Frequently, in the aftermath of such moments, communications networks fail to deliver up to expectations. And, in emergency situations, what are the chances of rescue without communication capabilities? Operational and spectrum issues intertwine in finding a solution. What are the lessons we have learnt so far? Have the solutions implemented by now proved successful? What are authorities doing do to ensure essential communications services in such situations? Q&A 11.45 – 12.15 Coffee break Third Session Debate – Dynamic Spectrum Access 12.15 – 14.00 Keynote speeches: Dr.-Ing. Georg SCHÖNE, Member of the Management Board, LS Telcom AG: 1/2 Dynamic Spectrum Access (DSA) – a solution for the growing need for spectrum Andreas GEISS, Head of Unit for Spectrum Policy, DG CONNECT, European Commission: A European approach The moderator asks the audience to consider whether DSA is an option for Europe and to vote yes or no. Afterwards, the panelists, split in teams, set out their position and argue for or against. Panelists: Elisabeth CASSIN, Senior Vice President, Group Spectrum Office, Orange Valentin POPOVICIU, Vice President, RCS & RDS S. A. Mircea HERASTRAU, Director General, National Radiocommunications Company Adrian IONESCU, Regulatory Manager, Telekom Romania Communications S. A. Catalin BULIGA, CTO, Vodafone Romania S. A. The audience casts a final vote and conclusions are drawn. Moderator: Dr.-Ing. Georg SCHÖNE, Member of the Management Board, LS Telcom AG In order to break away from the inflexibility and inefficiencies of static spectrum allocation, a new concept of Dynamic Spectrum Access (DSA) is being investigated by network and radio engineers, policy makers and economists. In DSA, spectrum will be accessed dynamically depending on the service providers’ needs, which in turn depend on end users’ demands in time and space. Emerging wireless technologies such as cognitive radios are poised to make DSA a reality. This method of spectrum sharing could prove more efficient and can help service providers and regulatory bodies to avoid any artificial scarcity. But what are the pros and cons to such an approach in spectrum management? Designed as a debate, the session works like this: – – – – – – the following question is raised: is DSA a viable solution for Europe? the audience votes pro or against it the panelists set out their position and argue for or against the audience is then asked to come forward with opinions for or against the audience votes again conclusions Q&A Conclusions 14.00 – 14.20 Catalin MARINESCU, ANCOM President 2/2
