POWERBALL HOCKEY LEAGUE OFFICIAL RULEBOOK 1. CONDUCT ON PROPERTY 1.1 – Any destructive or negative conduct on school property is prohibited. The player / team shall be responsible for any damages caused to the property as a result of his/her/their acts or behaviour. The team / player will be fined and may be suspended. The involved team(s) will automatically loose their discipline point for the game(s) played on that day. The league’s management will determine if any fine or suspension is required. The subject player / team will take full responsibility for any costs and damages associated with the repair and/or replacement caused by the incident. 1.2 – No outside shoes may be worn in the gym. Only running shoes will be tolerated 1.3 – No tape will be allowed on the hockey stick blade. 1.4 – Alcohol beverage or smoking is prohibited in the changing rooms. Only beer purchased at the Power Bar will be tolerated in the cafeteria. 1.5 – Teams will have access to the changing rooms 30 minutes before their scheduled game time and must leave the room 20 minutes after their the game’s end. Neglecting to abide by these rules will result in the loss of the subject team’s discipline point. 1.6 - Proper equipment is required in order to participate in games organized by the Powerball Hockey League. Any player/team that does not follow these guidelines will receive a minor penalty towards their respected team and will not be allowed to participate until he/she or they are deemed to be acceptable. Players must respect the following requirements: 1.6.1 – Goaltenders are required to wear full equipment. Full equipment includes Pads, Helmet, Blocker and Trapper. 1.6.2 – Players are required to wear Eye Wear, Gloves and Shin Pads. Shin pads must be covered by wearing socks. 2. PLAYING CONDITIONS 2.1 – No player will be allowed to participate in a game with exposed jewellery. Finger rings, Ear rings, Nose rings and necklaces will not be tolerated. The rule is designed for safety in order to prevent any unfortunate incidents. If visible jewellery is found, the offending team will receive a minor penalty. 2.2 – Before participating in a game, all players must ensure that all open cuts or wounds are bandaged properly. 2.3 – Players are encouraged to bring any concerns of safety or peril immediately to league officials. The decision to begin or continue a game is the decision of referees and league management. A postponed game for any reason will be rescheduled by league management on the earliest possible date prior to the end of the regular season. 2.4 - Any game shall immediately be terminated if deemed to be getting out of disciplinary control. Teams directly involved shall not receive a point (0) in the standings. Suspensions / fines may be imposed by league management. Where one team is clearly the catalyst of a game’s termination, the non-offending team shall be awarded two points (2) in the standings with a final score of 3 to 0. 3. DEFAULT 3.1 – A team will be given 10 minutes past their scheduled time start of game to dress a minimum of five players and a goalie. If a team is able to dress the required amount of players within the 10 minutes and are ready to play, the game will begin and the offending team will be assessed a minor penalty. 3.1.1 - If a team is not ready by 10 minutes, the non-offended team will either win by default or decide to wait until the opposite team has a sufficient amount of players to begin the game. If the decision is to wait, time will be taken off the clock in order to fit the game into the one hour block. 3.1.2 - If the game is defaulted, the non-offending team will be awarded (3) points including the discipline point. The offending team will loose all available points and be fined $40 (without 24 hour notice). The game will be considered 3 to 0 score for statistics. 3.1.3 – The winning team may use the remainder of the block time for practice purposes. The defaulted team may only remain on the floor with the permission of the winning team. 3.1.4 – A defaulted team cannot play its next game until the $40 fine is covered. 3.1.5 – Defaulted games will not count in the duration of a suspension. A game suspension will count only if a game has been played entirely from beginning to end. 3.1.6 – A team defaulting a playoff game without a 24 hours notice, will automatically forfeit the series to the non-offending team. A $40 fine per game will also be assessed to the defaulted team. 4. GAME TIME REGULATIONS 4.1 – Before every game, each team must provide the timekeeper with their team roster on the Score Sheet. The Score Sheet will be available at the Power Bar, before each game. It is the team captain’s responsibility to ensure that each player is correctly indicated on the Score Sheet. Should the Score Sheet not be correctly filled out before the game, the team will be awarded a minor penalty at the scheduled start of game. 4.2 – The one hour game block is broken down as follows: 4.2.1 4.2.2 4.2.3 4.2.4 - 5 minute warm up - 3 x 15 minute running time periods. If within 2 goals, the last 2 minutes will be stop time. - 1 minute intermission - 1 time out is awarded to each team during the game 4.3 – Overtime 4.3.1 – Regular Season games ending in a tie will go directly into a 3 man shootout with no repeating shooters unless all players have been used. 4.3.2 – Playoff overtime will be a 5 minutes stop time sudden death period. If after 5 minutes a winner is not determined, a 3 man shootout will be used in order to determine the winning team. 4.4 – Player Eligibility 4.4.1 – Every player must have a proper team hockey jersey with a unique number imprinted on the back. Any team / player that does not follow the guidelines will receive a minor penalty. League management has the final say on the definition of a legal team hockey jersey. 4.4.2 – Every team is responsible to have a team captain who must wear a C on his/her jersey. Only the captain can address the referee during a game. 4.4.3 – Every league player is required to complete a player contract and pay the $25 registration fee before participating in a Powerball Hockey League game. Failure to do so will result in a default loss to the offending team, including a $40 fine. Team captains are responsible for the completion of these contacts along with the collection of registration fees. 4.4.4 – If the team is found playing an illegal player or suspended player, the concerned games will be forfeited. The team will be fined $40 for each forfeited game. Teams cannot play their next scheduled game until the fine is covered. 4.4.5 – Players cannot play for 2 different Powerball Hockey League teams. If the situation arises, the player will automatically be suspended for one season. 4.4.6 – In order to be eligible for the playoffs, a player must be involved in at least 5 games during the regular season. Only goaltenders are not considered in this rule. As long as the goaltender respects rule 4.4.5, despite playing less than 5 regular season games, the goaltender is eligible to play in a playoff game. 5. GENERAL GAME PLAY REGULATIONS 5.1 – There will be no icings or offsides 5.2 - A stoppage in play will occur when when any player passes the ball using his/her hands to a teammate in any zone. 5.2.1 5.2.2 – A penalty is assessed to any player that closes his/her hands on the ball with the intent to delay the game. Solely the referee will have the discretion to apply this rule. – A penalty shot will be awarded if a defending player closes his/her hands on the ball in the goalie crease 5.3 – Mercy Rule: If the score is 7 or greater, the game will be called and the current score will stand as final. The rule only takes effect in the 3rd period. 5.3.1 – The loosing team has the right to continue playing despite the 7 goal difference, as long as the game continues to be played in a fair manner. The referee has the right to stop the game at any time if deemed to be getting out of disciplinary control. In this case, the loosing team will automatically loose their discipline point and be fined $40. 5.4 – A referee has the discretion to drop the ball at any time if he/she feels that one of the teams is taking too much time to set up. 5.5 – Referee Rights 5.5.1 – A league official and or timekeeper can provide the referee with assistance on any extreme missed calls. 5.5.2 – During an altercation, the referee has the discretion to stop the clock 5.5.3 – The referee can terminate the game at any time if he/she believes the game to be out of disciplinary control 5.5.4 – A referee should not be questioned concerning a judgement 5.5.5 – Abuse of league officials of any kind will not be tolerated. 5.5.6 – Verbal and Physical abuse towards officials will be dealt with severely. Suspensions and fines will be given out if such incidents should occur. 5.5.7 – A referee will only address captains during game play. 5.6 – Any players involved in a fight will automatically receive a suspension along with a fine based on the severity of the incident. League officials will decide on the severity of the punishment. 5.6.1 – Any players leaving their respected benches while not being part of the game play will automatically be suspended. 5.6.2 – If the two teams get involved in a bench clearing incident, the entire team will be suspended at least one game, and will automatically forfeit the following game. Each team will be fined $100. 5.7 – The Powerball Hockey League reserves the right to suspend any team at any point in time. This rule will be enforced on strict cases. Any team being thrown out will not receive a refund. If a situation such as this arises, the team will be banned from the league. 5.8 – Discipline Point Allocation: A discipline point will be allocated after each game to every team who has not been allocated more than 12 penalty minutes during the regular season game. As of the 13th penalty minute, the offending team will loose this additional point. 5.8.1 - Should a team have over 12 penalty minutes during a playoff game while entering overtime, the entire overtime shall be played with a one man disadvantage for the offending team. If both teams have over 12 penalty minutes during the same game while entering overtime, this rule can be disregarded. 5.9 – Powerball Hockey League management are will to take up any questions or disputes as long as they are performed in a professional manner. 5.9.1 - Team captains should address the issues with league officials after game hours. These issues can be addressed either in person, via email or by phone. 5.9.2 – No discussions will be accepted during game play or immediately after a game. 6. A suspended player is prohibited from playing another Powerball Hockey League game until this fee is reimbursed. 6.3 – If a player receives a 5:00 minute penalty and game misconduct, this player must leave the game. A teammate must serve his/her sentence. Any player ejected from a game must directly go to the changing room and is not permitted to return behind their team’s bench. Powerball Hockey League Management encourages timely feedback. However, all feedback should be directed towards team captains who will then have the responsibility of sharing this information. Captains are required to take ownership of his/her team’s actions. The captain is ultimately responsible for handling all team issues, contracts, registrations and fines Powerball Hockey League Management has absolute final say in regards to the interpretation of any rule or situation
