delivering recommendations;

RISK MANAGEMENT
Critical points of MOVIDA:
1. Resistances by targeted associations of service
companies in engaging in the inspection campaigns.
2. Lack of sufficient number of inspectors accepting to
participate in the campaigns without an extra
payment.
3. Difficulties in learning the use of the advicegenerating tool by the candidate inspectors.
4. Problems with inspection calendars, due to
interactions with the routine work of service
companies.
5. Insufficient number of inspections made.

Task 1 - Production of the first tool (heating)
•A new check list including not only system description and
assessment of the maintenance quality, but also elements
useful for identifying suggestions for improvement
(Energy Conservation Opportunities – ECOs).
•Additional elements useful for assessing the system size
respect to actual need (surface, volume, boiler temperature
related to outside air temperature, size of heating
elements,…) and elements to assess the correct room
temperature setting, planning and control.
•A calculation tool, based on simple if-then logic, that will
present standardised recommendations.
•The tool will be operative online.

Task 3.1: First training module (LEV)
A shorter module before the first inspection campaign, to
teach the use of the tool to expert inspectors of heating
systems.
Using the advice-generating tool to produce tailored
recommendations.
The training module will be maximum 4 hours, organised in
evening hours for allowing the attendance by working staff.
All partners will evaluate, amend and finally approve the
training plan, which will be very practical, explaining how to
collect the required data and using the web-based tool.

Task 3.2: Implementation of the first draft heating
systems training phase (LEV)
The pilot edition of the training scheme will be implemented
by each partner, in collaboration with the existing SME’s
associations or public organisations, targeted to about 20
experienced service staff per region.
Considering that the trainees for the first campaign have a
good understanding of the HVAC systems, know the
instrumentation, and have a practical approach, the lecturer
will present step by step the procedure and demonstrate
its application with examples, possibly organising on-site
demonstrative inspections. The pilot training will include
evaluation and final report.

Task 4.1 Recruiting the inspectors (APE)
At the kick-off meeting, partners agree on common criterion
for recruitments (minimum professional experience and
knowledge pre-requisite for the inspectors of the different
waves of the campaign). Inspectors operating in the first
campaign should already have a sound basic knowledge of
HVAC O&M and/or analysis.
Each partner defines recruitment activities and possible
incentives to facilitate the recruitment of inspectors in each
region. This could entail the organisation of meetings with
local SME’s associations.
The detailed programme of each campaign is captured in a
report to the EU Advisory Committee, before the start of the
campaigns.

The website will serve a double purpose:
1. Project centre for circulating materials and information
among partners (restricted area).
2. Open website diffusing project outputs and deliverables
to the EPBD community.
As other websites are already powerful in disseminating
info on EPBD and building energy efficiency:
•Build up (www.buildup.eu ),
•CA EPBD (www.epbd-ca.org ),
the MOVIDA website will negotiate agreement to provide a
flow of info, links, news to these existing and powerful
websites.
