the Championship Division shall be awarded the Dorset League Cup. b. The team finishing second in the Championship Division shall be awarded the Runners-up Cup. c. The 2 bottom teams will be relegated to their respective Area Division One. 3. Rules specifically for Other Divisions Promotion to the Championship Division: i. The team winning each Area first division will be promoted to the Championship Division. ii. The team winning each area second and lower divisions shall be promoted to the division above. iii. Relegation from the first division to a second division and possibly in lower divisions may involve more than one relegated team. e.g. If a team relegated from the Championship Division is not replaced by a team from the same Area then two teams may be relegated to the relevant second division. This could have a ‘knockon’ effect in the lower divisions. END 27 26/9/2012
