Dear Friends:
Minister Andres Pastoriza is with me at this moment.
He is no longer Minister, having been appointed to the important post of Minister of Communications in the Dominican Republic, and has become a member of President Troncoso*s Cabinet.
He is here in New York until next Wednesday evening.
I am giving a luncheon in his honor on Wednesday, September 24
at the Lawyers* Club at 12:30 p.m.. You will both receive
formal invitations, but in order to make doubly sure that you
both come to the luncheon I am writing you this letter.
I am writing it also for a further purpose. Minister
Pastoriza knows the details about these refugees, most of them
Jews, in whom the Archduke Otto is interested, and details of
which are known to both of you, or at least to Mr. Troper.
Minister Pastoriza tells me that his government will cooperate
in every way in reference to visas, transit visas, etc., etc.
to bring these people to the Dominican Republic. However, I
must make clear to you that this Association cannot assume the
financial responsibility for their support. Minister Pastoriza
says his country would have to have proper assurances that
those people would not become public charges. If those assurances are given by the J.D.C., that, says Minister Pastoriza,
will be entirely sufficient. It may be that some of these
people will be found by us to be acceptable as settlers, but
we cannot undertake in Dorsa to take any of them as settlers

unless they are the kind of vigorous young people who are
capable of such work.
Minister Pastoriza will be in New York for all of
this week and if you want to talk with him about this he
would be glad to find time to discuss it with you. He is
at the Hotel Chalfonte. The essential points are, to repeat,
that we can have every kind of cooperation from the Dominican
Republic, providing the J.D.C. is prepared to assume the entire financial responsibility for the care of these people
so that they shall not become charges in the Dominican Republic.
