Playing Rules for Recreation League
Summer 2017

The Youth Basketball League will be governed by the playing rules of Texas Amateur Athletic Federation
Youth Basketball Rules, the University Interscholastic League (UIL) Basketball Rules, and these following
exceptions:
PLAYING RULES:
For the purpose of Rowlett Youth Basketball rules, 6U Coed will play the same rules at 8U Coed except where
otherwise noted.
1. Rosters:
Division I teams will submit their rosters at time of registration. No changes may be made after
registration. Division I coach must supply copies of birth certificates to the Athletic/Aquatic Supervisor
before the start of the first game.
If any information on the player registration form is discovered to be false, it will be dealt with in the
following manner:

If discovered during the season, player will be ejected from the league and no refund will be issued. If
the coach has knowledge of it, all games played to date by that team will be forfeited. Any coach having
knowledge of the information, and not bringing such information to the Athletic Department shall be
ejected from the league.
Division III teams will be created through a draft during the coach’s meeting.
Only two coaches allowed on the bench and must be listed on the roster and have gone through the City of
Rowlett background check. Your results must be in before you sit on the bench. If you know you’re going to miss
a game, please be sure your assistant or, “sub”, has gone through the City’s background check process.
2. AGE: As of September 1, 2016
3. Divisions of Play:
 6 and Under Coed – TAAF Division III
 8 and Under Coed – TAAF Division III
 10 and Under Boys – TAAF Division I and III
 12 and under Boys – TAAF Division I and III
4. League Participation
Players can only play in one age division and on one team. Players will be allowed to play up only one age
group.
5. Practice
Organized practice times with their coach will be limited to one hour per week if gym space is available.
 The coach is completely responsible for his/her team during practice and it is his/her responsibility to
make sure the gym is left in the same condition as when the team entered. Coaches are responsible for


keeping all their players on their side of the court. Failure to do so could result in the forfeiture of
practice and/or other disciplinary action.
For summer 2017, practice times will only be given to Division III teams. Division I teams will practice
outside of the RCC.
Please finish practice by the :50 mark on the clock to allow change of goals, cleaning up, and exiting the
facility. Please use the last 10 minutes to discuss anything with your team.
6. Game Participation
See TAAF Rules 6.3.08
It is the responsibility of both coaches to insure compliance with this rule. If, during play, a head
coach feels the opposing team is in violation of the participation rule, then that head coach may
call "Time Out" and challenge a substitution by the opposing head coach. This challenge MUST be
done during the game because no action will be considered after the game has been played. The
referee will stop play, and go to the scorekeeper to verify participation. If the challenge is deemed
correct, then the violating team will be charged with a technical foul, the player(s) in question will
be removed from the court of play and the proper player(s) will enter the game and two (2) free
throws will be awarded to the other team. If the challenge is found to be incorrect, the team that
challenged will be charged with an official time out for the half. If the challenge results in a time
out being charged to a team, and that time out exceeds the allotted number, (two per half in
regulation time and one in overtime), a violation of the rules regarding time outs will occur and a
technical foul will be assessed.
7. Team Unsportsmanlike Conduct
Any player or coach ejected from a game will be suspended for a minimum of one game. The head
coach is always responsible for the actions of his/her Assistant Coach(es), players, and/or fans of
his/her team. Referees will report ejections to the scorekeeper. The offending head coach must report
any ejection(s) to the athletic department on the first business workday. The Athletics Division may
take more severe action. Unsportsmanlike conduct WILL NOT be tolerated from coaches, players, or
fans.
8. Scorekeeper/Timekeeper
A paid scorekeeper/timekeeper will be assigned to each game. Only the referees and city officials are
allowed to talk to the scorekeeper during game play. The only time it is necessary to talk to the
scorekeeper is when you are (a) Turning in the lineup (b) Making corrections to the lineup. (c) Inquiries
about team fouls/timeouts/etc. (d) Filing a protest. If there is ever a problem that needs attention,
then you must inform the referee first.
9. Protests
Official protests may ONLY be filed for violation of the rules and/or regulations, and not on judgment
calls made by the referees. Games may NOT be protested based on the quality of the officiating. At the
time a head coach determines to protest a game, he/she must immediately notify the referee,
opposing head coach, and scorekeeper of the protest. A $25 fee (cash) will be charged for any protests
made. A decision made by the Rowlett Parks & Recreation Department in favor of the protest team –
money will be refunded. However, a decision made against the team making the protest – no money
will be refunded. Protests will be reviewed by the Rowlett Parks & Recreation Department and the
ruling will be Final. In addition, both head coaches must sign the scorebook on the appropriate page,
indicating knowledge of the protest and the final outcome recorded pending athletic department
review. Regardless of the protest, games will NOT be replayed. Within twenty-four hours of completion
of the protested game, a written protest must be filed with the Parks & Recreation Department. The
letter must cite the rule upon which the protest is based and give a brief summary of what occurred
during the game to merit the protest. Both head coaches may be required to attend the protest
review.
GAME RULES:
Game Length
See TAAF Rule 6.3.02
Forfeits: Teams must have five (5) players on the court ready to start at game time, or the game will be called
a forfeit.
Ball Size
Please see TAAF Rule 6.3.04. 6U will use Junior 27.5” ball.
Fouls/Free Throws
•
Personal Fouls - Each player is allowed five (5) personal fouls per game (except 6U, no personal fouls
will be recorded).

Bonus - Beginning with a team’s seventh (7) personal foul in each half, the bonus foul shooting of "one
and one" goes into effect (except for 6U). Beginning with a team’s tenth (10) personal foul in each half,
two free throws will be awarded for each foul (except for 6U).

Technical Fouls - Any player or coach receiving two technical fouls for unsportsmanlike conduct during
a game shall automatically be ejected from the game and must leave the facility. A technical foul is also
a personal foul for purposes of both the five foul limit for any player and the bonus foul shot rules.
Technical fouls are two (2) shot fouls with possession being given to the shooting team, inbounding
the ball at mid-court. Any team accumulating three technical fouls for unsportsmanlike conduct
(technical fouls assessed for illegal full-court defense/triple team will not count towards the three
technical fouls) during a game will immediately forfeit the game. Any ejection from the game will
require the head coach to appear before the Athletic Department. If any coach is ejected from two
games, an automatic suspension from the league will be in effect until the Athletic Department has
reviewed the incidents. The Athletic Department may impose a suspension for the remainder of the
season, if deemed necessary.

Free Throws - All fouls, except shooting fouls will be resolved by taking the ball out of bounds, by the
team that was fouled. Beginning with the seventh (7) team foul in each half, a bonus free throw
situation shall take effect, and the fouled team will receive a “one and one” free throw opportunity
(except for 6U). Beginning with the tenth (10) team foul in each half, the fouled team will receive two
free throws (Double Bonus) for each common foul. The clock will stop for all shooting fouls. There will
be no free throws after clock time has expired for the regular game or extra period if the outcome of
the game will not be affected. All players must wait for the ball to hit the rim before moving into the
lane.

*TAAF rule 6.3.06C will not apply for 8U and 6U Divisions for the Rowlett Youth Basketball League.
VIOLATION: Each team shall be issued one warning per half, in which the whistle is blown and the offended
team brings the ball in play on their offensive front court at the mid-court opposite the scorer’s table and
team benches. Additional violations shall result in a technical foul for each offense. All prior rules regarding
technical fouls, are applicable, and may be imposed, if deemed necessary by the referee.
Time line
The team with the ball is allowed ten seconds to cross the half court line from the time the ball is thrown in
from out of bounds, and touched by an offensive player. The team inbounding the ball is allowed five seconds
to throw the ball into play.
Triple Teaming
No triple teaming on defense will be allowed outside the lane.
Triple teaming is defined as three defensive players turned toward the ball handler, within a six-foot radius,
with possible intent toward the ball handler. To be inside the lane, one must have both feet and ball within
the lane boundaries.

Uniforms
All players shall wear gym shorts and must have non-marking or white-soled basketball shoes. No sweat pants,
jeans, or non-athletic shorts are to be worn during the game. The HOME team will wear WHITE. The team that
is listed first on the schedule will be designated the HOME team. Each team will not have more than one
number per player.
Division I
 May supply their own jersey but be in compliance with TAAF Rule 6.3.07 and must be reversible with
white being one of the colors.
 No fee reduction if using own jersey.
Division III
 Must use jerseys provided by the City for the current season.
Violation of the uniform rule will result in a technical foul being called for each player that enters the court.
Each violation shall only be penalized once. Earrings, metal jewelry, hair clips, or any other body adornment
shall not be allowed.
GAME SCHEDULES: LEAGUE GAMES WILL NOT BE RESCHEDULED FOR ANY REASON TO ACCOMMODATE
PARTICIPATION IN OTHER SPORTS, FAMILY VACATIONS, AND BIRTHDAY PARTIES, ETC. THE ONLY EXCEPTION
WOULD BE CANCELATION OF GAMES DUE TO INCLEMENT WEATHER, AND THOSE GAMES WOULD BE
RESCHEDULED AT THE DISCRETION OF THE ROWLETT PARKS AND RECREATION ATHLETICS OFFICE.
