Sealed Quotations are invited from the reputed Manufacturers of Tractors at
various destinations in Odisha, to be supplied to the farmers in the State of Odisha by
Odisha Agro Industries Corporation Ltd., for the year 2016-17 in different subsidy
scheme of Agriculture Department at the approved prices, terms and conditions

EOI schedule may be obtained in person from the Registered office between 10.30
a.m. to 5 p.m. on all working days on payment cost of EOI Schedule in the shape of
Demand Draft drawn in favour of Odisha Agr o Industries Corporation Ltd payable at
Bhubaneswar. The EOI Schedule can also be downloaded from our website
www.orissaagro.com and submitted duly enclosing the Demand Draft towards the cost of
EOI schedule. The downloaded EOI schedule received without Demand Drafts towards cost
of EOI schedule will be rejected. The OAIC reserves its right to accept and/ or rejects any
offer without assigning any reason thereof.

Preamble:

The department of Agriculture, Government of Odisha State is
implementing various subsidy schemes for supply various makes and model
of tractors to the farmers in the State of Odisha through Odisha Agro
Industries Corporation Ltd., a Government of Odisha undertaking.
The EOI schedule and Price quotes are invited for different makes and
models of Tractors up to 40 PTO HP approved by G.O.I. and Govt. of Odisha
in Agriculture Department for subsidy sale to farmers in Odisha.
A.
ELIGIBLE CONDITIONS FOR OFFERER(S)
1. Firms whose models are approved by the Ministry of Agriculture,
Government of India and Government of Odisha up to latest eligibility
list need apply.
2. The Offerer(s) shall have full fledged workshop with sufficient suitable
technical personnel and dealer network at District level to promptly
attend to after sale service.
3. The Firms shall have VAT (TAN), CST, Registration, PAN number and
regularly furnishing information to Sales Tax Department and Income
Tax Department.
B.
INSTRUCTION FOR SUBMISSION OF EOI SCHEDULE
1. The Offerer(s) shall submit in their EOI Schedule all documents indicated
in Annexure-I in a separate sealed cover duly superscribing “Technical
Quote for Tractors”. The Price Quote as per Annexure-II, approved
prices of the different models of tractors quoted (as in Annexure-II)
prevailing in different neighbouring States of Odisha such as in
Chatisgarh, Madhya Pradesh, Bihar, Jharkhand, West Bengal, Telengana
and Andhra Pradesh is to be furnished as per Annexure-III and
Declaration as per Annexure-IV , is to placed in a separate sealed cover
duly superscribing “Price Quote for Tractors” with name and address of
the offerer. Both the covers are to be placed in a third cover along with

covering letter, EMD in shape of demand draft as stipulated under Sl No.
2 of instruction for submission of EOI Schedule, FMTTI Testing Reports
and CMVR Certificate duly superscribing “EOI Schedule Offers for
Tractors” with name and address of the offerer.
2. Earnest Money Deposit (EMD) for an amount of Rs.1.00 lakh (Rupees
one lakh only) shall be paid in form of Demand Draft drawn on any
nationalized Bank in favour of The Odisha Agro Industries Corporation
Ltd. Payable at Bhubaneswar along with the covering letter. EOI without
EMD will be summarily rejected.
3. The Offerer(s) shall submit duly notarized declaration along with EOI
schedule as per the proforma furnished under Annexure-IV hereto on
Rs.100/- non judicial stamp paper.
4. The last date for submission of EOI schedule is up to 3.00 PM on
04.06.2016. The technical quotation will be opened at 4.00 PM on the
same day.
5. The EMD of un-successful Offerer(s) shall be returned on finalization of
the EOI, i.e., after agreement/ price acceptance.
6. The EMD of the successful Offerer(s) shall be retained by the
Corporation and refunded only after satisfactory completion of the
contract. The deposit will not carry any interest.
7. The manufacturer, who is having dealers & service network in Odisha
State is only eligible to participate in EOI.
C.
GENERAL TERMS AND CONDITIONS:
1. Negotiations may be held by EOI Finalization Committee appointed by
the Odisha Agro Industries Corporation Ltd at the Regd. Office of the
Corporation. The aim is to reach an agreement on all the points and sign
a contract.
2. The agreement period will be up to 31.03.2017 or 12 months from the
date of the agreement whichever is later. No escalation will be allowed
for supply of tractors during the effective period of agreement. Failure
to supply the tractors on plea of price enhancement will attract
blacklisting of the firm.
3. The supplies made shall be invoiced to the Corporation on VAT invoice.
No invoice other than the VAT invoice will be accepted.
4. No dealers or traders are allowed to participate in the EOI.

5. The manufacturers, who are submitting their EOI, should indicate the
details of dealers in the EOI. The authorized dealer of the successful
applicant will have to pay the Security Deposit of Rs.50,000/- (Rupees
Fifty Thousand Only) to empanel their firm before entering into contract
agreement. The dealer should have VAT / CST / PAN.
6. a. EMD of the successful Offerer and Security Deposit of the dealer shall
be forfeited & alternative arrangement shall be made, if the firm does
not fulfill the obligation of supply of tractors as per orders/
specification/ quality. Any additional cost involved in this regard will be
recovered from the concerned firm. This has to scrupulously followed.
b. The responsibility of quality and quantity of tractors supplied lies with
the supplier only.
7. The approved firm shall supply the ordered tractors and accessories as
per terms and condition within the stipulated time indicated in the
purchase order to the concerned District Manager of OAIC under
acknowledgement for delivery to beneficiary farmer. They shall also
ensure that all component are made available through the dealer’s
network at least for a period of 3 years from the date of supply of the
unit on payment basis after the warranty period.
8. The tractors and accessories supplied must be covered with warranty for
one year from the date of supply against any defect in manufacture/
workmanship etc. The repairs / replacement/ servicing shall be attended
free of cost within the warranty period within 7 days of intimation at the
farmers place.
9. If the supplying firm fails to supply the tractors and accessories within
the scheduled time, i.e., 15 days from the date of receipt of purchase
order the Security Deposit shall be forfeited besides initiating action as
per procedure.
10.Liquidated damages will be levied at the rate of 0.5% of the total value
of work per week up to a maximum of 5% in case of default in the
supply as per schedule.
11.The supplier has to show the demonstration of the tractor and its
accessories to the concerned farmer in presence of the concerned
District Manager of OAIC before collecting acknowledgement from the
District Manager on supply.

12.The loading, un-loading and demonstration expenses if any should be
borne by the supplier only.
13.The manufacturer shall provide detailed operational and maintenance
manuals and parts catalogue at the time of supply of the equipments.
14.The supplier at the time of supply shall provide necessary documents
required in the process of registration as per OMV Act. However the
responsibility of Insurance and Registration of the tractor and deposit of
necessary Registration Taxes and Fees lies with the concerned District
Manager of OAIC.
15. The Odisha Agro Industries Corporation Ltd., reserves the right to award
the EOI either in part or full or to empanel on rate contract or follow any
other suitable procurement procedure. The OAIC at its sole discretion
and without assigning any reason thereof, reserves the right to accept/
reject this schedule at any stage of the EOI process.
16.In case of any dispute or difference arising out of the agreement
between the two parties relating to any aspect of the agreement, the
parties should attempt to settle the dispute through mutual and
amicable discussions. If the dispute is not settled through such
discussions, the matter shall be reffered / settled as per provision of
arbitration & conciliation Act,1996.
17.It is further agreed by both the parties that all differences and disputes if
not resolved as above, shall be got remedied through the Court of Law
of Bhubaneswar jurisdiction only.
18.EOI can be rejected if at any stage of the procurement process, it comes
to knowledge that any applicant(s) is involved in any fraudulent practice
or misrepresentation of the facts or tried to influence the selection
process or indulged in any corrupt activities in competing with others.
19.The manufacturer shall be liable for blacklisting and prosecution, if they
fail to adhere to the above conditions.
D,
TERMS OF PAYMENT:
1. Payment of corresponding farmers share shall be made to the supplier
through Demand Draft/ On line Bank Transfer by the District Manager,
OAIC after receipt of the tractor and accessories and delivery to the
beneficiary farmer.

2. Subsidy shall be released to the Firm by OAIC within 30 days of release
of the same to OAIC by the Department of Agriculture, Govt of Odisha
after due scrutiny.
Note:
If there are any changes in the terms & conditions, the same will be
intimated to the suppliers.

1. The basic offer rate quoted for beneficiary farmer on the above schedule should be inclusive of all Taxes,
Duties, Temporary registration, FOL, Delivery to beneficiary farmer at concerned OAIC District Manager’s
office inclusive of loading and unloading charges, if any, excepting VAT.
2. The rates quoted in the Price Quote should be firm and valid up to 31.03.2017. The Odisha Agro Industries
Corporation Ltd., will not entertain any upward revision during the period of agreement.
3. The rates and units shall not be over written. The rates and units shall always be in figures and words.
