Introduction and Glossary
‘The Association’ – Means the Mandurah Basketball Association
‘MBA’ - Means the Mandurah Basketball Association
‘The Board’ – Means the duly appointed board of directors of the Mandurah Basketball Association
and / or any formally appointed sub delegate or subcommittee endorsed by the Board of Directors
of the Mandurah Basketball Association.
‘Affiliated Club’ – Means a club that has joined the Association and qualifies as a financial club in
accordance with the terms of the Constitution and these By- Laws.
‘Secretary’ – Means the person appointed by the Board as the administrator for the day to day
operations of the Association.

1. Delegation
1.1. In all matters herein, the Board may delegate tasks to subcommittees or individuals as it
sees fit and any reference to the board shall extend to these endorsed delegates.
1.2. All appointments shall be in accordance with an approved procedure.
2. Rules
2.1. All competition and games administered by the Mandurah Basketball Association (MBA)
shall accord with the ‘OFFICIAL RULES OF BASKETBALL’ as adopted and as amended by the
Australian Basketball Federation. Variance to these rules, for whatever reason, shall be at the
discretion and approval of the board of directors.
2.1.1 Any approved variation to the official rules adopted by the Board shall be published to
the membership prior to the variation being implemented.
2.2. Where a dispute over the interpretation of the official rules or any variation to the rules is
required, it shall be done by a board appointed chief referee.
2.3. In any instance where the board appointed chief referee is unable to make a determination
on the interpretation of rules, the State Rules Interpreter shall issue a determination and this
decision shall be final and binding.
3. Nominations
3.1. Any affiliated club or Association desirous of participating in any competition or game
conducted by the Association, shall nominate in the way prescribed by the Board.
3.2. All nominations must be approved by the Board prior to participation in any game or
competition conducted by the MBA.
4. Grading
4.1. All competitions conducted by the MBA can be conducted on a grade basis, and such
grades shall be determined by the Board.
4.2. It shall be the responsibility of the Board to determine relative merits of teams wishing to
participate, and allocate them to respective grades.
4.3. The Board shall have authority to change or amend team grading from time to time.
4.4. The decision of the Board shall be final with regard to the grading of teams.
4.5. For the purpose of this rule, the Board may appoint a sub-committee to make decisions.

5. Fixture and Competitions
5.1. The Board shall compile and publish to members a list of fixtures which, once endorsed by
the Board shall remain unaltered unless prior expressed written consent of the Board is
obtained.
5.2. Applications to modify fixtures, for reasons of extreme circumstances, must be made in
writing to the Board no less than two weeks prior to the subject fixture.
5.2.1. The Board shall rule on such applications in accordance with an approved policy
5.3. Any game that has been played at a time and / or place that is not consistent with the
approved fixtures and without the prior expressed written consent of the Board shall result
in a forfeit for both teams and any scores will be reset to zero.
6. Competition Points
6.1. At the conclusion of each game during the qualifying season, teams shall be allocated the
following premiership points:

Forfeit 0 points (for team forfeiting)
These accumulated points shall be used to organise teams in each grade into a ladder in order to
determine finals eligibility.
6.2. In the event two or more teams accumulate the same number or premiership points, the
ladder position shall be determined by percentage.
6.2.1. The percentage shall be determined by calculating the total accumulated points for
divided by the total accumulated points against and multiplied by 100. For example a
team who has score d 300 points during the year and has had 200 points scores against
them shall have a percentage of 150% (300/200 x 100).
7. Finals
7.1. At the conclusion of the qualifying rounds, at the discretion of the Board based on the
number of teams, one of the following two finals series shall be used:

7.1.2.Grand Final only
If the Board resolves that there are insufficient teams or for any reason at its discretion, the
team that finished on top of the premiership table versus the team that placed second shall
play off in the Grand Final.
8. Interchanging Players Between teams
8.1. No player shall be eligible to play in the grade below the grade they normally play
notwithstanding their age.
8.2. No player shall be permitted to fill in for a higher grade for more than two qualifying games
during the course of the season.
8.3. Any player filling in for a higher grade team must only do so for the same club as team they
usually represent. For example, a Predators Player cannot fill in for a Falcon Fury team in a
higher grade notwithstanding age eligibility. Fill in players are considered casual players
and must pay the casual player fee and be added to the scoresheet by the Games
Controller.
8.4. Any player registering for more than one grade of competition must only do so for the
same club as they usually represent provided the club has representative teams in that
competition.
8.5. Movement of players between teams shall not be permitted in any one grade during the
season unless at the discretion of the Board following a written application and relevant
club clearance.
9.
Eligibility of Players to Play Finals
9.1. A player is eligible to represent their team in finals provided they have played a minimum
of five games for that team during the course of the season and are a registered and
affiliated player.

9.2. If through extreme circumstances, a player does not meet the criteria outlined in 9.1, a
written application must be submitted to the Board and shall be considered on its merits.
9.3. Any disputes regarding the eligibility of a player for the finals shall be referred to the Board
for determination.
9.4. A player will qualify if they have their name on the scoresheet for:
9.4.1. Any game in which they have actually played including a bye.
9.4.2. Any game which they win by receiving a forfeit from the opposition team.
10. Fixtures Not Completed
10.1. Should a team listed to take part in a fixture fail to appear, the opposing team, subject to
compliance with the rules, shall be awarded the win with a score line of 20 – 0.
10.1.1 Should the team who forfeits the game as outlined in 10.1, fail to give sufficient
notice to the MBA and / or opposing team (minimum 4 hours) that club shall be
required to pay a penalty of $50.
10.2. Should a team forfeit in the manner outlined in 10.1 on more than three occasions during
the course of the qualifying season, the Board may disqualify that team from the competition.
10.2.1. In the event a team becomes disqualified from the competition as outlined in 10.2,
the teams that should have played them in following weeks shall be considered to
have won 20-0 and it is not necessary for them to attend.
11. Player Eligibility
11.1. In order to be considered eligible, a player must comply with the amateur definitions
prescribed by the Basketball Federation of Australia and be a financial and registered member of
an affiliated club (in accordance with Rule 13 below).
11.1.1. In the event that it is alleged an ineligible player is participating in a competition
game, it shall be referred in writing to the Board by the Referee, Games Controller,
elected Director or a written protest by an opposition team.
11.1.2. The Board shall investigate such instances and issue a decision prior to the next
fixture.
11.1.3. Any player entering the court and playing under another player’s name will be
deemed an ineligible player and cause that team to forfeit the game.
12. Uniforms
12.1. Each affiliated club shall select a distinctive uniform which shall be registered with the
MBA.

12.2. The colour scheme and pattern on any uniforms shall be approved by the Board and
include uniform shorts and singlets.
12.3. Each player shall have a unique number in accordance with the rules of basketball.
12.4. The Referees, Referee Supervisor or Games Controller shall have the discretion to prevent
a player from taking the court if found to not have the correct uniform.
12.4. The wearing of undergarments such as ‘Skins’ or ‘Thermoskins’ or ‘T-shirts’ shall be
consistent with the predominant colour scheme of the uniform, or black, or skin toned.
13. Registration
13.1. Every player must be a registered financial member of their club and the club shall be
affiliated to the MBA.
13.1.1. An unregistered player will be permitted to take the court for up to 2 games as a
casual player at a fee set by MBA. The player must be an eligible player and be added
manually to the scoresheet by the Games Controller.
13.2. The MBA shall maintain a register of all players which shall be made available at any Board
meeting and shall include the player name, age and a tally of games and grades they have played
in for the season.
13.3. A player who withdraws from a team within the first 3 weeks of any season will be eligible
for a refund following a written request to MBA less an administration fee determined by the
Board.
14. Player Clearances
14.1. A player registered with an affiliated club shall not play for an alternative affiliated club
within the same association (the MBA) without first applying for and obtaining an official
clearance from the MBA. The Player Clearances shall accord with the approved Player Clearance
Policy.
15. Referees
15.1 . The Board shall appoint Referees for each game of the season and finals series with the
help of the Chief Referee.
15.2 . The Chief Referee and Referee Supervisor will roster Referees on game nights and give
Referee feedback in a timely manner.
15.3 . To help ensure that Referees are accountable for their performance the following
procedures will be implemented by the Chief Referee:
15.3.1. Bi-monthly education sessions.

15.3.2. Referees will receive both written and verbal feedback from trained Referee
Supervisors throughout the season.
15.3.3. Accredited courses will be run annually. Those courses will include beginner’s courses
as needed and a level 1 course for experienced Referees aged 15 years or older.
15.4. The Referee Supervisor along with Referees will be responsible for the implementation
and adherence of the ‘No tolerance misbehaviour policy’ as defined on page 13.
16. Games Controller
16.1. The board will appoint a Games Controller for each game night. Tasks will include ensuring
only eligible players take the court, games results and data entry as required in Sporting Pulse,
dealing with game queries and issues and acceptance and documentation of monies received on
game night.
17. Time Keeping and Scoring
17.1. Each team shall provide one person to undertake scoring or time keeping in accordance
with the rules of basketball. At the discretion of the Board, a team that fails to fulfil this
obligation may be penalised by forfeiting games.
17.2. The MBA shall provide the time keeping and scoresheet materials for each fixture and final.
17.3. Each team shall accurately fill in the score sheet prior to the scheduled commencement of
each game.
18. Financial Status
18.1. Each club shall ensure that all fees and subscriptions are made in full as prescribed by the
Board.
18.2. Such fees shall be in the hands of the Association or duly appointed person on or before the
prescribed date. Any club that has not remitted the prescribed fees by the prescribed date shall
be considered nonfinancial from midnight on the prescribed date and subject to penalties as
determined by the Board.
18.3. Any nonfinancial club, team, player or individual shall not be permitted to participate in any
competition undertaken by the MBA.
19. Duty Teams
19.1. The Board shall have the authority to allocate duties to teams or clubs as required for any
matter related to the operation of the MBA.
19.2. Any club or team that fails to carry out the prescribed duties shall be in default and be
subject to such penalties as determined by the Board.
20. Charges Protests and Disputes
20.1. An affiliated club or MBA member shall have the right to lodge a report in the nature of a
charge, complaint or protest, or give notice of a dispute in relation to the conduct of any

competition match, behaviour of any player, coach or spectator taking part in the match, or the
result of any competition match.
20.1.1. Such a report or lodgement shall be in writing, signed by the person making the
allegation and addressed to the Board and include a comprehensive account of the
incident or happening, the name(s) of the team and player and referee and shall be
provided to MBA within twenty four hours of the completion of the game or incident.
20.2. Any member of the Board, the Referees, Administrators or the Game Controller shall have
the authority to bring charges against any club or player as detailed in clause 20.1 and are subject
to 20.1.1.
20.3. Any report lodged by any club or authorised person, which alleges unsportsmanlike
conduct or matters as prescribed in 20.1 shall be considered to be a charge against the team,
player, coach or member concerned.
20.4. Upon receiving a report made in accordance with clause 20.1.1, the Secretary shall
immediately refer the matter to the Judiciary Committee as prescribed in clause 21.
21. Judiciary Committee
21.1. The Board shall appoint a Judiciary Committee comprising of a Chairperson and two other
members who have no conflict of interest with the club or players involved in any matter they
may be deliberating. In the event that members are absent, proxy members may be appointed
by the Board.
21.1.1. To avoid a conflict of interest, panel members shall not be current referees, however
this does not pertain to the Chief Referee or Referee Supervisor.
21.2. The Secretary or other duly appointed person shall act as the convenor in all meetings of
the Judiciary Committee.
21.3. In the event of a protest or dispute, the Judiciary Committee shall be empowered to
resolve the matter, and in the event of the decision affecting the result of a competition
game, order the adjustment to the points table or a replay of the game concerned.
21.4. In the event of a charge against a player for alleged unsportsmanlike behaviour, the
Judiciary Committee is empowered to impose such penalty as it may consider necessary
and appropriate.
21.5. If the Judiciary Committee resolves to suspend a player for a period exceeding five playing
dates, it must first be confirmed and endorsed by the Board. The subject player is not
eligible to participate in any competition until such time as the suspension is served
notwithstanding the Board having not yet confirmed said suspension.

21.6. Verbal notice by the Referee, or person making the charge, at the conclusion of any
competition game or at the time of the incident shall be considered as sufficient advice to
the club, coach, player or spectator concerned. The Secretary shall ensure that the all
parties involved are provided with the details of the report submitted under 20.1.1. The
player, club member, coach or person concerned shall be given the opportunity to make
representation to the Judiciary Committee.
21.7. A full report of all proceedings of the Judiciary Committee shall be prepared by the
Secretary and submitted to the Board.
22. Trophies, Accolades and Awards
22.1. The Board has the authority to allocate trophies to various grades and to decide upon
awards for meritorious performances by players, coaches or clubs during competitions
conducted by the MBA.
23. Jurisdiction
23.1. For the purpose of these By-Laws, members of affiliated clubs or associations are
considered to be within the jurisdiction of the MBA while they are in the precincts of any court
or building hired or used by the Association for purpose of conducting any match or any other
business of the Association.
23.2. Any club, player, coach official or spectator representing the MBA, wherever the event
shall be within the jurisdiction of the Association.
23.3. Any member of a team selected to represent the MBA to visit another regional or
metropolitan venue, whether the competition is organised by the MBA or another association
or body, are deemed to be within the jurisdiction of this Association from the time the team
leaves Mandurah until the time the team returns to Mandurah.
24. Infringements
24.1. The Board shall have the power to impose such penalties as may be decided upon by the
majority of the Directors present at any meeting of the Board, upon any affiliated club or
association, or member, or official in the event of an infringement of these By- Laws.
25. Amendments
25.1. The Board shall have the power to alter or amend these By-Laws provided that a notice of
motion of such an amendment or alteration is provided to the Secretary at least fourteen days
prior to any meeting of the Board and is thereby published on the agenda, and provided the
resolution to so alter the By-Laws obtains a two thirds majority when put to the vote.
26. Rule Variations
26.1. In the domestic competition:

26.1.1. A team may start a game and continue to play with 4 players.
26.1.2. Timing will be via a central clock which will be a running clock for both halves of the
game.
26.1.3. In the event of a drawn score, there will only be extra time played in finals games.
26.1.4. No time out will be allowed in the last 3 minutes of the second half of a minor round
game or in the last 3 minutes of any extra time played in finals.
26.2. For junior competition guidelines and No Tolerance Behaviour Rules, refer to p12 & p13.
27. Items Not Provided For
27.1. Any items not provided for within the scope of these By-Laws, or other approved Policy,
provided it is consistent with the objectives and jurisdiction of the MBA shall be dealt with by
the Board.
