events. Frequently, in the aftermath of such moments, communications networks fail to

In order to break away from the inflexibility and inefficiencies of static spectrum allocation, a
new concept of Dynamic Spectrum Access (DSA) is being investigated by network and radio
engineers, policy makers and economists. In DSA, spectrum will be accessed dynamically
depending on the service providers’ needs, which in turn depend on end users’ demands in
time and space. Emerging wireless technologies such as cognitive radios are poised to make
DSA a reality. This method of spectrum sharing could prove more efficient and can help
service providers and regulatory bodies to avoid any artificial scarcity. But what are the pros
and cons to such an approach in spectrum management?
