The rules governing the U.C.H.L. will be that of the C.H.A. and the O.M.H.A. with the following additions. Board of Directors will fine per milestone any Centre failing to meet the above noted milestones: $25 $100 $150 – Failure to meet milestones 8, 9, 15 or 20 – Failure to meet milestones 1, 2, 3, 5 or 11 - Failure to meet milestones 6 or 7 Pre-Season Coaching Staff Briefing 1.0 Prior to the commencement of the regular season, all U.C.H.L. Head Coaches MUST attend a U.C.H.L. Rules and Bylaws training session administered by members of the U.C.H.L. Board of Directors and acknowledge their understanding and compliance with these said Rules and Bylaws by signing the U.C.H.L. Rules and Bylaws Compliance Sheet. Other members of team coaching staffs are encouraged to attend this training session as well to ensure they too are familiar with the Rules and Bylaws of the league. In all cases, Head Coaches MUST have attended a training session and signed the compliance form prior to October 30 or they will not be allowed on the bench for any U.C.H.L. team. The Head Coach is deemed responsible for all his/her bench staff as per OMHA rules. 1.1 Centre Presidents and Centre Ice Schedulers are encouraged to attend the first U.C.H.L. meeting of the season in order to ensure that they are aware of league rules, deadlines and structure of fines. The Centre will understand that they leave the sole responsibility of communication to their Centre Representative and the Centre acknowledges that they will be held accountable for any wrongdoing. Centres who allow numerous people within their executive to contact the league unless an emergency, will be warned and if persists will be subject to their Centre being reviewed for an Eligibility Vote at the end of the season. Declaration of Teams and Rosters 2.0 Each Centre Representative must declare their initial team numbers, including total players registered for ALL teams in each age division and category to allow potential player movement to be seen, to the U.C.H.L. Board of Directors no later than September 15. Final team declarations including number of players per team must be made no later than October 1. Failure to meet EITHER deadline will result in the offending Centre being fined $100 per milestone missed. Any Centre dropping declared teams after October 1 will incur a $100 fine per team. 2.1 Should a Centre schedule a team with a Representative league, that team is not eligible to drop back into the U.C.H.L. without open declaration and explanation to the U.C.H.L. Under no circumstance will a team of players originally planning on playing rep hockey be able to enter the U.C.H.L. as a team together. 2.2 Each Centre Representative must submit an O.M.H.A. Local League Approved Roster Sheet as well as an O.M.H.A. Approved Coach at Large Roster to the U.C.H.L. Board of Directors no later than October 30. NO additions can be made to these rosters after this date without the U.C.H.L. Board of Directors notification and approval. Failure to meet this deadline, and/or any roster additions made without the required approval, will result in the offending Centre being fined $150. 2.3 Any Centre having an O.M.H.A. Rep team one (1) level higher than a U.C.H.L. team must also provide a copy of the Rep team stamped O.M.H.A. Approved Roster Sheet and any Affiliated Player lists to the U.C.H.L. Board of Directors no later than October 30. Failure to meet this deadline will result in the offending Centre being fined $150 per list missing. 2.4 No U.C.H.L. team is permitted to have fewer than ten (10) players and one (1) goaltender without prior approval of the U.C.H.L. Board of Directors to play as a “short” bench. Any team having fewer players than required may draw from a team in a lower Division to attain the league minimum required number of players, but may not draw laterally (Ex. Atom may draw from Novice, but not another Atom) as per OMHA rules. Overage Players and Eligibility 3.0 No overage players will be permitted in any division without prior approval of the U.C.H.L. Board of Directors. The U.C.H.L. Board of Directors may consider approval for the following circumstances: i) a challenged individual playing; ii) a confirmed medical condition or special circumstance. For each of these circumstances, a signed consent letter from the player’s parents must also accompany the request. 3.1 The names of any potential overage players must be submitted to the U.C.H.L. Board of Directors at the October general meeting. Consideration for overage eligibility and approvals must be made as early in the regular season as practicable. All decisions on a player’s overage eligibility are subject to review based on the development of the player’s hockey skills. Player Movement 4.0 Any player affiliated to a higher division within the U.C.H.L. is restricted to playing seven (7) games in regular season and playoff games combined, but not including tournaments or exhibition games. Extensions MAY be considered for local team to local team affiliation ONLY if the higher division team has special circumstances such as injury or “short” declaration and exhausted all other avenues. This request must be in writing to the President of the U.C.H.L. with full detail of situation noted. Any player playing greater than seven (7) games without approval shall immediately be considered a member of that higher division for the remainder of the season. If a coach of a higher division uses an affiliated player without notification to the Centre Contact, they will be assessed a suspension determined by the Board of Directors. 4.1 Any U.C.H.L. players on an O.M.H.A. Rep team’s Affiliated Player list are also limited to seven (7) games in all O.M.H.A. games, but not including tournament or exhibition games. NO extensions will be given. Failure to report movement will result in the offending Centre being fined $25 per incident/player and could result in the player’s loss of U.C.H.L. privileges. 4.2 The Centre Representative must report all player movement to the U.C.H.L. Board of Directors by the fifth (5th) day of each month. Failure to control or report player movement to the U.C.H.L. Board of Directors will result in the offending Centre being fined $100 per incident. Additionally, any player movement not reported will result in the player being deemed an illegal player. Any Coach found playing an illegal player will be subject to a suspension not greater than ten (10) games, as determined by the U.C.H.L. Board of Directors. 4.3 A team can only use enough affiliated players in any single game to bring their total number playing to the league minimum which is 11 (10 skaters + 1 goalie). Therefore if a team has 13 rostered skaters + 1 goalie and 2 skaters are going to be away, then NO affiliates can be used. 4.4 O.M.H.A. Rep teams and Select teams may take U.C.H.L. players and goaltenders to O.M.H.A. tournaments and exhibition games, but the U.C.H.L. player’s first commitment is to their rostered U.C.H.L. team. Any player failing to play for their rostered U.C.H.L. team first, will result in the Centre being fined $100. Each subsequent offense will result in that centre being fined $150. Inclement Weather – Cancellation of Games 5.0 A game shall only be cancelled and rescheduled due to severe weather conditions where traveling poses a safety risk to individuals. Any coaching staff having concerns of inclement weather shall identify them by contacting their own Centre Representative, or delegate, a minimum of two (2) hours in advance and not more than six (6) hours in advance of the scheduled starting time. Centre contacts must communicate directly through phone or replied email to confirm cancellation. NO messages should be left with a cancellation! The only persons permitted to cancel a game are the Centre Representatives, or delegate. Any coaching staff identified having cancelled a game will result in the offending Centre being fined $100 and a suspension to the staff member will be determined at the Board’s discretion. 5.1 Games may be rescheduled for tournament participation as long as the game is rescheduled and played prior to the tournament, where possible. 5.2 Games shall not be cancelled or rescheduled due to a lack of coaching staff, players, or otherwise unless approved by the U.C.H.L. Board of Directors. No games shall be cancelled or rescheduled for any other reason than stated in Rule 5.0 or 5.1. A teams’ inability to play the scheduled game for any other reason will result in the game being forfeited by the offending team. If a game is forfeited, the forfeiting Centre will be assessed the cost of the referees, timekeepers and ice. 5.3 Centre Representatives will be responsible for rescheduling games cancelled for those reasons stated in Rule 5.0 and 5.1. Each teams’ coaching staff will be immediately notified when the cancelled game has been rescheduled. All games must be rescheduled within fifteen (15) days of cancellation and played within thirty (30) days of the cancelled game, and in all cases within five (5) days of the schedule end. In the event the game cannot be rescheduled on a mutually agreed upon date, one (1) point will be awarded to each team. Any coaching staff identified having cancelled or rescheduling a game will result in the offending Centre being fined $100. 5.4 Any Coach, Centre, or Players failing to bring their team to a game for reasons other than stated in Rule 5.0 or 5.1, or failing to adhere to the game cancellation or rescheduling policy shall be suspended for a minimum of three (3) games. Additionally, the Centre will be assessed the cost of referees, timekeepers and ice. Extent of Game Play 6.0 All U.C.H.L. games shall consist of a minimum 3 – 10 minute stop time periods. Should extended time be available, Coaches must mutually agree to play the extended time periods prior to the commencement of the game. 6.1 No Centres will be designated as curfewed. NO CURFEW TIME will be noted on the game sheet. The end of the game will be decided by the end of stop time play, or the arena staff signifying the end of play to the coaching staff of both teams by bell, drop of gate or verbally. 6.2 Positions in the standings according to the webpage stats at the end of regular season and playoffs will be dealt with as follows: 1) Total Points 2) Points in games vs each other 3) Total Wins 4) Total Goals Against 5) Total Goals For 6) Least Penalty Minutes 7) Flip of a Coin Tie breaking games will only be authorized by the Board of Directors if time allows. 6.3 Buzzer will sound to indicate the start of the 3 minute warmup, which begins when the zamboni door closes. Initiation Program 7.0 The Initiation Program is a skills development program for all players aged seven (7) years and under, with the better seven (7) year olds however, being moved to the higher Division of Novice. Skill development shall then be tailored as needed to best suit the remaining Initiation Program players (IP’s) and placement into either the Junior or Senior Initiation Program. Those U.C.H.L. Centres declaring their IP’s will participate in exhibition games shall be required to split players into Junior IP (4 & 5 year olds) and Senior IP (6 & 7 year olds) teams, and roster players accordingly. 7.1 The Senior IP exhibition games shall commence on December 1st, while Junior IP exhibition games will commence on January 2nd. Coaching staff shall be permitted on the ice during games at the Junior IP level only. No coaching staff shall be permitted on the ice during games at the Senior IP level. 7.2 All Junior IP games will consist of one (32) minute stop time period, with a two (2) minute buzzer being sounded and the clock stopped to permit line changes. All Senior IP games will consist of one (36) minute stop time period with a two (2) minute buzzer being sounded and the clock stopped to permit line changes. All regular rules apply (i.e. icing, offside and penalties). ** NOTE – Half way through the season (January 15th), SR IP will switch to 3-10 min periods without buzzer to prepare them for regular game format next season.** Referees, Timekeepers and Game Sheets 8.0 Only carded referees as per O.M.H.A. rules are permitted to officiate U.C.H.L. games, and said referees shall be provided by the Referee-in-Chief of the home Centre. In circumstances where only one (1) referee arrives to officiate a game, both Centres shall wait a maximum of ten (10) minutes for the arrival of a second (2 nd) referee. If the second (2nd) arrives within the allotted ten (10) minutes, the game shall be played should time permit, otherwise it shall be rescheduled in accordance with Rule 5.3. No games can be played without two (2) referees as per O.M.H.A. rules. 8.1 Any Centre having three (3) incidents of failing to provide two (2) referees per game shall be required to provide a written explanation to the U.C.H.L. Board of Directors and may be subject to a fine of $50 per additional incident. 8.2 Centres are required to supply competent timekeepers that are age appropriate for the division and in all cases twelve (12) years of age or older and must be able to fill out a game sheet properly and clearly. Improperly filled out game sheets will be reviewed at the league meeting to identify problems and if persists the Centre will be subject to a $25 fine per game sheet for improperly filling it out. Centres are to rotate refs in each division to ensure that there is a variety of refs covering each group. Centre Contacts are also in input ALL information from the game sheet on the website including the ref’s names in the note section. Repeated problems with inputting all information from the sheet onto the website will result in a $25 fine per game sheet. 8.3 All Centres shall use O.M.H.A. game sheets. All coaching staff on the bench shall sign all games sheets according to their O.M.H.A. roster, without exception. Failure follow this rule will result in the staff member being assessed a one (1) game suspension. Further disciplinary action will be assessed for repeat offenses. 8.4 All players rostered on the team shall be clearly recorded on the game sheet. Those players absent and not dressed for the game, for reasons other than a suspension, shall be clearly recorded as such on the game sheet. All suspended players and/or coaching staff shall also be clearly recorded in the applicable area on the game sheet. In addition to the suspended players name and number, the total number of suspended games and which game is being served, shall also be clearly recorded (i.e. #15 John Doe – Serving Game 1 of 3). 8.5 Centre Representatives are responsible for collecting/reviewing home team game sheets and recording statistical information on the U.C.H.L. webpage, as a minimum, weekly. All game sheets once reviewed and statistical information recorded, must be also be submitted to the U.C.H.L. weekly. Failure to collect, review, or submit game sheets, and/or record statistical information as noted, will result in the offending Centre being fined $10 per game sheet per week by the U.C.H.L. Board of Directors. Fair Play 9.0 It is the responsibility of the Centre Representative to periodically monitor all Division team play for equal line rotations, thereby ensuring each player receives “equal ice time” per game and deal with your own coaching staff regarding any problems. The use of power plays and penalty killing lines are prohibited. Complaints regarding any team’s use of unequal ice time are to be reported to the potential offending centre contact. If the situation persists, it shall be investigated by neutral centre contacts assigned. Any Coaching staff identified as being in violation of this Rule will be subject to an indefinite suspension as determined by the U.C.H.L. Board of Directors. That Centre will be assessed a fine of $100. **The league will not condone score running or the obvious embarrassment of any team in any division. Bench staff identified as showing signs of encouraging such poor sportsmanship will be subject to disciplinary action by the centre and/or league.** 9.1 Each Centre with more than one (1) team per Division shall ensure teams are equally balanced (skill wise) by December 1st in accordance with the provisions of Rule 2.1. Failure to do so will result in the U.C.H.L. balancing the teams in question. Team statistics shall be used to indicate balance within a Centre. 9.2 All referees, timekeepers, opposing players and team officials shall be treated with courtesy at all times. Any infractions of this rule may result in the suspension and/or fine of the Centre, and/or individuals/ players responsible, as determined by the U.C.H.L. Board of Directors based on the severity of the incident. Game Misconducts and Suspensions 10.0 Any player receiving a game misconduct or automatic suspension shall not participate in any U.C.H.L. regular season or playoff game play until the full suspension has been served. No U.C.H.L. regular season or playoff game suspension can be served in tournament or exhibition play. Suspensions received during tournament play shall follow O.M.H.A. rules and if not fully served in the tournament thus carrying over into league, they must be reported to the U.C.H.L. Ref-in-Chief immediately following the tournament. 10.1 Coaching staff, within 24 hours of receiving a game misconduct for any player(s) or staff on their team, in either a home or away game, must report this information to their own Centre Representative. Any Coaching staff failing to report a game misconduct within the 24 hour timeframe defined, will result in a one (1) game suspension. 10.2 Centre Representatives, within 24 hours of being advised of any game misconduct, must report this information to the U.C.H.L. Referee-in-Chief, verify the length of the suspension, ascertain if any additional suspension will be imposed by the U.C.H.L. and forward a copy of the game sheet to their attention. The Centre Representative must also verify the term of the suspension with the affected Coaching staff prior to their next scheduled game. Any Centre Representative failing to report a game misconduct within the 48 hour timeframe defined will result in the offending Centre being fined $25 by the U.C.H.L. Board of Directors. 10.3 The U.C.H.L. will follow the Ontario Hockey Federation (OHF) Mandatory Minimum Suspension List for Minor Hockey. 10.4 A Zero Tolerance Policy for repeated Game Misconducts and/or inappropriate behaviour before, during or after a game is now in place. Spectators who are identified being from a particular centre and are deemed unruly or belligerent to players, referees or other spectators will have their names sent to the member centre and internal disciplinary action will be expected from the league. The league will then determine further suspension themselves. The use of social media (such as Facebook) to incite and/or boast of rough play or potential of same is deemed inappropriate and those individuals will be subject to both internal centre discipline and league indefinite suspension. Individual participant’s penalty records will be monitored very closely by the Ref-in-Chief throughout the season. In the case of a player or coaching staff member who is assessed their third (3rd) general game misconduct in a season, they will receive an additional game suspension from the U.C.H.L. If the same player or staff member returns and receives further assessments, they will receive further suspensions from the league for each incident thereafter. In the case of being assessed any major game misconduct such as GM21, GM30, GM36 or GM37 and any GRM and any MP, the league will review the referee report and determine whether additional suspension or immediate expulsion from the league is warranted. Any player or coaching staff member who is tallying repeated minor misconducts (M) will receive a warning and if they continue, then they will be assessed a game suspension from the league. Complaint Process 11.0 All complaints must be verbally reported to the Centre Representative within twenty-four (24) hours of an incident to be considered valid. The Centre Representative should investigate the complaint within the next forty-eight (48) hours. If the complaint is deemed warranted by the Centre, then a letter shall be required addressed to the U.C.H.L. President signed by the complainant and their Centre President. The U.C.H.L. President will call a special meeting if the incident is deemed an emergency or add to the agenda of the next U.C.H.L. meeting. The complainant can request a personal appeal at that meeting if desired. Complaints regarding suspensions will only be entertained if in excess of five (5) games that were assessed by the U.C.H.L. 11.1 A Centre Representative is encouraged to try to resolve complaints within their own centre first. For minor or hearsay type incidents, Centre Representatives are encouraged to communicate with the other Centre Representatives and the Board of Directors to resolve and/or monitor these issues. Centre Representatives are asked to thoroughly investigate circumstances prior to accusing another Centre of wrongdoing without proof. IP All Centres Day & Playoff Format 12.0 All Centres Day will be run for Initiation Program (IP) teams and will rotate centre host each season. Centres will declare desire to host the event at the October/November meetings. The host centre representative will ensure that the scheduled games are run efficiently, that referees and timekeepers are secured, and that announcements and trophy presentations are executed. Each Centre is responsible to cover at least ONE shift during the event. The failure of any Centre representative or delegate to meet this commitment will result in the Centre being fined $200. 12.1 For Novice through Midget divisions, an elimination playoff “tree” format will be typically used. Precise format instructions will be determined at the January meeting each season and will be based on the number of teams per age division. GENERALLY, if 8 teams in an age division, the teams will rank themselves 1st through 8th during regular season play. 1st place through 4th place will compete for the “A” division championship and 5th through 8th place will compete for the “B” division championship. For example in the “A” grouping, Round 1 would most commonly include 1st place versus 4th place and 2nd place versus 3rd place playing the best 2 of 3 game series. The losing teams will be eliminated from further play and the winners will advance to Round 2 to play each other in another best 2 of 3 series for the divisional championship. This same model will be applied in the “B” grouping. The higher ranked team at the end of regular season will be rewarded home ice advantage for the majority of the games (i.e. games 1 and 3) in each round. Centre representatives will be responsible to ensure adequate ice is available for the scheduling of each round and must be very accessible in the 3 days prior to commencement of each round. In the last round of play for the championship title, the Centre representatives from the two teams playing must work together to ensure that the Playoff trophy is presented to the division champion on ice after the final game if possible. ALL PLAYOFF GAME RESULTS MUST BE POSTED ON WEBSITE WITHIN 24 HOURS OF GAME. *****Upon a series completion, a hand shake is customary at the end of the game showing good sportsmanship.***** 12.2 Playoff Championship trophies will be the responsibility of the winning Centre. Trophies are to be stored by the Centre and not given to team to keep track of. Lost or broken trophies will be repaired or replaced at the Centre’s expense. Trophies must be handed into the league at the February meeting. The U.C.H.L. reserves the right to provide team playoff keeper trophies if deemed appropriate. UNITED COUNTIES HOCKEY LEAGUE ‘Uniting the Youth of the United Counties in Sportsmanship’ CONSTITUTION 2015 – 2016 SEASON Article 1: NAME The organization shall be known as the UNITED COUNTIES HOCKEY LEAGUE and herein referred to as the U.C.H.L. Article 2: PURPOSE 2.1 To promote, organize, supervise and govern minor hockey for children and young adults, up to and including Juvenile Division among participating centres of the U.C.H.L. 2.2 To promote fellowship, teach respect for rules and authority, help children and young adults become good citizens. 2.3 To carry out competition for championships in Novice and above and provide formalized exhibition for the Initiation Program. Coaching staff names may be exchanged between centres. 2.4 To increase the individual knowledge of hockey and good sportsmanship by coaching, managing and general supervision. 2.5 To interest more people both as participants and members and promote the interest of hockey in the United Counties. 2.6 To promote hockey, not necessarily for the best, but for the greatest number of participants. 2.7 To encourage the training and organization of all team officials and referees for the improvement of the game of hockey. Article 3: DUTIES OF THE U.C.H.L. BOARD OF DIRECTORS It shall be the duty of the U.C.H.L. Board of Directors to carry out the following: 3.1 Transact all business proceedings associated with minor hockey in the U.C.H.L. 3.2 Establish a U.C.H.L. budget. 3.3 Establish a game schedule and/or play-off structure with referees for all teams participating in the U.C.H.L. 3.4 Ensure that the organization is being run in accordance with the Constitution. 3.5 Review and approve Rules & By-Laws at the Annual General Meeting by the outgoing Board of Directors. Article 4: BOARD OF DIRECTORS 4.1 The Board of Directors of the U.C.H.L. shall consist of the following: 4.1.1 Past President 4.1.2 President 4.1.3 Vice President 4.1.4 Secretary/Treasurer 4.1.5 Referee-in-Chief 4.1.6 Midget Governor 4.1.7 U.C.H.L. Centre Representative (1 per centre) 4.2 There shall be committees from time to time formed as deemed necessary. 4.3 Meetings must be attended by the center representative or delegate. Failure to perform duties will be dealt with by Board. If the center rep (or alternate) misses two (2) meetings, then the center will be fined $50. Article 5: BOARD OF DIRECTORS RESPONSIBILITIES 5.1 President: They shall by virtue of the office be the guiding force and preside over meetings in the U.C.H.L. An individual can serve a maximum of two (2) consecutive terms in this office unless no other nomination is accepted. They will be responsible to organize or delegate responsibility for All Centres Day held at the end of each year using a reasonable expense budget. They shall chair a committee if they deem necessary. 5.2 Past President: They shall act in an advisory capacity to the Board of Directors to ensure continuity in the changes in office. They shall be the chairperson (if available) of the nomination committee and preside over the elections of the new Board of Directors. 5.3 Vice President: They shall assume the duties of the President's contact person. They shall be in close liaison with the President and have the power to ensure proper interpretation of the Constitution. All pertinent information and decisions must be channeled through the President at the earliest possible time. The Vice President shall chair U.C.H.L. meetings in the President's absence; and may rotate through the chair via the President's request. The Vice President will be a member of the Rules Committee and a Referee-in-Chief and Midget Governor aid. 5.4 Secretary/Treasurer: They shall be responsible for all correspondence associated with the U.C.H.L. which includes minutes of all meetings and maintaining proper records. Minutes are to be typed and sent to all members at least one (1) week prior to the next meeting. They shall be responsible for the keeping of accurate accounts and all receipts and disbursements in proper books of accounting and shall deposit all moneys in the name of and to the credit of the U.C.H.L. in a chartered bank and/or trust company account. 5.5 Referee-in-Chief: They shall interpret and enforce the Rules & By-Laws of the U.C.H.L. and issue suspensions. They shall act as an advisor to the Representative of each centre in the U.C.H.L. and shall be accountable to the U.C.H.L. Board of Directors. 5.6 Midget Governor: They shall be the contact person for all Midget and Juvenile teams within the UCHL. 5.7 U.C.H.L. Centre Representatives: They shall be the contact person between the U.C.H.L. and the centre. They shall advise the Board of Directors of any changes which might affect the operation of the U.C.H.L. They will be responsible for a proper, legible game sheet. Article 6: VOTING RIGHTS, COMMITTEES, ELECTION OF OFFICERS 6.1 General Meetings: Meetings will follow Robert's Rules of Order. The Board of Directors is eligible for one (1) vote. If a representative is not present from a centre, then a delegate from that centre may cast a vote for them. Should a tie occur, then the President shall cast the deciding vote. 6.2 All participating member centres have the right to offer amendments to motions passed at General Meetings. The representative can bring these amendments up under old business for discussion at the next General Meeting or there after. Decisions of the U.C.H.L. Board of Directors after second discussion are binding. 6.3 The Appeals Committee shall consist of as many of the Board of Directors as possible with at least one neutral centre. Their ruling shall be binding and final. If the secretary is not present, someone will be appointed to take minutes. 6.4 Election of Board of Directors shall be conducted at the Annual General Meeting and shall occur at the conclusion of the U.C.H.L. season, upon one month's written notice to all centres. Immediately after elections are called, nominations will be accepted from the floor provided that the nominee has given consent. The Past President shall be the chairperson in the election of officers, if they are available. Only a person with a minimum one (1) year experience in the U.C.H.L. Board of Directors in the prior year in any position can be nominated to the position of President. 6.5 If a vacancy occurs during the term of office, an election or appointment shall be made by the Board of Directors. Article 7: BOARD OF DIRECTORS QUORUM 7.1 For the purpose of conducting business in the U.C.H.L., a Board of Directors quorum shall consist of four (4) members of the Board of Directors which must include two (2) of the following: President, Vice President, Secretary/Treasurer, or Referee-in Chief. Article 8: FINANCIAL 8.1 The U.C.H.L. shall be a self supporting, self accounting organization. 8.2 The U.C.H.L. shall raise moneys from the registration to be set yearly. In addition, it shall embark on fundraising endeavours if it is deemed necessary. 8.3 Accounting records in accordance with standard bookkeeping practices shall be maintained by the Secretary/ Treasurer. All moneys shall be deposited to chartered accounts. Any withdrawals for said accounts must be signed by two (2) of the following: Secretary/Treasurer, President or Vice President unless two of the three members are of the same immediate family, then the third must be one of the co-signers. The latter two shall sign the same withdrawal only in the absence of the Secretary/Treasurer. 8.4 The Secretary/Treasurer is responsible for the presenting of a financial statement of operations, to the approval of the Board of Directors at the year-end final meeting. 8.5 The Secretary/Treasurer shall prepare a monthly financial report for the approval of the Board of Directors. 8.6 The Board of Directors shall elect or appoint two (2) Board of Directors to check the financial records at the end of the U.C.H.L. season. Article 9: AMENDMENTS 9.1 Amendments to the Constitution may be recommended by a registered centre member and presented to the Board of Directors at the Annual General Meeting before the election of the new executive. Approved amendments will become effective for the next hockey season. 9.2 Special amendments can be made at the start of the season, if the OMHA and/or CHA rules change at their Annual General Meetings. Article 10: INSURANCE 10.1 The U.C.H.L. is not responsible for any liability as in property damage, personal injury or death. These are the sole responsibility of the individual centres. Article 11: SPECIAL NOTES 11.1 A $100 bond will be verified as paid in full by each centre at the start of the season to stay in good standings. If any deductions from that bond have taken place, the Centre must replenish the balance to maintain the total. All fines assessed to the Centre must be paid within 7 days of receipt of notification of Fine Levy. Failure to pay fine levy by the deadline will result in the Centre being put on the list for an Eligibility Vote for the following season and forfeiting their $100 bond. 11.2 It is understood the U.C.H.L. Board of Directors may make errors beyond their control from time to time. 11.3 All Centres will be subject to a conduct review and Centre Eligibility Vote at the General Meeting each season. 11.4 Effective the 2014-15 season, there will be NO body checking at any age level with the U.C.H.L.
