(See Local Rules for exceptions) b) If the ball falls off the tee before you’ve taken your forward swing, you may replace it without penalty. If you swing and miss after addressing the ball, that’s a “whiff” and it counts one stroke. If you knock the ball off the tee during your forward swing, that counts as one stroke and the ball must be played from where it lies. The Club and the USGA do not recognize “mulligans”. 2 THROUGH THE GREEN (Whole area of course except Tee and Putting Green): a) There is no precise definition for the terms “fairway” or “rough”. The “fairway” is the turfed area between the Tee and Putting Green that is mowed at a lower cutting height than the surrounding “rough” The turfed area surrounding the Putting Green, Tee and the “fairway” is commonly referred to as the “rough” The “rough” provides the outline in which the game is played. b) If not on the tee (through the green) the ball moves a little while addressing it, and it does not return to it’s original spot, it is counted as one stroke and the ball is played from where it lies. c) You may not improve your lie by moving, breaking, or bending growing vegetation, unless such movement occurs during the act of taking a fair stance prior to and/or during your address and swing. Penalty - two strokes. Per Local Rule Adopted December 2010 d) You may move loose, natural impediments like tree branches, fallen leaves, or loose stones, although if the ball is moved while so doing, and does not return to it’s original position, the penalty is one stroke (no penalty on putting green). Moving loose impediments is not permissible in hazards, unless the ball is covered by sand, leaves, or the like, in which case enough may be removed Page 3 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK to enable the player to see the top of the ball. Hazards are bunkers, bodies of water, or any watercourse or ditch. e) After the tee shots, the player whose ball lies furthest from the hole plays first. As an act of courtesy, the other players should stand a safe distance from and facing the ballstriker. f) If you play a wrong ball, except in a hazard, you are penalized two strokes and then must correct the mistake by playing the correct ball. There is no penalty if you play the wrong ball from a hazard, provided you then play your own ball. g) Whenever the ball must be dropped in accordance with the Rules of Golf, it shall be dropped by the player himself. He shall stand erect, hold the ball at shoulder height and arms length and drop it. A ball dropped not in accordance with this rule can be redropped correctly with no penalty stroke. If the dropping error is not corrected, a one stroke penalty is assessed. If the ball rolls into a hazard, out of bounds, more than two club- lengths from the point of first striking the ground, or nearer the hole than the original position, it must be re-dropped. A ball lifted in a hazard must be dropped and come to rest in the hazard. (Dec 2010) h) If a ball is moved by the player’s fellow- competitor’s equipment, ball, or caddy, it must be replaced by the player on the spot from which it was moved - no penalty. However, when both balls lie on the putting green, the player whose ball strikes the other player s ball must take a two stroke penalty. i) A ball is “lost” if it cannot be found within five minutes after you and/or your fellow - competitors begins the search for it, or when a provisional ball is played from a point that is beyond the point that the original ball is likely to be. Signal any players behind you to “play through” while you look for your ball. If you cannot find your ball, you must go back to the spot from which you played it and play another, Page 4 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK counting both strokes and also adding a penalty stroke to your score for that hole. If the ball was played from the tee, it must be re-teed; otherwise the ball must be dropped. If your ball is found after you have played another, you must continue to play the second ball. j) A ball must be played from the spot where it lies unless the player determines it is an unplayable lie. If a ball is deemed unplayable, you may go back to the spot from which you hit it and play a ball, adding one penalty stroke and counting all strokes played, or, under a one—stroke penalty, you may either (1) drop a ball within two clublengths of where the ball lay, but no nearer the hole, or (2) drop a ball any distance behind the point where the ball lay, keeping that point between you and the hole. In choices (1) and (2), if the ball lay in a bunker, you must drop the ball in the bunker. k) If you think your ball may be lost outside a water hazard or is out of bounds, you should play a provisional ball providing: (1) you do so before going forward to look for your ball and (2) you tell your playing partner(s) what you intend to do before playing it. If the ball is not found to be out of bounds or lost, the second ball is picked up and the first one played with no penalty incurred, provided that the provisional ball was not struck from a point beyond where the original ball was found. Otherwise, the provisional ball becomes the ball in play and the player incurs a stroke and distance penalty. If your ball is found out-of-bounds and a provisional - has not been played from where it was last struck, you must go back to the spot from which you hit it and play another, counting both strokes plus a penalty stroke. l) If a ball touches a movable artificial obstruction, the obstruction may be moved as necessary to allow a free swing at the ball. If the ball lies on or touches an immovable artificial obstruction, like a bench, drinking fountain or sprinkler head, or if the immovable obstruction is so close to the ball that it interferes with the players Page 5 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK stance or swing, the ball may be dropped within one clublength of the nearest point of relief, but no nearer the hole. m) If anywhere on the course, except in a hazard or on a putting green, your ball lies in or touches casual water, or ground under repair, or a hole made by a burrowing animal, you may, without penalty, pick the ball up and drop it outside the area, within one club- length of the nearest point of relief which is not nearer the hole. You get the same relief if the bad condition interferes with your stance or swing. However, if in a bunker your ball lies in casual water, ground under repair, or in a hole made by a burrowing animal, you have a choice of playing it as it lies, or lifting it without penalty and dropping it in the hazard as near as possible to the spot where the ball lay but not nearer the hole, so as to get the most relief possible from the bad condition, or, under penalty of one stroke, you may lift the ball and drop it outside the hazard, but not nearer the hole, keeping the spot where the ball lay between yourself and the hole. There is no casual water in a water hazard. If you are certain that your ball is “lost” in ground under repair, in casual water, or a hole made by a burrowing animal, you do not have to take a penalty stroke for a “lost ball”. n) On the green, if your ball is in casual water, ground under repair, or in a hole made by a burrowing animal, or if such condition lies between your ball and the hole, you may lift the ball, and place it in the nearest position to get the most relief possible, but not nearer the hole. o) If a ball is completely covered by sand, fallen leaves or the like in a water hazard or sand trap, you may remove as much of the material as is necessary so you can see the top of the ball. There is no penalty if the ball is accidentally moved during such removal, but the ball must be replaced. Under any other circumstances, you may not touch the hazard with hand or club, nor move any loose impediment therein. Page 6 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK p) If your ball goes into a water hazard, you may play another from the same place you played the original one, count both strokes, and add one penalty stroke; if the first ball was played from the tee, you may tee the second ball. If you think you can play the ball from where it lies, you may do so. If you don’t want to play it, instead of going back to the place from which you last played it, you may drop a ball behind the hazard, keeping the spot where the ball last crossed the margin of the hazard between you and the hole, adding a one stroke penalty. q) If your ball is in a lateral water hazard, you may play it as for a regular water hazard, or you may drop a ball within two club-lengths of the point where the ball last crossed the margin of the hazard (or a point on the opposite margin of the hazard equidistant from the hole), but no closer to the hole. A penalty of one stroke is assessed in either case. r) If you play your ball from a water hazard or a sand bunker, you must not let your club touch the sand or the water until your down stroke. Penalty for violation is 2 strokes. The grassy side of the sand bunker, or patch of grass growing in the bunker, is not considered a part of the hazard and you may ground your club there. 3 PUTTING GREEN: a) When you reach the green, don’t lay your bag on the green; leave it on the side nearest the next tee and carry only your putter. Don’t dent the putting green with the flagstick or your putter, and walk carefully so as not to leave spike marks. Spike marks should be repaired, but only after all players have holed their ball. b) If your ball is against the pin and all of it does not lie below the level of the lip of the hole, it cannot be counted as being in the cup. If, when you pull the pin out, the ball Page 7 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK drops in, it is counted as “holed out”. If the ball falls away from the pin, the ball must be replaced on the lip of the hole and then putted in. c) If your ball strikes an unattended flagstick when you play from the putting green, you incur a penalty of two strokes. If your ball hits an attended pin even if it has been removed, or it hits the person attending the pin, you must take a two stroke penalty. In both cases, you play the ball as it lies. d) If leaves or other loose impediments lie on the green, you may remove them without penalty by picking them up or brushing them aside with a club. If your ball moves after a loose impediment has been touched, it shall be replaced without penalty. e) You must not touch the ground in your line of putt except that you may: (1) repair a ball mark; (2) lift the ball for cleaning, looking for loose impediments under ‘the ball, or ball alignment; (3) remove a loose impediment; (4) place the club in front of the ball in addressing it; or (5) measure who is farthest away from the hole. Penalty is two strokes. Under no circumstances may you press down or otherwise repair spike marks until all players have holed out. f) A ball landing and/or remaining on a wrong green cannot be played from the green. You must pick up the ball and drop it off the green within two club-lengths of the nearest point of relief but not nearer the hole. The ball may be cleaned during the lifting process. g) When both balls lie on the putting green, if your ball strikes a fellow competitor’s ball, you must take a penalty of two strokes and the other player’s ball must be returned to its original position. h) Every player must hole (putt) out on every hole; there are no “gimmees”. This means putting the ball into the hole. Unless the putt is conceded (in match play only), you strike Page 8 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK the ball with the intent of holeing it. If you take a casual or backhand stroke and miss the hole, you have added a stroke to your score. No matter how short your putt, if you feel you are standing in someone’s line, mark your ball and wait your turn. i) On the putting green, a ball may be lifted and cleaned, without penalty, and replaced on the spot from which it was removed. j) When the result of a hole has been determined, players should immediately leave the green. Wait until you get to the next tee to write down your score, unless you can do so without delaying your departure from the green or otherwise holding up the following playing group RULES OF ETIQUETTE: 1. The player who has the honor should be allowed to play before his fellow competitor tees his ball. (Exception: To speed up play, a fellow-competitor may play first if the player with the honor is not ready to hit and the players ahead are out-of range). 2. No one should move, talk, whisper, or stand close to or directly behind the ball or the hole when a player is addressing the ball or making a stroke. 3. In the interest of all, players should play without delay. Decide on your club selection before you get to your ball. Perfecting your swing, stance, or grip, and other lengthy actions prior to striking the ball, belong on the practice tee, not on the golf course. These unnecessary actions delay play and is distracting to the other players. One or two reasonably timed swings to loosen up is expected and acceptable 4. No player should play until the players in front are out of range of your ball and of the possible sound of your ball hitting the ground nearby. Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not be easily found. They should not search for five minutes before doing so. They should not continue play until the players following them have passed and are out of range. 6. If a playing group fails to keep its place on the course and loses more than one clear hole on the players in front, it should allow the players following to pass. 7. On par three holes, wave following players up unless the next tee is open. 8. Park motorized and hand—drawn golf carts away from the front of the green and on the side toward the next hole. 9. To speed up play on the green, player should continue putting until holed out, if, in doing so, he does not stand in the line of his fellow competitors intended putt. 10. When removing the flagstick, do not lay it down in a position that is in line with any players putt or chip or might otherwise interfere with the ball. CARE OF THE COURSE: 1. Before leaving a bunker, a player should carefully fill up and smooth over all holes and footprints made by him. In addition, in consideration of following players, he should smooth over other reachable areas of repair need made by previous careless players. 2. Through the green, a player should ensure that any turf cut or displaced by him is replaced at once and pressed down, and/or fill the divot with sand mixture if available, and that any damage to the putting green made by a ball is carefully repaired. Damage to the putting green caused by golf spikes should be repaired on completion of the hole. Page 10 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK 3. Players should ensure that, when putting down bags or the flagstick, no damage is done to the putting green and that they do not damage the hole by standing close to it, in handling the flagstick, or in removing the ball from the hole. The flagstick should be properly replaced in the hole before the players leave the putting green. Players should not damage the green by leaning on their putters, particularly when removing the ball from the hole. 4. Local notices regulating the movement of golf carts should be strictly observed. In particular, keep all golf carts at least thirty feet from any green, a clear distance from any teeing ground, and out of ground-under-repair or muddy areas. 5. In taking practice swings, players should avoid causing damage to the course, particularly the tees, by removing divots. Immediately repair any damage that may inadvertently occur. SPECIAL RULES FOR FULLERTON SENIORS GOLF CLUB Unless otherwise noted the USGA Rules of Golf apply to all competitions & tournaments – reaffirmed by the Club Membership on October 24th 2005 a. As Adopted December 2010 – When the ball is in play Tee through the Green the ball may be lifted, cleaned and placed back on the playing surface within one club length of its original spot but no closer to the hole and in the same cut – Fairway or Rough. Exception: The Lift – Clean & Place Option does NOT APPLY If the ball comes to rest in: At the Base of a Mature Tree A Hazard marked with red stakes or a bunker, it may not be touched. Page 11 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK If it is touched, a one stroke penalty must be added to the score. b. The Ball may be lifted from French drains (Culverts usually filled with crushed rock) and all cemented water troughs and dropped within 2 club lengths, no closer to the hole.(No penalty unless otherwise noted) c. As Adopted December 2010 - In order to increase the pace of play – If the Players Ball is hit Out Of Bounds, the Player should re-hit a new ball from the same spot with a one stroke penalty (plus distance). Should the Player should not be positive the Ball was Out Of Bounds. The Player has two options: 1) Declare and play a Provisional Ball from the same location as the original ball. If the Original Ball is found In Bounds, it must be played without any penalty and the Provisional Ball picked up. If the Original Ball is located and is Out of Bounds, or is Not Found and becomes a Lost Ball, the Player shall continue play using the Provisional Ball, counting a one stroke and distance penalty - OR 2) If after hitting the first ball, the player may proceed to the area where the original ball may be and if it is found to be Out of Bounds or Not Found thus a Lost Ball, the player may place and play a new ball within two club lengths, not nearer the hole from where the ball was Out of Bounds or Lost. and adding a Two Stroke Penalty to the Score for the Hole d. As Adopted December 2009 – For the Weekly Tournaments the Members will Tee from the Markers as Noted on the Seniors Club Score Card Page 12 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK e. Hole #1; (Red Monument) Any ball driven from the first tee, or subsequently struck before arriving at the bridge on number one hole that ends up to the left of the “imaginary” line between the front of the Bridge and the left front corner of the Tee “A” Box must be dropped on the #1 hole side of the cart path at a point directly opposite where the ball came to rest on the 9th hole, under penalty of one stroke. f. Hole #1; Any ball hit onto the ninth hole from the first hole that crosses the creek or lateral hazard, shall be played within two club-lengths of the point it crossed the right margin of the hazard (penalty one stroke). A ball that ends up in the hazard may be played from where it lies or may be dropped within two club—lengths of where it last crossed the hazard margin (not from where the ball had come to rest). (penalty one stroke). g. Hole #1; Any ball that comes to rest on the concrete portion of the drain under or on either side of the #1 hole bridge, may be lifted and dropped within one club- length of first relief from the concrete, no nearer the hole (no penalty). (This rule may not give stance, swing, or line ofsight relief from the bridge structure) h. Hole #1: Any ball that comes to rest behind, under or near the #1 Hole Bridge must be played as it lies. If the ball is declared “unplayable” it may be dropped within 2 club lengths of the obstacle, no closer to the hole, a one stroke penalty. Page 13 of 24 Last printed 7/14/2017 2:37:00 AM i. j. FULLERTON SENIORS GOLF CLUB HANDBOOK Hole #2; (Silver Monument) A ball lying on the elevated cart path on hole number two, may be dropped in the fairway at the bottom of the elevation (no penalty). Hole #3; (Red Monument) The Lateral Water Hazard on the left side (red stakes) changes to Water Hazard (yellow stakes) where the creek turns and cuts across the fairway. Ball hit into the Water Hazard must be replayed from the tee side of the creek if it cannot be played from within the hazard (one stroke penalty). k. Hole #4; (Silver Monument) Fence and associated tree on the left side of the fairway are protective. Free drop within one club-length of line-of-sight and stance/swing relief, no closer to hole. The white stakes along creek on the right and the fence further down define Out-Of-Bounds. l. Hole #5 (Silver Monument) ; As on Hole #4, fence to left of green is protective. If ball comes to rest on #4 side of fence, take nearest relief where the fence is not between you and the hole, no closer to hole. If ball is on hole #5 side of fence, and interferes with your stance or swing, take nearest relief no nearer hole. m. Holes #6, #7 & #8 (Silver Monuments) n. Hole #9; (Silver Monument) Ball driven into the #1 fairway shall be played from the point where the ball crossed the hazard. The hazard begins at the front of the tee area. If the ball is driven directly onto the #1 fairway without crossing the hazard, or if the ball is driven straight into the hazard and is unplayable, it must be replayed from the tee area (one stroke penalty). When playing from the tee area, it is permissible to tee up or play from the ground. A teed up ball can only be played from inside the tee markers. o. Hole #10; (Silver Monument) Ball landing in drain crossing fairway may be dropped straight back on tee side of drain as far back as needed for relief (no penalty). Hole #12; (Silver Monument) Lateral Water Hazard on the right starts at the tee. r. Hole #13; (Silver Monument) The posts along the horse trail are “Out-of-Bounds” markers. A ball is O.B. when all of it lies past the fairway face of the O.B. marker. The Scerrn is a Protective Screen and thus a ball may be moved to provide “line of sight” to the hole. s. Hole #14; (The Front of the Tee Box) (Same as #13) t. Hole #15; (Red Monument) Rock area behind and left of the green is “Out-of-Bounds”. The drain running along the left side of hole is considered a French Drain and is played per paragraph a. u. Hole #16; (Red Monument) Out-of-Bounds markers are the white stakes along the left side of fairway and the roadway on the right. The parking lot fence behind the green is played as Out-of Bounds. An unplayable ball at the fence or an Out-of—Bounds ball shall be dropped and played from the designated drop area. If no area is marked, drop ball 10 to 20 feet from green at back left or right of green. (Unplayable ball is a 1- stroke penalty; Out-of Bounds, on this hole only, is a 2-stroke penalty) v. Hole #17; (Silver Monument) Lake is played as a Water Hazard. w. Hole #18; (Silver Monument) Fence behind green is protective and allows a free drop no nearer hole. x. If the Ball lays on or in such a position that the player must stand on: a putting green, tee, ground under repair, cart path or road it is to be lifted and dropped within two club Page 15 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK lengths of the object but no closer to the hole, with the exception of Special Rule for Hole #2. y. It is the responsibility of each player in the group to monitor the play of the other players, and to assist and remind them of the rules when necessary. If a penalty is incurred, it should be accepted by the player involved. Penalties for rules infractions are part of the game. Each week we play for prizes and we all must be playing by the same rules. z. Scorecards must be signed and attested in order to be official. Scores are considered official when presented to the scoring table. One member of the group listed on the score card must enter the scores on the tally sheet. aa. On occasion we are confronted with playing temporary, freshly aerated, and/or sanded greens. The following rules will apply in those instances 1. Temporary Green: a. If a Circle is Drawn Around the Flagstick. Once your ball lies within the circle, you can pick it up and add two strokes to your score, or putt out. If you elect to putt out, you must continue to strike the ball as often as necessary until the ball is holed, counting all strokes. b. If no Circle is Drawn Around the Flagstick. Use the flagstick to determine your location. If you are within two length of the flagstick, you can pick up and add two strokes to your score, or putt out. If you elect to putt out, proceed as above. 2. Aerated and/or Sanded Green: a. When your approach shot lies anywhere on the green, you can pick up and add two strokes to your score, or you can putt out. If you elect to putt out you must continue to strike the ball as often as necessary until the ball is holed, counting all strokes. Page 16 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK RECORDING OF SCORES: 1 FILLING OUT THE SCORECARD; a) Enter the gross score for each player in the appropriate box for each hole b) Enter the “OUT” gross total for the first nine holes, and the “IN” gross total for the second nine holes. c) Enter the total of the two nines in the “TOT” column. d) Enter the players handicap in the “HCP” column. e) Subtract the handicap from the gross total and enter that number in the “NET” column. f) The Scorer must sign the card and have one of the other members of the group Attest the Score by signing the Card g) Handicap Chairman will review the card for Handicap Adjustments and post the Adjusted Scores on the GHUN Database h) All Scores Posted for Club Play will be posted as “regular” play with the exception of those posted during the Club Stroke Play Club Championship, which will be posted as “Tournament” play. When removing your ball from the hole, don’t press against the lip of the cup or otherwise damage the hole. 2. When leaving the green, make sure the flagstick is upright in the cup. 3. A stroke is the forward movement of the club made with the intention of fairly striking and moving the ball. There is no penalty for knocking a ball off the tee when addressing. 4. You cannot lift or clean your ball in a hazard, and you cannot ground your club in a hazard. 5. You cannot remove a loose impediment from a hazard if your ball is also in the hazard. 6. If you strike a ball more than once in the course of a stroke, or strike a moving ball, you count the stroke and add a one—stroke penalty. 7. Except when playing out of a hazard, if you play the wrong ball, you incur a two-stroke penalty each time you strike the ball in stroke play and loss of hole in match play. You must then play your own ball. 8. When a moving ball hits another ball, the moving ball is played from where it comes to rest. The ball that was struck is returned to its’ original position. If both balls were on the putting green prior to the stroke, the player whose ball struck the ball at rest shall incur a twostroke penalty. 9. When your ball enters or crosses a hazard, you play the ball from the point where the ball entered or crossed the hazard, not from the point where the ball came to rest. You can declare your ball unplayable anywhere on the golf course except when your ball lies in or touches a water hazard. Drop (Place) the Ball behind the point where it became ”unplayable” and continue play and incur a One Stroke Penalty. 11. When putting, you must strike the ball. You cannot drag the ball into the cup. All puts must be holed with a proper putting stroke, there are no gimmees. Failure to do so results in a disqualification. HANDICAPS FOR FULLERTON SENIORS GOLF CLUB COMPETITION The GHIN maintains the handicap computation system for the members and provides the Club Handicap Chairperson on the 1st & 15th of each month a set of reports The Adjusted Scores Submitted to GHIN by the Club are based on a modified Corse Rating of 63.0 and a Slope of 112 to match the Tees used for Our Weekly Play The Handicaps for Club Play are based on the GHIN Index and the Course Rating of 64.3 and Slope of 113, as GHIN has not recognized our Tee setup. The Exceptions are: 1. If a Members Index has an “R” Suffix, the Index for Club Play will be the GHIN Computed Index not the GHIN Reduced Index. 2. If a Members Index increases by more than 3 Strokes due to posting of numerous away scores, the Index for Club Play will be computed at 96% of the Average of the Lowest 10 of the last 20 Home scores. (Reference USGA Handicap System Manual Section 8-4,c(ii)) Page 19 of 24 Last printed 7/14/2017 2:37:00 AM FULLERTON SENIORS GOLF CLUB HANDBOOK WEEKLY PLAY & TOURNAMENT SCHEDULE 1. Monday is the regular day for weekly play, unless Monday is a Holiday, then play will be held on the following Wednesday. a. The Tee Time is 07:00 AM. During the Winter the times are adjusted to 7:30 PM b. Signup & Pairings shall be completed by 06:30AM (adopted November 12th 2007) c. Prize money is collected during the “sign-up” period and is distributed to the 4 players having posted the lowest net scores and to the players carding closest to the pin on 3 designated holes. A Range Card is awarded to the player holing the longest putt on a designated hole. d. When 4 or more Groups play there will be a shotgun start using tees 1, 18 & 17. (adopted November 2005) 2. Special competitions are to be arranged and scheduled monthly by the Tournament Chairman. 3. Championship Tournaments a. CLUB MATCH PLAY Championship – to be held in late July. b. CLUB CHAMPIONSHIP – A 54 Hole – Low Net - Stroke Play Tournament to be held on three consecutive weeks starting in Mid-September. c. To in these championships, the player must have been a member of the Club for at least 3 months and to have played in a minimum of 6 weekly tournaments and to have a current GHIN Index. This amount can be adjusted to cover operating costs as determined by the President in accordance with the Club By-Laws, Section 8. 2. The Dues are due the 1st Monday of November and are delinquent as of the 1st Monday in December. SOUTHERN CALIFORNIA GOLF ASSOCIATION 1. The Club was originally a member of the Public Links Golf Association. However in December 2010 PLGA was merged into the Southern California Golf Association (SCGA) 2. The Club is a member of the SCGA which provides us with official score indexes. These indexes allow us to determine our handicaps for our Club tournaments. The indexes also provide the basis for the applicable handicap for any other golf course. 3. The SCGA Fees are determined by the Association each year and Club members will be notified at the same time as the Club Renewal Notice – typical in October. The SCGA Fees must be paid by December 15th in order for to remain Active SCGA Members. 4. ARTICLE II - PURPOSE FIRST: TO STIMULATE INTEREST IN GOLF AT THE FULLERTON GOLF COURSE BY BRINGING TOGETHER A GROUP OF PEOPLE DESIROUS OF FORMING A GOLF ORGANIZATION. SECOND: TO PROMOTE AND FOSTER AMONG ITS MEMBERS A CLOSER BOND AND FRATERNITY FOR THEIR JOINT AND MUTUAL BENEFIT, AND TO PROMOTE AND CONSERVE THE BEST INTERESTS AND TRUE SPIRIT OF THE GAME OF GOLF AS EMBODIED IN ITS ANCIENT AND HONORABLE TRADITIONS. THIRD: TO ENFORCE UNIFORMITY IN THE RULES OF THE GAME BY CREATING A REPRESENTATIVE AUTHORITY. FOURTH: TO MAINTAIN A UNIFORM SYSTEM OF HANDICAPPING. FIFTH: TO AFFORD A CONVENIENT AND AUTHORITATIVE BODY TO GOVERN CLUB TOURNAMENTS. ARTICLE III - -MEMBERSHIP SECTION 1. MEMBERSHIP SHALL BE AVAILABLE TO ALL SENIORS 60 YEARS OF AGE OR OLDER. SPECIAL EXCEPTIONS MAY BE GRANTED IF APPROVED BY A MAJORITY OF THE BOARD OF DIRECTORS. SECTION 2. MEMBERSHIPS ARE INDIVIDUAL AND NONTRANSFERABLE IN THE CLUB. SECTION 5. MEMBERSHIPS IN THE CLUB ARE FOR ONE YEAR ONLY, WITH ALL MEMBERSHIPS EXPIRING ON LAST MONDAY OF NOVEMBER. SECTION 6. THE FISCAL YEAR FOR THE CLUB IS FOR A CALENDAR YEAR ONLY SECTION 7. IN THE EVENT ANY MEMBER OF THIS ORGANIZATION SHALL COMMIT ANY ACT, WHICH REFLECTS DISCREDIT OR DISREPUTE THEREON, OR SHALL REFUSE OR NEGLECT TO COMPLY WITH THE RULES AND REGULATIONS SET UP BY THE FULLERTON GOLF COURSE AND THOSE ADOPTED BY THIS ORGANIZATION, SHALL BE SUBJECT TO SUSPENSION OR EXPULSION. ALL MEMBERSHIP FEES AND DUES SHALL BE ESTABLISHED BY THE ELECTED OFFICERS FROM TIME TO TIME IN SUCH AMOUNTS AS THEY DEEM TO BE ADEQUATE TO OPERATE AND MAINTAIN THE CLUB. MEMBERS NOT SUBMITTING THEIR DUES WILL BE DROPPED FROM THE CLUB ROSTER UNLESS THE CLUB IS NOTIFIED THAT AN EXTENSION IS REQUIRED DUE TO ILLNESS, VACATION OR ETC. ARTICLE IV-OFFICERS, BOARD OF DIRECTORS AND COMMITTEES SECTION 1. THE OFFICERS SHALL CONSIST OF THE PRESIDENT AND THE SECRETARY / TREASURER AND THEIR DUTIES SHALL BE SUCH AS THEIR TITLE WOULD INDICATE OR SUCH AS MAY BE ASSIGNED TO THEM RESPECTIVELY FROM TIME TO TIME. THE OFFICERS SHALL AUTHORIZE AND DEFINE THE POWERS AND DUTIES OF ALL COMMITTEES. CHAIRMEN AND MEMBERS OF ALL COMMITTEES SHALL BE APPOINTED BY THE PRESIDENT WHO SHALL ALSO BE AN EX-OFFICIO MEMBER OF ALL COMMITTEES. SECTION 4. THE FOLLOWING COMMITTEES AND CHAIRMEN SHALL BE APPOINTED EACH YEAR, WITH SUCH OTHER COMMITTEES AS THE PRESIDENT MAY DEEM NECESSARY OR ADVISABLE: GOLF COMMITTEE CHAIRMAN. THIS COMMITTEE WILL OVERSEE ALL RULES OF GOLF AND LOCAL RULES TOURNAMENT CHAIRMAN TO ARRANGE, SCHEDULE AND CONDUCT ALL INTRA-CLUB AND INTER-CLUB COMPETITIONS. HANDICAP CHAIRMAN TO OVERSEE A FAIR AND PROPER SYSTEM OF HANDICAPS IN ACCORDANCE WITH GOLF ASSOCIATION STANDARDS. SIGN-UP COMMITTEE TO PERFORM THE DUTIES REQUIRED FOR THE WEEKLY COMPETITION. ARTICLE V - AMENDMENTS TO BY-LAWS SECTION 1. THE STANDING OFFICERS SHALL HAVE THE POWER TO REPEAL OR AMEND ANY OF THESE BY-LAWS PROVIDED THAT SUCH ACTION SHALL NOT BE EFFECTIVE UNTIL APPROVED BY A MAJORITY OF THE MEMBERS OF THE CLUB.
