Aims
* Support the modernisation, accessibility and
internationalisation of the higher education field in the eligible
partner Countries

eligible partner countries (and amongst the eligible partner

Meeting Erasmus+ objectives
HEIs in the E.U., Uzbekistan and Russia cooperate to strengthen
links between enterprises and HEIs to enhance graduate
employability, directly addressing the RU regional and UZ
national priorities by using learning tools and methods (UZ
national) for the development of a programme as part of a
qualification framework (UZ national and RU regional) within the
shared UZ National and Region 4 priority "Promoting life-long
learning".

Our objective
Promoting the modernization of higher education in Uzbekistan
and Russia by assisting the harmonisation of “Flight safety and
airworthiness” training with international best practice, using
innovative teaching methods and stakeholder involvement to
develop a trans-disciplinary masters programme delivered
through cooperation between HEIs as self-standing modules, a
compete masters programme or as professional development
courses.

Work-package 1 –Defining requirements
A rigorous analysis of stakeholder needs to clearly define
programme requirements by:
• surveying international requirements and best practice;
• conducting a study tour of EU universities, regulatory
bodies and aviation organisations;
• surveying and analysing stakeholder requirements;
• conducting a gap analysis of current programmes;
• developing the approach and requirements for the masters
programme;
• obtaining stakeholder approval.

Using best practice to develop new programme:
• establishing synergy and cooperation between participant
HEIs;

Work-package 3 – Capacity building
Building the capacity of partner HEIs to deliver the courses by:
• developing a staff training and mobility programme;
• running three one- week competence enhancing
courses in the EU;
• running twelve one-week “train the trainers” courses
in partner HEIs;
• installing Flight safety simulation software for use
in the programme

Work-package 4 – Programme launch
The masters programme is launched in a sustainable manner by:
• establishing the Course committee;
• launching the masters programme with further teaching
support
• conducting 3 one-month long student mobilities;

Work-package 1 –Tasks (1):
• “Stakeholder needs Working Group” formed.
• International best practice in Flight Safety &
Airworthiness training and the relevant professional and
regulatory guidelines are surveyed.
• A study tour to EU visits “Pegasus” universities, regulatory
bodies (e.g. EASA, IAQG, IATA), manufacturers (e.g. Rolls
Royce, Airbus) and air traffic control bodies to investigate
the modern approach to Flight safety is conducted.

Work-package 3 – Capacity building
• A training gap analysis between current staff
competencies and the needs of the new programme is
conducted.
• The training and mobility programme balancing course
content with new teaching skills is agreed with
Programme HEIs.
• Each EU partner hosts a one-week Competence
enhancement programme attended by 24 staff from the
partner HEIs deliver new teaching skills and strengthen
the synergies in the new programme.

Work-package 3 – Capacity building
• Twelve one-week “Train the trainers” courses in the
partner HEIs (2 weeks in each) enhance the content
offered by partner HEIs and demonstrate the
“management of change”.
• Options for the purchase of Software packages to simulate
Flight Safety Systems for use during programme delivery
are assessed before purchase using standard tendering
procedures and installation.

Work-package 4 – Tasks
• The “Flight safety masters Course committee” representing each
partner HEI is established. It leads WP 2.
• Mentoring support ensures programme sustainability. The first short
course runs in the first year with the masters course launched in year
2.
• In year 2, each EU partner visits the partner HEIs for two one week
sessions for mentoring and delivery assistance. In-country delivery is
supported by webinars and internet tutorials.

Work-package 4 – Tasks
• In year 2& 3 each EU partner hosts a one-month mobility for 24
students is designed as a “module”, supplementing the masters
programme in its first stages. The possibility of continuing mobilities
after end of project is investigated in
discussions between partners and stakeholders.
• In year 3, the Course Committee delivers the programme, conducts a
rigorous validation of the programme, develops enhancement plans
and ensures programme sustainability.

• The project team, subject to correction at the kick-off meeting
will be responsible for ensuring the timetable is observed and if
necessary corrective actions taken to ensure that plans are
implemented in a timely manner.

• Some points:
• The project team and/or steering committee will discuss in
advance aims of each task with timelines and indicators.
• In coordination with the Partner country HEIs, participants on
mobilities and training shall be carefully selected to gain the
best value from each activity.
• Each university has its own rules and procedures, if letters or
invitations are required, please inform well in advance.
• In each participant HEI, the project team should ensure that
there is direct reporting to the Senior management to ensure
their support and engagement.

• Stakeholder satisfaction will be monitored throughout the project.
The results of these assessments will be compiled in an annual
quality enhancement report to identify areas for improvement.

Reporting:
• The individual members of the project team responsible for
the implementation of each WP will present a short written
report at end. Reports concerning work-packages 1 &,2 will
be reviewed by the project team and presented to an
evaluation panel drawn consisting of senior staff from the
partners. These reports will be presented to the ERASMUS+
monitoring team.
• 4 written reports – Interim report, Report of Workpackages 1(1,2&3) and 2 (4), Final report.
• Partipants in mobilities will be required to submit a
short report (about ½ a page).

“Pegasus” universities will be invited to conduct an external
assessment of the project.

• A project website supplemented by a “facebook” and
“vkontakt” (Russian version of facebook). Stakeholders will be
invited to link the project site to their own.

• Wider public dissemination of the project progress and results
based on participation in conferences and forums. A member
of the Project team will be appointed to maintain regular
contact with the cluster leaderships.
• A calendar of key events will be maintained and where possible
presentations prepared and delivered supported by the
production of information sheets to participants and specialist
media.
• Six-monthly reports prepared for the Academic Councils of
each body.

The project team
• The Project Team is responsible for day-to day project
management – task planning, allocation of responsibilities,
the rational use of resources.
• Project ownership is assisted by the open and transparent
functioning of the Project Team, with each team member
taking responsibility for a part of each Work-package.

Conflict management
In the unlikely event that any problems or conflicts arise during
the project either between the participating HEIs or individuals
involved in the project tasks, they shall be referred to the
project team for resolution, if that is unsuccessful they shall be
passed to the project manager, who in consultation with the
project coordinator at KUL will seek a solution. If a resolution
cannot be found, a final decision will be taken by the project
steering committee.

Staff costs:
A daily fee will be paid to members of the staff of participating
HEIs who complete specific tasks as part of the project. The fee
rate is predetermined by Erasmus+. The number of fee days
allocated for each task are defined in the budget breakdown
(Appendix 3).
Payment procedure: The participating HEI will submit to the
project manager a “Time-sheet” in the KUL approved format
specifying the member of staff involved, number of days worked,
fees claimed, bank account details for payment and a short quality
report +. Fees will be paid by KUL following the completion of
tasks on a quarterly basis.

Travel costs
Travel costs including mobility costs - air tickets, travel to and
from airports, visa costs - will, when possible, be paid directly by
KUL. In those cases when participants pay for tickets or other
costs themselves, they will be reimbursed on the presentation of
the relevant receipts.
Please note:
1: ALL travel must be agreed in advance with the project manager.
2: ALL used boarding tickets must be kept by the person travelling
and passed to the project manager. Without these boarding
passes, travel costs can not be reimbursed

Costs of stay
Costs of stay including mobility costs – hotel costs - will, when
possible, be paid directly by KUL. In those cases when participants
pay these costs themselves, they will be reimbursed on the
presentation of the relevant receipts.
Mobility There are a number of mobility tasks in the project and
the finance procedures will be the same.

Equipment costs:
There is an allocation in the budget to purchase equipment for use
by the Partner HEIs (UVAU, SSAU, MPEI, DVFU, NUUz & TSTU) to
further the aims of the project. This equipment will be purchased
following the needs assessment conducted in the first phase
following the tendering procedure managed by the project
manager.

Subcontracting costs:
Costs in the project such as printing, translating and interpretation,
website will be paid as separate items – in effect sub-contracted.
The sums should be agreed in advance with the project manager
and will be paid by KUL following the presentation of an invoice or
receipt.

Other issues
Co-financing
Partner HEIs (UVAU, SSAU, MPEI, DVFU, NUUz & TSTU) should
co-finance the project to the value of 10% of the project total.
The partner HEIs will be required to invoice KUL for the services
they provide under the co-financing element as agreed at the
Opening meeting.
Budget review
The budget implementation will be reviewed at each meeting of
the project steering committee and if necessary amended. It
shall however be understood that Erasmus+ will not accept an
increase to the budget and that final decisions on the budget
remain with KUL.
