WPC Minor Leaguers Slo Pitch Baseball League TOURNAMENT INFORMATION All 2010 regular season rules apply / with additional playoff guidelines below: All Winning teams throughout the weekend are to post their scores on the tally board (Executive to monitor and supervise). Games will start at 9:00 a.m. on Saturday and Sunday, please start on time. Saturday Round Robin Game Rules 5 inning games Maximum +/- 7 runs Home team has option to take last bats to gain maximum 7 run advantage Home team will not bat or continue inning if ahead by 7 runs or more Tie at end of game – team who scored first run of game will be awarded the win. 1hr & 15 minute time limit for all games. Next inning cannot start with less than 15 minutes left in allotted game time. Teams will be seeded into Sunday playoffs as displayed on draw sheets. The final positions in round robin competition are determined by the following sequence: • 1. Winner of the most games; • 2. In a two way tie, winner of the head-to-head game; • 3. In a tie of three or more; - the player/team who has the best value after calculating (runs for) - (runs against) between ONLY the tied players/teams, is awarded the highest position. - If the result of this calculation indicates a tie between two players/teams the winner of their head to head match will decide their placement. • 4. If a multiple tie still remains; - regular season standings will be used. Sunday Playoff games rules First round of Division 2 will be 5 inning games. All other games are 7 inning games. Tie at end of game will be broken by using NSA international rule. Third out of previous inning takes second base, team starts at bat with 1 out. 1hr & 30 minute time limit for all games but Finals. Next inning cannot start with less than 15 minutes left in allotted game time. 1 WPC Minor Leaguers Slo Pitch Baseball League The WSP Sunova Community Center will have the concession stand available for food including breakfast, snacks etc. The WSP community centre, have requested that we not camp overnight at the facility. We will have 50/50 – 5 tickets for $2.00 and other prize draws at $1.00 per ticket on both Saturday and Sunday. The executive will not be hosting a beer garden, so do the needful. Please use the garbage cans provided to ease the cleanup operations at the end of each day. West St Paul Community Centre 48 Holland Road, West St Paul, MB R4A 5A4, Canada - (204) 3360-0294 2010 Slopitch League Rules The rules below are the 2010 league rules voted on and approved at the Team Captain’s meeting on Wednesday 7th April 2010. All changes will be bolded 1. Player Roster - All Teams must submit their roster either online at the NSA website or to Merle on the NSA roster form attached on or before the first game of the year. Additions to the team can be made up to July 16th 2010. Only players named on the final roster are eligible for the year end tournament / playoffs. 2. Game Length - All games are 7 innings. 3. Mercy Rule – If a team is behind by 15 or more runs they have the option of conceding the game after 5 innings. 4. 7 & 3 League - All teams must field and bat a maximum of 10 players for each scheduled game. Teams must field at least 3 females per game. However, if a team does not have 3 females, they can still play with 2, but must record an automatic out every time the female would appear in the batting order. Any team with fewer than 2 females must forfeit the game. 2 WPC Minor Leaguers Slo Pitch Baseball League 5. Stolen bases & Leading off - There will be no base stealing and / or leading off. The ball must be hit in order to advance to the next base. Running off of the base while anticipating a hit, as the ball crosses home plate does not constitute leading off. If the ball is not hit the runner must return to the base. 6. Bunting - There is no bunting allowed. Anyone who bunts is automatically out. 7. The Walk Rule - Is now the traditional count of balls and strikes with. If a pitcher throws 4 balls, the batter is considered walked and advances to 1st base, the walk cannot be waived. If a walked batter is male and they are followed by a female batter, he advances to 2nd and the female must take her at bat. A foul will not count as a 3rd strike for the out. 8. Pitch height - All pitches must have an arc at least equal to the height of the batter, with a maximum height of 12 feet. A pitch thrown over or under the required height should be called an illegal pitch by the umpire. The batter has the option to swing at the pitch. If the batter does not swing the pitch shall be considered a ball. 9. Pitching - THE PITCHER SHALL TAKE A POSITION 40 feet from home plate and within a two foot wide area defined as the PITCHER’S BOX. The pitcher must pitch from the pitcher’s mound. Once the pitcher has presented the ball to start a pitch, one foot must remain planted on the ground or pitcher’s plate throughout their delivery. In situations where there is a strong wind or other non-human factors, the pitcher may move up to 3 feet around the mound to help adjust their pitch. The pitcher may never move back, forth or around the pitcher’s mound when pitching to a batter as a tactic for distracting. 10. Substitutions -There is free substitution throughout the game; however, you must play in the field in order to take your bat. Batting order must remain the same. Sub takes spot of who he/she is replacing. 11. Cleats - No steel cleats are allowed in any game. 12. Game Default - There will be a 15 minute default time for late teams, unless otherwise agreed. 13. Umpire - Batting teams will provide an umpire. Please use the strike mats. 14. Overthrow - On an overthrow that goes out of bounds, a runner is awarded two bases from the time of the throw; the one he is running to and the next base. a. Example 1 – When running to 1st and the ball is overthrown out of bounds; the runner gets first and second base. b. Example 2 – A runner is already safe on 2nd base, the ball is hit and subsequently thrown out of bounds, and the runner what was on 2nd gets to go home. c. Example 3 – A batter hits the ball and makes it to 1st before the fielder picks up the ball and turns towards 2nd, the fielder picks up the ball and throws it out of bounds, the runner is awarded 2 nd and 3rd bases because the runner already had 1st at the time of the throw. 3 WPC Minor Leaguers Slo Pitch Baseball League 15. Safety of bases – Safety bases must be used at first base. The runner cannot be tagged at first for the out; the fielder at 1st Base must touch the base for the out. All bases must be securely anchored to the ground. Please ensure you have all necessary equipment for you bases. Not a bad idea to have extra straps and pegs. 16. Sliding – Sliding IS permitted on 2nd and 3rd base as long as NO intentional contact will occur. 17. Commitment rule - The commitment line rule will be in effect for all games, and shall be marked two thirds of the distance between third base and home plate. 18. Base path - No players, except pitchers, may position themselves inside (in front) of the base paths before a pitch is thrown. 19. Diamond set up - The distance between home plate and first base shall be 60 feet. The distance between first and second shall be 60 feet. The distance between second and third base shall be 60 feet. The distance between third and home plate shall be 60 feet. The distance between home plate and the pitcher’s mound shall be 40 feet. All the pitches shall be thrown from the spot designated as the “pitcher’s mound”. 20. Pinch Runner - Where a pinch runner is required, the original batter must reach first base before any substitution is made. The pinch runner must be the same sex as the person he / she replaces, usually the last out. 21. Score reporting - The team captains must agree on a final score. Both teams should report the final score to Merle Cummings [email protected]. Final standings of league play will provide seeding for the final tournament. 22. INFIELD FLY RULE: An infield fly is a fair ball, not including a line drive, which can be caught by an infielder with ordinary effort when first and second or first, second, and third bases are occupied, before two (2) are out. Any fielder can catch an infield fly. NOTE: When it seems apparent that a batted ball will be an infield fly, the umpire shall immediately declare “INFIELD FLY – BATTER IS OUT” to aid the runners. If the ball is near the foul lines, the umpire shall declare “INFIELD FLY – BATTER IS OUt , IF FAIR”. The ball is alive and runners may advance at the risk of the ball being caught, or re-touched, and advance after a fielder touches the ball. If the hit ball becomes a foul ball, it is treated the same as any other foul ball. 23. LEAGUE RULES - Team captains please discuss the league rules with every member of your team or run off a copy so that all players know and understand the rules. 24. Foul tip - Foul Tip must be at least the height of the batter when caught for the out. 25. Flags - Home teams should have flags or some indicator for the lines in the field it would ease the Umps job somewhat for those close calls. 26. The “Home Team”, as designated on the schedule, will provide bases and set up the diamond. 4 WPC Minor Leaguers Slo Pitch Baseball League 27. Banned Bats – An up to date list of banned bats can be found on the NSA website. 28. ALTERED BAT: A bat is considered altered when the physical structure of a legal bat has been changed. Examples of altering a bat are replacing the handle of the metal bat with a wooden or other type handle, or inserting material inside the bat. A flare, cone grip or a painted bat is considered an altered bat. EFFECT: The ball is dead, the batter is out and base runners may not advance. The batter is ejected for using an altered bat. 29. The executive of the WPC Minor Leaguers Slow Pitch League reserves the right to amend and / or adjust the rules as required during the course of the season. 30. Play at your own risk. Each team is responsible for their behaviour on the diamonds.
