INTRODUCTION
The purpose of this policy is to provide advice and direction for all persons involved in work with
asbestos containing materials (ACM) in connection with Rosemead Preparatory School. The
presence of ACM does not, in itself, necessarily constitute an active danger however persons may be
exposed to risk if activities which give rise to airborne dust are carried out and good management
techniques are not applied.
STATEMENT OF INTENT
Rosemead Preparatory School will ensure that, as far as is reasonable, no persons are exposed to
risks to their health due to exposure to ACM that may be present within the premises. This includes
pupils, staff members, parents, visitors, contractors and any others that may reasonably be expected
to be present on the school premises. In order to do this Rosemead Preparatory School has
undertaken a programme to identify and record details of asbestos on its premises and to manage its
retention, remediation and removal.
POLICY STATEMENT
The School’s policy conforms with the Health and Safety at Work Act 1974, the Asbestos (Licensing)
Regulations 1983 and the Control of Asbestos Regulations 2012. The policy applies to all buildings
and individuals therein.
The school’s policy on asbestos and ACM is;
 To prevent exposure to hazards associated with ACM for children, teachers, staff, parents,
visitors, contractors and others who are reasonably expected to be present on the premises.
 To ensure that all buildings are surveyed (Type 21) to identify any ACM that may be present
therein. To prepare and maintain an asbestos register for all School buildings, (including
regular reviews and updating of records of any treatment and / or removal works
undertaken).
 To ensure that risk assessments are carried out and recorded.
 All buildings will be assumed to contain ACM unless there is evidence to prove otherwise.
 To ensure that an appropriate system is installed, maintained and implemented for the
management of all ACM identified in the register.
 To implement an effective management strategy in order that appropriate measures such as
encapsulation, labelling, inspection, and working with or removal of the material can be
undertaken.
 To provide information on ACM to contractors and others who may be working in areas with
or near, asbestos as identified in surveys or assumed to be present.

 To promote awareness of the risks from ACM’s
 To ensure that prior to any major refurbishment or demolition work a Type 3 Asbestos survey
is undertaken in the affected areas if deemed required based on the available survey
information. Surveys are to be undertaken by suitably accredited and approved specialists.
 To review regularly the Asbestos Management Policy and the Asbestos Management Plan.
A details asbestos survey has been undertaken for both school sites and removal of identified
asbestos containing materials is undertaken in conjunction with redevelopment work or alterations.
The Asbestos Survey and Register can be found in the Finance Office.
RESPONSIBILITIES
The Board of Governors has overall responsibility for all risk management and health and safety
policies.
The School Business Manager is the School’s Asbestos Manager and will:
 Keep and maintain an up to date log of the location, condition, maintenance and removal of
all asbestos containing materials on the premises;
 Arrange for the repair, sealing or removal of asbestos containing materials if there is risk of
exposure owing to their condition or location;
 Maintain asbestos containing materials in a good state of repair;
 Inform anyone who is likely to disturb asbestos containing materials about the location and
condition of the material;
 Have arrangements and procedures in place, so that work which may disturb asbestos
containing materials complies with The Control of Asbestos Regulations 2012; The HSE
Guide INDG223 provides further guidance in this regard.
 Review the plan at regular intervals
 Ensure that Contractors are made aware of the existence of ACM’s present within the School
and the existence of the School’s asbestos register.
